Senate passes National Heritage Areas policy bill
On September 15, 2004 the Senate passed the National Heritage Partnership Act (S. 2543) by unanimous consent with an amendment. The bill establishes a program and criteria for designation of National Heritage Areas in the United States. Currently, there are no statutory criteria, no systematic processes for identifying or evaluating potential heritage areas, and no formal program for managing existing heritage areas in place. The amendment that was adopted changed the reference for the standard by which potential heritage areas are to be evaluated from one of 'national significance' to 'national importance'. The amendment also deleted a provision that would have allowed the Secretary of the Interior to recommend against designation of proposed areas meeting criteria for designation. In addition to defining standards and criteria for designation, the bill calls for an authorization of $15 million per year, with a limit of $1 million per National Heritage Area per year. Total funding for any individual heritage area is capped at $10 million over a 15 year period. Likewise, $750,000 is authorized annually to conduct and review feasibility studies, of which not more than $250,000 may be used per National Heritage Area per year. A companion bill in the House (H.R. 1427) has yet to be acted upon.
