National Port Strategy A Must

M
ounting economic pressures are leading shippers to demand increased efficiency in a world where speed is the currency of the day.
While the U.S. copes with aging infrastructure, lack of capacity growth and no cohesive
planning for improvement, our foreign competitors are modernizing at light speed.
In order to protect U.S. competitiveness in the global arena, revitalized transportation infrastructure
needs to become a national priority. Congress and the Administration must develop a national strategy
supporting ports and freight movement.
Infrastructure investment should increase capacity for containerized trade across several fronts.
The U.S. East Coast needs deeper harbors and higher bridges to accommodate today's larger vessels.
Landside scale is also very important. Terminals need the equipment, technology and space to accommodate
the influx of cargo delivered by super post-Panamax freighters.
Additionally, road and rail improvements are necessary to ensure the free flow of cargo beyond
terminal gates. The nation cannot maximize port efficiency if the arteries carrying goods to and from
interior markets are clogged by congestion.
Significant investments are required now to improve the reliability and velocity of service
in the U.S. logistics sector. This is especially true considering the Panama Canal expansion is progressing
toward completion.
Passage of the Water Resources Reform and Development Act with its provisions to refocus revenues
from the Harbor Maintenance Trust Fund on their intended purpose was a step in the right direction.
Infrastructure investment, which will bring construction jobs now and reduced transit costs
for the future, is one area of accord that can produce lasting benefit to the nation.
We must start now to devise a plan for the smart investments necessary to expedite truck traffic, ensure
sufficient rail capacity and enable our ports to move American-made goods to market more efficiently.

MILLER TRANSPORTERS OPENS SAVANNAH DEPOT
Fuji Vegetable Oil President Mickey Sakai speaks
at the opening of the company's third refinery at its plant in Garden City, Ga. Sakai said the addition will allow the Fuji plant to double its annual production of specialty oils and fats from 5,000 truckloads to 10,000. Company officials say the refinery removes fatty acids and impurities from vegetable oil, allowing Fuji to customize the product to each client's needs. Fuji operates on land leased from the Georgia Ports Authority, adjacent to the GPA's Garden City Terminal.

SAVANNAH WINS CONTAINER PORT AWARD

Leading global industry publication, Automotive Supply Chain, announced that Port of Savannah had been presented with the Container Port Award at the first ever Automotive Supply Chain North America 2015.
Automotive Supply Chain North America 2015 was held on April 22 at the luxuriant Plaza Hotel in the heart of New York City, where Automotive Supply Chain played host to the key players of North America's automotive supply chain and logistics industry.
Port of Savannah won the award for being the largest single container terminal in North America with strong and sustained growth across all major business categories.
Wells Lighting To Create 200 Jobs In Jenkins County
Wells Lighting, a Korea-based light manufacturer, will locate its first North American headquarters in Millen, Ga., creating more than 200 jobs and investing $30 million into the project over the next two years.
"Wells Lighting's decision to establish its first North American headquarters in our state tells us that our qualified workforce, diverse business network and pro-business environment continue to attract investment from leading companies around the world," said Georgia Gov. Nathan Deal.
Wells Lighting, established in 2008 in Jeollabuk-do, Korea, produces general lighting/
streetlights, industrial lighting, solar street lights and smart control system lights. The company will locate to an existing 92,000-squarefoot building, which will house the company's headquarter operations, R&D initiatives and manufacturing operations for its new LED lighting production line.
"After much consideration, Georgia was the ideal place for us to locate our U.S. operations," said Wells Lighting, USA CEO and Chairman Dae Woo Kim. "As the demand for our product continues to grow, we are confident that we can best meet our customers' needs with our U.S. operations in Jenkins County."
Miller Transporters, Inc. has opened an ISO-container depot in Garden City, Ga. The 4-acre depot is located at 461 Bourne Avenue, less than a quarter-mile from the main entrance to the GPA's Garden City Terminal.
Jimmy Clayton will serve as the facility manager, while the company has promoted Jeff Uhl from national account manager to depot division operations manager. Uhl will direct Miller's expansion into container operations.
"Increasing our depot services is important to the company's overall growth strategy. Intermodal is expanding quickly in the areas we serve and Miller is positioning itself to take advantage of the opportunities that closely tie to our core business", said Lee Miller, president of Miller Transporters. "We are excited to be bringing our award-winning service to include expanded depot operations in the Savannah area."
Miller Transporters Container Depot will offer loaded lift, long and short term storage, and hot water heating to complement the existing trucking, cleaning, and maintenance services they currently provide in the Savannah area.

