2002 GENERAL ASSEMBLY FINAL REPORT
The 2002 Session of the General Assembly concluded on April 12, the longest session on record. This was the second year of the two-year legislative cycle, so there will be a fresh start next year. The official status of all bills will be available soon at www.ganet.state.ga.us. Contact Georgians for Preservation Action (GAPA) for further details on legislative issues. State Tax Credit - It passed on the last day! Special thanks to Toccoa's Rep. Jeanette Jamieson for shepherding the bill through and for Governor Barnes' support. Originally identified as HB 118, the bill was attached to HB 1441, a separate tax credit bill, to better assure its passage this year. The legislation was modified in the final days of deliberation: for historic homes, the tax credit was reduced from 30% to 10% and for commercial properties, from 25% to 20% and a $5,000 cap was added. The tax credits become effective January 1, 2004. HPD will work over the next several months to develop procedures, guidelines for the new state tax credit and coordination strategies among the various federal and state tax incentives now available to owners of historic properties.
Archaeological Site Protection - Two bills (HB 1198 and HB 1642) were under consideration during the session, but legislators agreed to table both proposals. The proposals affected existing state laws for the protection of archaeological sites and artifact surface collecting on both dry land, and particularly underwater. Over the summer, DNR Commissioner Lonice Barrett will appoint a Council to study

archaeological programs in other state and formulate recommendations for an underwater archaeology program in Georgia. The Council's report will be the basis for a DNRsponsored archaeology bill in 2003.
SFY 2003 Budget (July 1, 2002 June 30, 2003) RDC Planners: no cuts were made! The funding remains at $238,000. Rhodes Hall: $150,000 was cut; total appropriation available is $100,000. Georgia Heritage Grants: $159,000 was cut; total appropriation available is $341,000. HPD Perdiem/Special Projects: $5000 was cut. Civil War Commission: $3300 was cut; total appropriation available is $62,700
SFY 2002 Amended Budget (July 1, 2001 June 30, 2002) HPD Fernbank Planning Study: $50,000 was cut and 0- is available. Rhodes Hall: $250,000 was cut and 0- is available. HPD Per-diem/Special Projects: $5000 was cut. Civil War Commission: $1650 was cut; total appropriation available is $64,350.

HPD JOB ANNOUNCEMENT - ARCHITECTURAL REVIEW OFFICER
The Architectural Review Officer provides architectural expertise in preservation programs and planning. Under the general supervision of the Planning and Local Assistance Unit Manager, the Architectural Review Officer provides review and comment on all Section 106 and GEPA projects and documents of the Georgia Department of Transportation (GDOT), and provides technical assistance to GDOT and its project sponsors on historic resource matters, including determinations of eligibility and effects. The Architectural Review Officer provides technical and construction management assistance to GDOT, and TEA-21 applicants, sponsors, and project managers, and reviews TEA-21 projects to insure conformance with the Secretary of the Interior's Standards for Rehabilitation. The incumbent will also identify transportation planning issues that may affect historic resources and make recommendations on how to

HPD JOB ANNOUNCEMENT PRESERVATION ARCHITECT
The Preservation Architect provides architectural expertise in preservation programs and planning. This includes, but is not limited to, review of federal and state Tax Certification Applications, Section 106 projects, and federal and state preservation grant projects to insure conformance with the Secretary of the Interior's Standards for Rehabilitation. Also assists in the Division's architectural technical assistance program to develop information on building technology and preservation rehabilitation practices. Activities include survey, evaluation, planning, and technical assistance for the preservation of historic, architectural, and archeological resources. LOCAL FOCUS: NORTH GEORGIA PRESERVATION ALLIANCE
The second meeting of the North Georgia Preservation Alliance is scheduled for Monday, April 22 in Canton. The group's mission is to strengthen the effectiveness of area historic preservation organizations by advocating quality growth through preservation of North Georgia historic downtown areas, structures, landscapes, artifacts and documents. The upcoming meeting agenda includes: the abandonment of historic schools, the northern perimeter and creating a "10 Most Endangered Historic Resources" LIST for North Georgia.
