HPD STAFF NEWS
HPD welcomes our newest staff member, underwater archaeologist Jason Burns. Among other projects, Jason will be charged with developing implementation plans for the Georgia underwater archaeology program. Jason received his Master's degree from the University of West Florida. His thesis--forthcoming from Plenum Press--was written on a late-19th century lumber shipwreck site. His qualifications include participation on the CSS H.L. Hunley recovery crew--both as a diver and as a member of the field conservation team. Jason has six dives to his credit with the research team for the CSS Alabama, a commerce raider that sank after an epic sea battle with the USS Kearsarge near Cherbourg, France. Resting at 230 feet, the CSS Alabama has been under investigation for over ten years by a joint French-American expedition codirected by Dr. Gordon Watts. Jason's most recent position was at the St. Augustine Lighthouse and Museum www.staugustinelighthouse.com/maritime/. In addition to his open water experience, Jason has extensive river diving and volunteer coordination experience, and worked for Ernie Seckinger at the Corps of Engineers-Mobile District office on Section 106 compliance. We are thrilled to have such a highly qualified new staff member on board, and look forward to the contributions he will make to Georgia archaeology. FALL HISTORIC PRESERVATION COMMISSION (HPC) TRAINING IN BRUNSWICK

Save the date for the next HPC training, November 14 -15 in beautiful Brunswick. Founded in 1771 on General James Oglethorpe's Savannah plan of grids and squares, Brunswick is sited on a deep natural harbor and has remained a thriving seaport for over 200 years. The agenda will include: informative sessions on design review, legal issues, the preservation of African American resources and best practices for commissions. You'll also have the opportunity to learn from other commissions, enjoy tours of the city and learn how Brunswick is striving to balance an increase in tourism while keeping their downtown as an authentic, working commercial center and retaining the quality of life its citizens enjoy.
The Georgia Alliance of Preservation Commissions sponsors Historic Preservation Commission Training for all commissioners and staff, Main Street and Better Hometown managers, local elected officials, planning commissioners, planning and development staff, regional planners, and other preservation professionals. HABS/HAER/HALS DOCUMENTATION GUIDELINES UPDATED
As part of producing the second edition of Recording Historic Structures, the Historic American Buildings Survey/Historic American Engineering Record/Historic American Landscapes Survey (HABS/HAER/HALS) have revised and updated the Secretary of the Interior's Guidelines for Architectural and Engineering Documentation. The guidelines were published in the Federal Register on July 21 and are available online at www.cr.nps.gov/habshaer/pubs/standard.htm. The changes include the incorporation of HALS, E-size drawings, color transparencies, and elimination of Level IV (inventory card) documentation. Both the standards and guidelines will be published as an appendix in the second edition of Recording Historic Structures that is due out this November to coincide with the HABS 70th anniversary celebration.

STUDY SHOWS NPS ARCHEOLOGISTS MORE COST EFFECTIVE
A competitive sourcing study has determined that Federal workers at the National Park Service's (NPS) Southeast Archeological Center in Tallahassee, Florida, can perform the center's mission more economically than contracting with private firms. The study by private consultants is part of a Government-wide examination of selected Federal jobs directed by the Office of Management and Budget. MERL E. REED FELLOWSHIPS IN SOUTHERN LABOR HISTORY
The Southern Labor Archives, Pullen Library, at Georgia State University is now accepting applications for its Merl E. Reed Fellowships in Southern Labor History. One or more fellowships of $250-$500 are awarded annually to individuals whose research in the Southern Labor Archives will lead to a book, article, dissertation, or other tangible product. In return, recipients will make a presentation about their research to the Georgia State University community within one academic year after receiving their award. The fellowships honor Dr. Merl Reed, professor, scholar and founder of the archives, for his many contributions to education and labor history. Faculty members, graduate students, upper-level undergraduates, and recognized independent scholars are encouraged to apply. Deadline for receipt of applications is October 1, 2003.
