2002 GENERAL ASSEMBLY REPORT
The Governor has submitted his budget proposal to the State Legislature for SFY 2003 (July 1, 2002 - June 30, 2003). The proposal calls for reducing the Georgia Heritage grant program by $159,000, returning to the $341,000 level of previous years. The RDC preservation planning program was recommended for a reduction of $13,600 instead of the $99,425 under consideration earlier. However, the proposal specifies that the funding be in conformance with the 12 Service Delivery Regions, rather than the 16 RDC regions (14 of the 16 RDC currently receive financial support from HPD). Reductions to current appropriations were also identified for HPD's Per Diem budget ($5,000) and for Rhodes Hall ($50,000 for a revised total of $200,000).
The State Tax Credit for Historic Rehabilitation (HB 118) awaits action by the Senate. It passed the House last year, 162-0. This tax incentive creates a 30% income tax credit for residential properties and 25% credit for income-producing properties.

GOVERNOR'S COMMISSION ON GEORGIA HISTORY AND HISTORICAL TOURISM
The first of four public hearings is scheduled for 1:00 p.m. on Tuesday, February 19 at the Atlanta History Center. Interested citizens and organizations are invited to present their views on what the State of Georgia should be doing to promote history and tourism. The Commission was created last year by HB 190 and calls for the study of a broad range of history, preservation and tourism issues, particularly Georgia history education, partnerships among public and private organizations, a state museum, tourism and economic development, the online Georgia Encyclopedia, state laws and funding.
The Commission includes members from the Georgia House and Senate, state agency officials including DNR Commissioner Lonice Barrett and HPD Division Director Ray Luce, and representatives of many other private and nonprofit history-related organizations. At the Commission's first meeting on December 4, three committees were established: education and public awareness, historical tourism and organizational/funding. The Commission also identified a number of anticipated outcomes including inventories of services, programs and historic sites, examples of success stories and best practices, confirmation of the importance of teaching Georgia history, a strategic plan and recommendations for legislation and funding. Subsequent public hearings are scheduled for Americus, Savannah and Northeast Georgia, prior to the Commission's final report that is due in December. Ed Jackson at UGA's Carl Vinson Institute of Government serves as the Commission Chair.

HISTORIC OAKLAND FOUNDATION SEEKS EXECUTIVE DIRECTOR
The Historic Oakland Foundation, Inc. is a private, nonprofit Foundation, founded to work with the City of Atlanta for the preservation, restoration and enhancement of Historic Oakland Cemetery and to promote it as a cultural resource and historic site of national importance. The Executive Director is responsible for all aspects of Foundation activities and staff management. This position reports to the Board of Trustees. Successful candidates should possess work experience in similar nonprofit organizations, strong public relations skills, substantial fund raising skills and experience, personnel management experience, knowledge of, experience in and a passion for historic preservation and a commitment to excellence.
