GEORGIA'S GOVERNORS GRAVESITES COMMEMORATIVE STUDY
The Historic Preservation Division (HPD) is seeking proposals from qualified consultants for a commemorative study of the graves and gravesites of Georgia's governors. The project will involve locating and recording the approximately 55 known graves and gravesites of Georgia governors in Georgia through historical research and field survey, researching the lives and gubernatorial accomplishments of Georgia's governors (using readily available secondary source material), preparing and publishing (in paper form and web format) a handbook on Georgia's governors' graves and gravesites, and making general recommendations for the conservation of the graves and gravesites of Georgia's governors.
Results of the study will be made available to a wide range of users including the general public, teachers and school children, government agencies, private nonprofit historical and preservation organizations, planning and historic preservation consultants, and others. The project budget is $50,000. The project must be completed by November 15, 2002. Proposals are due to HPD by May 24, 2002. The project consultant will be selected by June 15, 2002. For more information, contact: Kenneth H. Thomas, Jr., Historian, at 404-651-5568 or ken_thomas@mail.dnr.state.ga.us.

LOCAL FOCUS: ROME DOWNTOWN DEVELOPMENT
The Court of Appeals of Georgia has upheld the City of Rome's Preservation Ordinance. In summary, the City was challenged on the validity, i.e. process, of adding a district, zoning procedures, not listing owners by name (using property descriptions instead) etc. The City won the first round last year, but the decision was appealed. Had this decision not been in favor of the City of Rome, their five districts would have been null and void, required amendment and adoption of the ordinance and designation of districts. It would
also have had a similar effect on every Preservation Ordinance in the State. This case cost the City of Rome approximately $40,000 in legal fees, not to mention tremendous staff and historic preservation commission time and now speaks volumes to the City's commitment to preservation in its community. For more information about historic preservation commissions, visit the National Alliance of Preservation Commissions (NAPC) Web site at www.arches.uga.edu/~napc.
