Notification regarding new FCC Section 106 regulations for cellular tower construction
The Georgia Historic Preservation Division (HPD) would like to notify local governments, non-profit organizations, and interested parties regarding new Federal Communications Commission (FCC) regulations for cellular towers that went into effect on March 7, 2005. Applicants for FCC licenses are now required to follow 47 CFR Part 1, Nationwide Programmatic Agreement for Review Under the National Historic Preservation Act-- see http://wireless.fcc.gov/siting/npa/applicability.html.
While there are a number of procedural changes, certain provisions place major limitations on the information collected and provided to HPD to review projects. Since the new regulations depart from the usual compliance practices followed by other federal agencies, we wanted the public to be aware of how these specific changes could affect where cellular towers are constructed.
The FCC no longer requires its applicants to undertake a field survey of the Area of Potential Effect (APE) in order to identify historic properties that may be visually affected by proposed cellular towers. Section 106 public notification requirements are still in effect; and therefore we encourage interested governments, organizations, and citizens to notify the cellular applicant, the FCC, and HPD whenever you are aware of historic properties that could be affected by a proposed new cellular tower in your area. HPD welcomes back Carole Moore as the Division's new Grants Coordinator. Carole served as HPD's Information and Education Coordinator for 12 years

HPD to cosponsor International Maritime History Conference in Savannah
Maritime, naval and southern historians as well as underwater and maritime archaeologists from throughout the world will congregate in Savannah, Georgia this May 18-21, 2005. The joint meeting of the North American Society for Oceanic History, The National Maritime Historical Society and the Society for Nautical Research will be held at the Coastal Georgia Center adjacent to the Savannah History Museum and the Savannah Visitor's Center. This year's theme; North American Maritime History: Southern Connections, will provide the backdrop for lectures, presentations and tours related to maritime and naval history, social history and underwater archaeology.
Featured speakers include, N.A.M. Rodger, author of The Wooden World and the just published Command of the Ocean: A Naval History of Britain: 1649-1815, Virginia Steel Wood, author of Live Oaking: Southern Timber for Tall Ships and local Tybee Island resident and boat builder William (Rusty) Fleetwood, author of the award winning book Tidecraft: The Boats of South Carolina, Georgia and Northeastern Florida, 1550-1950. Sessions on Georgia's naval and maritime history as well as recent underwater archaeology investigations in Georgia will also be presented.
The conference is being sponsored locally by the Coastal Heritage Society, The Georgia Ports Authority and the Historic Preservation Division of the Georgia Department of Natural Resources.
