2001 General Assembly Report
HB 698 (State Archaeologist's Duties) HB 698 passed both the full House and Senate and awaits the Governor's signature. The bill strengthens state laws for the protection of archaeological sites by clarifying law enforcement provisions and confirming private property owner's rights. Approved surface collecting provisions on dry land are still in place.
HB 118 (State Income Tax Credit for Historic Rehabilitation) HB 118 will not be recommended by the Senate Finance and Public Utilities Committee and therefore will not move forward this year. Concerns were expressed about the fiscal impacts on state revenues. Preservationists will resolve those questions during the summer. HB 118 can then be re-considered by the Senate Committee without further delay in the 2002 session. The bill passed the House 162 to 0.
SFY 2002 Budget The Senate passed their version of the budget on March 14. Historic preservation activities within the HPD/DNR budget are the same as in the House version that was passed last week: level funding for HPD staff and operations, $500,000 for Georgia Heritage 2000 grants, $250,000 for Rhodes Hall, $238,000 for RDC planners, $50,000 for historic graves of Georgia governors. The SFY 2002 state government budget proposal now goes to the Senate/House conference committee to work out differences between the two budget proposals.
Monday, March 19, and Wednesday, March 21 are expected to be the last two days of the Legislative Session. A final report on the status of historic preservation bills and the final budget amounts will be included in a subsequent issue of HPD's Weekly Update. AASLH Offers 2001 Alderson Internship
The Alderson Internship assists the programs division of the AASLH office in Nashville, Tennessee. Eligible candidates must be currently enrolled in a graduate degree program in public history, museum or American studies, historic preservation, history or a related field. The internship is for eight weeks during the summer of 2001. For more information, contact Lauren Batte at batte@aaslh.org or call 615/320-3203. The application deadline is April 30, 2001.
