2002 GENERAL ASSEMBLY REPORT
HB 1198 The House Natural Resources and Environment Subcommittee heard comments both for and against this bill on February 20. HPD/DNR retain concerns for HB 1198 because it significantly weakens state laws protecting archaeological sites by allowing unrestricted collection of "isolated finds."
HB 118 The state tax credit proposal awaits action in the Senate.

SFY 2003 Budget Hearings on the budget proposals are expected to be scheduled within the next couple of weeks. The proposal calls for reducing Georgia Heritage grants by $159,000, returning to the $341,000 level of previous years; reducing RDC planning funds by $13,600 and dividing funding among the 12 Service Delivery Regions instead of the 14 RDCs; eliminating $5000 in HPD's per diem budget; and reducing Rhodes Hall restoration funding from $250,000 to $200,000.

Historic Preservation Fund As reported last week, the President's FFY 2003 budget calls for a $5 million cut for state preservation offices. Such a cut would have serious consequences for Georgia's historic preservation program and CLG grants.
Transportation and Preservation Enhancements Funding The President's budget for FFY 2003 also proposes a 27% reduction in federal highway programs, a $8 billion cut from the current year's budget. DOT-funded programs that support historic preservation activities would most likely suffer as a result, including the TE-21 grant program that has been so successfully used in Georgia. Preservation advocates are at work to restore at least half of the proposed cuts.
Historic Barn Preservation Act The U.S. Senate passed its agriculture bill last week that includes the Historic Barn Preservation Act. This component of the legislation is NOT included in the House-passed version. As the bill goes through the conference process, the prospect of the "barn bill" remaining in the final version is not clear. The Senate legislation includes $25 million in grants over 10 years to assist in planning and education programs for historic properties associated with agriculture and for grants for rehabilitation, fire protection and vandalism prevention. Georgia members of the House Agriculture Committee include Sanford Bishop and Saxby Chambliss. Zell Miller serves on the Senate Agriculture Committee.

2002 NATIONAL PRESERVATION AWARDS
Nominations are now open for the 2002 National Preservation Awards. Those who have been

involved in an outstanding preservation project completed in the past three years - or those who know of a company, organization or individual who has helped save a part of America's local or national heritage - are encouraged to submit a nomination. The deadline for the National Trust/HUD Secretary's Award and the Trustees' Awards for Organizational Excellence, Public Policy, and Stewardship of Historic Sites is March 1, 2002. Nominations for National Preservation Honor Awards must be submitted by May 1, 2002. Visit the National Trust's Web site at www.nationaltrust.org/preservation_awards.

THE JOHN H. CHAFEE TRUSTEES' AWARD FOR OUTSTANDING ACHIEVEMENT IN PUBLIC POLICY
The National Trust for Historic Preservation is currently accepting nominations for the John H. Chafee Trustees' Award for Outstanding Achievement in Public Policy. This award honors an outstanding contribution to historic preservation in the field of public policy. Nominations for this award are judged according to the following criteria: outstanding achievement in historic preservation public policy at the federal, state, or local level over a sustained period of time; broad and effective advocacy for the value of historic preservation to elected officials and government agencies, either as a colleague or constituent; leadership on issues of importance to historic preservation policy, as an elected official, career public servant, citizen volunteer or advocate; and success in broadening the base of support for historic preservation beyond its traditional constituencies. Nominations must be postmarked by March 1, 2002.
