The following actions were taken at the Commission's December 6, 1994 administrative session.
Debit Card Services (Docket No. 5400-U)
To provide protection for consumers, the Commission approved the following guidelines for all telephone companies producing, selling or marketing debit cards within the State. All telephone company debit card providers must: (1) apply to the Commission for a resell or interexchange carrier's certificate if they do not already have one; (2) file tariffs outlining the services, rates, terms and conditions for debit cards; (3) state their rates on the card or with literature provided with the card; (4) provide a verbal notice of one minute before depletion of the time remaining on the card; and (5) print on the card (at a minimum) the name of the debit card provider, a toll-free customer service number, the denomination (in dollar amounts and/or minutes), an expiration date (when applicable), and brief instructions, terms and conditions.
Funding of Universal Service
The Commission approved establishing a generic docket to consider relevant issues pertaining to the provisioning and funding of universal service in Georgia for the future. A Notice of Inquiry to interested parties will be mailed out on December 6, 1994. Comments from parties are due on january 13, 1995 and reply comments are due on january 27, 1995.
Southern Bell Call Wa.itino n,..luxe (Docket No. 5500-U)
The Commission approved a new optional Southern Bell service called Call Waiting Deluxe. Working with Caller I.D. or Caller I.D. Deluxe, Call Waiting Deluxe will allow a subscriber to see the name and number or just the number of the incoming call. The called party can then choose one of the following four ways to manage the call: (1) answer the waiting call, placing the first party on hold; (2) answer the waiting call dropping the first party; (3) direct the waiting caller to hold via a recording; or (4) forward the waiting call to another location.