44 BUSINESSES RECOGNIZED
FOR ENTERING NEW INTERNATIONAL MARKETS
The Georgia Department of Economic Development (GDEcD) has announced 44 winners of the GLOBE (Georgia Launching Opportunities By Exporting) Awards, a state-led awards program which highlights companies that have entered into a new international market in 2014.
"The winners are true examples of how companies in Georgia can grow their business abroad," said GDEcD Commissioner Chris Carr. "The ability to remain competitive both domestically and internationally is key to staying ahead in an everchanging economy. In just under a year, 44 companies collectively expanded into 214 international markets this makes it clear that Georgia is the ideal place for business growth. We congratulate the GLOBE Award winners and value our partnership with them."
The 44 GLOBE Award winners, representing 17 Georgia counties, expanded into 104 unique countries and territories.
The state has international representation in eleven strategic markets, including Brazil, Canada, China, Chile, Colombia, Europe, Israel, Japan, Korea, Mexico and the United Kingdom and Ireland.
The company with the largest number of new markets in 2014 expanded into 37 countries and territories. Among the winners, the most popular new markets were the United Kingdom, Australia, Saudi Arabia, South Korea, United Arab Emirates and Colombia.

CATERPILLAR EXPANDS IN LAGRANGE, CREATES 50 JOBS
Caterpillar, a worldwide machinery and engine manufacturer, is expanding its Caterpillar Forest Products facility in LaGrange, creating 50 jobs and investing $25 million into the project.
Caterpillar's Forest Products business unit has been operating in LaGrange, Georgia, for nearly 20 years, offering a complete manufactured line of forestry equipment from Cat machines that help with road building, millyard and reforestation, to purpose-built machines that harvest, extract and load lumber.
"We are excited about our growth opportunities in LaGrange, and a large part of that is due to our world-class forestry team, who design and build forestry products that are shipped globally," said Kevin Thieneman, general manager for Forest Products. "Our LaGrange employees have demonstrated a true focus on quality and dedication to our values. We look forward to building an even stronger base in LaGrange and appreciate the support the Georgia Department of Economic Development and the city of LaGrange have provided in helping us achieve our goal."
CAESARSTONE HOLDS GRAND OPENING
Caesarstone, a manufacturer of high-quality engineered quartz surfaces, held its official grand opening in Richmond Hill, Ga., on May 27.
The Israeli company spent $130 million on its first U.S. plant, located just south of Savannah.
The company has tapped the Port of Savannah, with its on-terminal rail service, as the import location for raw materials used in countertop manufacturing.
CEO Yos Shiran said the company has faced a lack of capacity for the last few years, and the new Bryan County factory will allow Caesarstone to better serve the American market.
Shiran said the Richmond Hill site provides superior supply chain connections.
Caesarstone is already planning an expansion, due to a steady increase in sales in the United States and Canada.
"We see Richmond Hill as a long-term home for our North American manufacturing operations," Shiran said.
"We examined many places in the states. We have found Georgia, Bryan County and specifically Richmond Hill as the best place for us, combining proximity to interstates and the port, warm people and the support of everybody around us."

This will allow today's larger, more efficient vessels to transit the channel
with heavier loads and greater scheduling flexibility.
"This project demonstrates how the demand for commerce and the
need for environmental stewardship can be accommodated in a single purpose,"
Bostick said. "The Savannah Harbor Expansion Project reinforces our
commitment to a sustainable 21st century infrastructure that will strengthen
the nation's economy and bolster global competitiveness, create jobs, reduce
risk to people and communities, and help restore and sustain the environment.
I'm happy to have the opportunity to meet personally with our partners
to discuss this project. We are committed to working closely with GPA
to complete SHEP."
Businesses and consumers across the nation are projected to save
$174 million a year through increased transportation efficiency. Each dollar
invested in the SHEP will return $5.50 to the economy.
Three major phases of the project are well under way. Archaeologists
began diving Jan. 29 to recover the remains of the Confederate ironclad
CSS Georgia. The historic Civil War ironclad rests 40 feet below the river's surface on the edge of the navigation channel. Scuttled by her crew in 1864 to prevent Union capture, the vessel has been at the bottom of the river since. The harbor deepening plan calls for data recovery, removal and conservation of this cultural resource. On March 4, the contract to deepen the entrance channel was awarded to Great Lakes Dredge and Dock. The work for this contract represents about half of the channel deepening, increasing the depth of the channel in the Atlantic Ocean to 49 feet below mean sea level, and extending it an additional seven miles. Bids for a Dissolved Oxygen System contract are currently under evaluation. Awarding of the contract is expected within the next few months. This system will ensure the river maintains necessary dissolved oxygen levels during hot, dry months when levels typically drop.
"The Savannah Harbor Expansion Project has seen major progress in the past few months, with the contract issued to deepen the 18-mile outer harbor to 49 feet, crews raising the CSS Georgia, and installation set to start for oxygen injection systems," said GPA Executive Director Curtis Foltz. "The Corps of Engineers has been a steadfast partner in the 15-year process leading up to construction, and we look forward to working with the Corps and our Washington delegation to bring this pivotal project to completion."

