OCMULGEE OLD FIELDS ON NTHP'S 2003 11 MOST ENDANGERED HISTORIC PLACES LIST
The National Trust for Historic Preservation's (NTHP) 2003 list of America's 11 Most Endangered Historic Places includes Ocmulgee Old Fields in Macon. HPD would like to clarify some of the information provided by the NTHP in their online description at www.nthp.org/11most/2003/ocmulgee.html. According to Richard Cloues, deputy SHPO and unit manager of the Survey and National Register unit, Ocmulgee Old Fields is a historically and culturally important area in Native American history that stretches down the Ocmulgee River for several miles south of Macon. Within this large area is the Ocmulgee National Monument containing a distinct complex of earthen mounds and associated archaeological sites known as "Ocmulgee Mounds." Ocmulgee Old Fields represents the continuous occupation of this area by Native American peoples from the earliest known settlements 12,000 years ago into the 19th century. A major portion of the Ocmulgee Mounds complex was designated a National Monument in 1936 and is owned and operated by the National Park Service (www.nps.gov/ocmu/index.html). The larger Ocmulgee Old Fields area includes privately owned property as well as public lands including Ocmulgee Mounds. It was officially determined eligible for the National Register of Historic Places by the Keeper of the National Register in response to a request by the Federal Highway Administration in 1997 and again in 1999 in conjunction with a proposal to build a highway in the area.

NATIONAL REGISTER NEWS
The Rutledge Historic District, centered along Main St., the Georgia Railroad (CSX), E. Dixie Hwy, and Fairplay Rd., Rutledge, Morgan County, was listed on May 22, 2003.

The State Teachers and Agricultural College for Negroes, Women's Dormitory and Teachers' Cottage, on Martin Luther King Dr., Forsyth vicinity, Monroe County was listed on May 30, 2003.

HPF GRANTS ANNOUNCED
Each year, Georgia's Certified Local Governments (CLGs) are eligible to apply annually for matching 60% federal/ 40% local grants. Funding may be used for a variety of preservation activities, including historic resource and archaeological surveys, National Register nominations, educational and promotional activities and publications, heritage tourism studies, and for predevelopment plans. A total of $64,000 in Historic Preservation Fund (HPF) grants was awarded this year for the following projects:
City of Augusta-Richmond County - $6,000 to complete a historic structures report for the only remaining outbuilding of the circa 1830 Judge William Warren home. The home is now used by the city as a public library.
City of Darien - $9,000 to complete design guidelines for the commercial district and the Vernon Square historic district of Darien.
City of Elberton - $5,400 to complete a historic structures report for the William O. Jones commercial building that was constructed in 1904 in downtown Elberton.
Heard County - $6,600 to produce a heritage education program for K-12 students in Heard County, a historic driving tour brochure, slide shows of the county's historic resouces, and an informational brochure for historic property owners in the county.
City of Lincolnton - $3,900 to produce design guidelines for the city.
City of Milledgeville - $5,220 to update a preservation plan for the Sallie Ellis Davis House. Plans are to rehabilitate the house for use as a museum and historic site to honor the memory of Mrs. Davis, an African American teacher who taught at the Eddy neighborhood school from the late 1890s until her retirement in 1949.
City of Montezuma - $5,880 to complete design guidelines for the Montezuma Historic Commercial District.
City of Rome - $12,000 to produce a preservation and restoration plan for the historic Myrtle Hill Cemetery.
City of Tifton- $10,000 to complete a historic context study for historic schools in Georgia.

HISTORIC RELIGIOUS SITES GAIN FEDERAL SAT GRANT ELIGIBILITY
On May 27th, Secretary of Interior Gale Norton announced a change in policy allowing federal preservation grants to be awarded to some historic properties used for religious purposes. The policy reversal comes after a longstanding rule over concern of separation of church and state. The Department of Justice reconsidered its 1995 opinion that barred active places of worship from receiving historic preservation grants. The revised policy currently applies only to Save America's Treasures (SAT) grants (http://www2.cr.nps.gov/treasures/). The Department of the Interior is looking into applying the new ruling to other historic preservation fund grants.
Similar actions are beginning in Georgia. Senate resolution 1 was introduced during this year's legislative session. It proposes "an amendment to the Constitution so as to allow public money to be used by religious or sectarian organizations and denominations and houses of worship for the purpose of providing public health, historic preservation, or social services . . ." It was adopted by the senate, but passage by the house was not completed. It is likely the resolution will be picked up again during the next session. PINE MOUNTAIN SCHOOL FOR PRACTICAL HISTORIC PRESERVATION
Located in Pine Mountain, Kentucky, the school will have two tracks going the week of July 13: 1) Cost effective Wood Window Restoration; and #2 A Great Unveiling to remove vinyl siding and complete wood repair of the Laurel House Lodge on the grounds. A second two track session, the week of August 17 will be: 1) Cost Effective 15 to 20 year Exterior Paint Jobs; and 2) Traditional Plaster Repair & Installation.
