Update on hurricane recovery efforts
The following is a memo from HPD's director, Ray Luce, to our staff. We thought you would find this information of interest also.
In the last two days, I have talked with (state historic preservation offices) SHPOs in Alabama, Mississippi and Louisiana.
Alabama was not hit as hard as the other two and feels that they can care for the resources. The main problems are in isolated rural areas near the coast and they are working to be sure they understand the full nature of the losses.
Mississippi, like Louisiana has been devastated. It is likely that large areas, towns and resources on the coast simply do not exist anymore. They have started evaluating properties in the northern part of the state and are finding what appears to be more problems with infrastructure (major losses of roads, power lines, cell towers, etc) than buildings-- broken windows, water damage etc. etc. damage, but nothing like the Southern part of the state. They are unable to get to the southern part of the state at this time.
Louisiana's preservation office reopened yesterday, and like Mississippi, they are spending much of their time in meetings planning how to respond. It will be some time before New Orleans is dry enough to evaluate.
We discussed Georgia's experience with Tropical Storm Alberto in 1997 -- how HPD got the federal disaster relief appropriation, the importance of early evaluations, and practical tips-- like the importance of convincing people to let their building dry out-- before starting rehabilitation activities so you can see if the floor with unbuckle and the walls dry out. We have made sure they were aware that our "After the Flood" publications are available on our Web site (http://hpd.dnr.state.ga.us/content/displaynavigation.asp?TopCategory=24) and

will be sending them the companion video. Both states have expressed a gratitude for having the benefit of other's experiences.

New FEMA guide for historic properties
In June 2005, the Federal Emergency Management Administration (FEMA) published how-to guide #6 to help communities develop and implement a predisaster planning strategy for historic properties and cultural resources. The emphasis is on the built environment, but the guide also addresses museum collections, works of art, books, and documents. The 202-page guide is available at no charge in paper copy (FEMA 386-6) or on CD-ROM (FEMA 386-6CD) by calling 1-800-480-2520. It also is on the Web at www.fema.gov/fima/howto6.shtm.