he Georgia Ports Authority welcomed the largest

ship ever to call on the Port of Savannah March 18 when the ZIM Tianjin docked at Garden City Terminal. "This 10,000-TEU vessel represents the future of
U.S.- Asia shipping," said Georgia Ports Authority Executive
Director Curtis J. Foltz. "The Tianjin is another example of a growing trend
in the ocean carrier business toward larger, more efficient vessels."
The ship measures 1,145 feet long by 150 feet wide. Stood on end,
it would stand nearly as tall as the Empire State Building (1,454 feet, including
its antenna). The vessel's route originated in Qingdao, China, arriving on
the U.S. East Coast via the Suez Canal.
"The port call by the ZIM Tianjin is another example of the strong
and long standing professional relationship between GPA and ZIM," said
ZIM Vice President Brian Black. "We are very excited to have the largest
vessel call Savannah!"
GPA crews will make more than 2,000 container moves on and off the
vessel during its time at dock.
Foltz said ships in the Tianjin's class provide lower cost per container slot
for cargo owners reducing the expense of delivering goods to customers at home and abroad. "The economy of scale achieved by Super Post-Panamax vessels is the reason we're seeing more of them in Savannah, a trend that will only continue after an expanded Panama Canal opens in 2016."
In order to better accommodate Super Post-Panamax vessels, the Savannah Harbor Expansion Project will deepen the main river channel to 47 feet at low tide (averaging 54 feet at high tide). This month, the U.S. Army Corps of Engineers issued a $134.5 million contract that will mark the start of dredging. The contract covers deepening the outer harbor, extending 18.5 miles into the Atlantic Ocean.
Dredging the outer harbor constitutes about half of the project to deepen the 40-mile shipping channel and harbor from deep ocean to Garden City.
Georgia has approved $266 million in bonds to cover the state's projected share of construction costs. As the $706 million expansion moves forward, construction funding will shift to federal dollars. Better accommodating larger, more efficient vessels such as the Tianjin will save U.S. companies moving goods through Savannah 20 to 40 percent on transportation.

The Georgia Ports Authority has instituted a new tracking system to process breakbulk cargo more quickly, and provide real-time freight tracking for GPA and its customers.
"The new system means faster service and better communication with our breakbulk customers," said GPA Executive Director Curtis Foltz. "It is another facet of our ongoing effort to improve GPA operations and reduce the transit times of cargo flowing across our docks."
The General Cargo System software shows cargo headed to the Port of Savannah and its current stage in transit. This enables GPA to prepare for and expedite handling of shipments, down to the item level. Offering faster truck turn times and improved cargo visibility for the authority and its customers, the technology also enables GPA to detect and order deadline cargo as it becomes available at a Savannah rail yard.
To create the new General Cargo System, GPA brought together a diverse team of operational, technical, and financial personnel. The system streamlines business, improves communications, and brings technology to the warehouse floor, resulting in a more flexible and efficient breakbulk operation.
The system includes automated communications for advanced shipping notices, railcar availability and stuffing orders, as well as improved on-terminal inventory control.
"Our central aim was to collect shipping data prior to cargo arrival," said Bill Sutton, GPA director of information technology. "GCS strengthens the efficiency of field operations by recording in real time cargo reception, inventory, and stuffing orders. The result has been dramatic time savings. Railcar ordering that previously took two hours of manual processing now takes only 15 minutes to complete."
The move also greatly reduced manual data entry and data lag, while providing information access for management, administrative and field personnel. The new tracking system aids planning through early notification of incoming trucks and railcars, as well as the cargo each is carrying.

