HISTORIC PRESERVATION FUND UPDATE
Preservationists nationwide are calling for the FFY 2003 appropriation for the Historic Preservation Fund (HPF) to be restored to its FFY 2001 level. The HPF supports a number of national preservation programs and initiatives, but the amount for SHPO programs has been targeted for most of the reductions. For comparison purposes: nationally, for all state historic preservation offices (SHPO), the appropriation for FFY 2001 was $47 million; in FFY 2002, the appropriation was cut back to $39 million; and for FFY 2003, the President's budget proposal recommends another $5 million cut down to $34 million. For those same years, Georgia's share: $$881,421; $753,555; and $653,555 (estimated).
What can preservationists in Georgia do to assist in "restoring the cuts"? Ask your Congressman to sign on to a "Dear Colleague" letter being circulated by Representatives Dale Kildee (MI) and Robert Ehrlich (MD) to return the full HPF appropriation to the FFY 2001 level. The deadline for signatures is April 8. Call your Congressman's district office while they are home during the Easter recess and schedule a site visit so that they can see preservation projects first hand. Identify how the HPF supports local preservation activities in your community: Certified Local Government (CLG) grants; services, technical assistance and funding provided by HPD for National Register nominations; tax projects; Section 106 compliance; archaeology; building rehab advice; CLG /historic preservation commission programs, Regional Development Center (RDC) planners, information and education. For a summary of HPF-funded activities, see HPD's 2002 Preservation Update, posted at www.gashpo.org - under publications.
Contact Georgians for Preservation Act (GAPA) for further details and instructions. Glen Bennett is GAPA's staff contact at The Georgia Trust, 404-881-9980.