SHIPPING LINES ADD SAVANNAH SERVICES
TEU volumes continue to grow at the Port of Savannah, with improvements of roughly 14.2 percent in February, 27.8 percent in March and 25.8 percent in April, compared to the same months last year.
While much of that increase is related to cargo diverted from the West Coast, interest is growing among port customers in sustaining a greater reliance on the GPA.
Across the logistics industry, focus has centered on Savannah because it has handled a massive influx of cargo without becoming mired in congestion. Truck turn times have been largely unscathed by the onslaught of cargo, with a single-container move taking about a half hour, and combined import/export moves completed in less than an hour. At some other East Coast terminals, drivers are able to complete only one port visit per day.
The scope of Savannah's operating capacity has insulated the port from recent supply chain shocks. Twenty-two ship-to-shore cranes and nearly 10,000 contiguous feet of first-come, first-served dock space allow scheduling flexibility for super-sized vessels. A 1,200-acre container yard the largest single-operator terminal in North America gives GPA enough room and flexibility to handle influxes of cargo. That freight flows easily out to road and rail with the help of 116 RTGs.
Decades of previous investment, combined with planned infrastructure improvements, are not only helping the GPA to maintain a strong operation, but to keep ahead of the growth curve.
Savannah's unsurpassed reliability has cargo owners requesting additional shipping capacity to serve the Garden City container terminal. Shipping lines have responded by lining up six new services. Savannah is the only East Coast port to host all six. Garden City Terminal now features a total of 37 shipping services.

Port of Savannah Ramps Up Frozen Cargo Capacity

approved $5.85 million for 20 new refrigerated container racks at Garden City Terminal, to accommodate growth in the cold storage market.
These 20 new racks amount to a 28% increase
in GPA's refrigerated container capacity totaling 2,496 container rack slots.
Counting 600 chassis plug-ins, Savannah's total capacity will grow to
3,096 refrigerated boxes.
This additional infrastructure will strengthen Savannah's position
as the premier East Coast facility for refrigerated exports.
"The expansion of the port's refrigerated infrastructure will accommodate
growth and streamline the logistics for customers that utilize our services for
their import and export cargo that moves through the Port of Savannah," said
Scott Chapman, Vice President of Industry Relations for Lineage Logistics.
The Port of Savannah handles nearly 40 percent of the nation's
containerized poultry exports, and much of that cargo is supplied by Georgia
growers. Supporting agribusiness is an important part of GPA's mission. Farming
accounts for more than $75 billion in total economic impact and employs more
than 375,000 in Georgia. The Port of Savannah effectively links our poultry,
pecans, peanuts and blueberries to global buyers.
"We continue to experience high demand from existing customers
wanting to move their distribution closer to the port," said Ross Maple, Director
of Business Strategy for Nordic Cold Storage. "Savannah's additional racks
will allow us to meet customer demands, as increases in exports are expected
as poultry consumption worldwide continues to grow, while an increase
in frozen imports is anticipated with the expansion of the Panama Canal."
The additional racks approved by the GPA board will also allow the
Port of Savannah to make room for the anticipated 4.5 percent growth
rate for refrigerated cargo.
"We anticipate continued growth in refrigerated and frozen imports and exports and the expansion of the infrastructure at the port will definitely help us accommodate the growth," said Chapman.
John Dean, Vice President of Sales for Gulf States Cold Storage reiterated the impact of market growth saying, "I think imports are going to be a big part of our future. With the demand for export boxes in Savannah, I think you will see more and more imports coming in through GPA."
Refrigerated container racks have greatly increased the efficiency of frozen cargo handling at the Port of Savannah, making the operation much cleaner for the environment. Previously, diesel generators were used to power refrigerated containers in tandem with wheeled parking spots with electrical hookups. Today, the GPA avoids the use of about 540,000 gallons of diesel fuel annually for every 10 racks placed into service, which previously would have been used to power diesel generators.
"We want to grow with the Port of Savannah," said Dean. "I think it is very important for businesses such as ours to keep up with the capacity that can be handled through the port. I only see the port offering more in the future, and I think it might entice more producers to move into the state of Georgia." Local private investment in cool chain logistics over the past three years includes:
Gulf States Cold Storage opened a 100,000 square-foot facility in Savannah, and recently announced a 55,000 square-foot expansion.
Lineage Logistics purchased a 250,000-square-foot facility and a 225,000-square-foot distribution center in the Savannah market in 2012.
Nordic Cold Storage, in 2013, opened a 200,000 square-foot blast freezing and cold storage facility, and plans phase two of expansion with a state-of-the-art facility with more than 8 million cubic feet of cold storage.

SUCCESS BOOSTS 3PL PROVIDERS
Analysts: Savannah is Ripe for Warehouse Construction

Rising cargo volumes at the Port of Savannah have translated into strong growth for private employers in the third-party logistics sector. "The Georgia Ports Authority exists to support
economic development, and 3PL services play an integral
role in that mission," said GPA Executive Director Curtis Foltz. "When our ports
and supply chain operators are thriving, the economic impact of that success
reaches into every Georgia county and across the Southeast."
According to an economic impact study by the University of Georgia's Terry
College of Business, Georgia's deepwater ports support more than 369,000 jobs
throughout the state and contribute annually $20.4 billion in income and $84.1
billion in sales to Georgia's economy.
One business that recently saw massive growth is RBW Logistics. Frank
Anderson, vice president of RBW, said the business has achieved over a 500
percent growth rate in the last 12 months.
"We are highly efficient in Savannah because
of GPA's efficiencies," Anderson said. "When our
customers compare the volumes we can manage in
Savannah with other major ports in the Northeast
and on the West Coast, they are truly amazed. In
most cases, we can turn five times the amount
of cargo in a given day compared to other port
locations. That helps us be competitive."
In early 2012, the Augusta-based company partnered with O'Neill Logistics
out of New Jersey to form ONL-RBW Logistics in Savannah.
"We complement each other very well, and our different areas of
experience have been a great fit for our business in the Savannah market,"
Anderson said. "RBW's expertise is in paper, consumer packaged goods,
automotive, food, and plastics primarily supporting manufacturing
with some retail. O'Neill is much more experienced in retail, especially
in footwear and apparel."
Interest in Savannah as a manufacturing and logistics hub are spurring
the need for new construction, according to Savannah Economic Development
Authority President and CEO Trip Tollison.
"We have companies looking to expand or locate in Chatham County that
are in need of industrial space in the 50,000 to 150,000 square feet range, and it
would be beneficial to our region to have more options available," Tollison said.
According to Colliers International Property Consultants, there is enough
fully entitled land within the Savannah market to build more than 34.6 million
square feet of industrial space.
Mark Ferzacca, assistant vice president of sales for Matson Logistics
Warehousing, said demand for port and supply chain services is growing -- not
only among existing customers, but from new clients expressing interest in the
Port of Savannah.
"We have seen an increase in inquiries from retailers like Columbia Sportswear, Ascena Retail Systems and Ralph Lauren to name a few," Ferzacca said. He said some of Matson's clients are serving the entire U.S. through Savannah, although the majority of their customers are moving cargo within a region from Texas to the East Coast. "We are seeing import volumes up with our largest customers between 10 percent and 50 percent. In the short term, industry analysts are projecting continued growth through the end of 2015 and into 2016."
Port City Logistics CEO Billy Robinson said steady growth across a mix of manufacturing and retail customers, on import and export, requires expansion into a new space for his company.
"We are currently building another 230,000 square-foot building on Jimmy Deloach Parkway next to Nordic Cold Storage," Robinson said. "The estimated completion date of the new building is February 2016."
Robinson said Savannah's supply chain model, combined with efficient cargo handling at GPA's Garden City Terminal, adds up to industry-leading customer service for cargo owners.
"Time is money and the efficiency at which GPA moves cargo through its gates is phenomenal," he said. "The proximity of the port and our warehouses to the two major interstates, I-16 and I-95 create huge efficiencies as well."
A newcomer hoping to take advantage of Savannah's logistical advantages is Outsource Logistics.
The 15-year-old company is headquartered in Valdosta, where it operates nearly a million square feet of storage space. The company offers cross-dock services, a brokerage division and its own traffic management system.
Lee Smith, co-owner of Outsource Logistics, decided to expand into Savannah in order to broaden service offerings for its customers.
"Because we've got a working relationship with our client base, we'll also be able to do transload services for cargo going throughout the entire United States," he said. "Loads that have been coming in through Jacksonville and Charleston, our customers will start bringing in through Savannah."
The company will start its Savannah operation in a 170,000 square-foot location at the intersection of Highway 80 at Old Louisville Road -- 5.5 miles from Garden City Terminal, and a mile from Interstate 95.
"It's an awesome location," Smith said. "We're also building a new 200,000-plus square-foot warehouse in the same complex."
Another 35 acres are open for development at the complex -- enough room to accommodate 2 million square feet of warehouse space.
Smith said the Savannah operation will provide transloading, short-term storage, and space rentals that can flex according to a client's needs. Outsource Logistics employs 47 people in Valdosta. The 3PL will add a dozen more in Savannah, and expand as needed.
"We will use Valdosta management until people are trained in Savannah, then hire locally," Smith said. "While we developed in extreme South Georgia, just 15 miles over the Florida line, we're expanding our reach due to the growth of the Port of Savannah."
