Weekly Report October 7-13, 2012
This report is a broad sampling of events that have taken place in the past week, but does not include all actions taken by the Law Enforcement Section.
Region I- Calhoun (Northwest)
BARTOW COUNTY On October 9, 2012 Cpl. Byron Young received call from hunter who hunts mining property adjacent to I-75 that while scouting, he had located a pop-up blind with bait attached to the DOT barrier fence on DOT property. Sgt. Mike Barr was patrolling with Cpl. Young and together they foot patrolled, saw a large 10-point buck and scrapes in the immediate area of the blind, and located the bait. The DOT fence had been cut to allow the hunter to access either property. The blind was located parallel to I-75 and approximately 50 60 yards from the side of the pavement on I-75 south.
On October 10, 2012 Cpl. Lee Burns received a complaint of a blind with corn on the right-of-way of I-75.He foot patrolled and located the blind and an additional blind also baited with corn.
On October 11, 2012 Sgt. Mike Barr was approving reports and noticed that Cpl. Young and Cpl. Burns had similar reports of baited blinds each along the DOT right-of-way adjacent to I-75 on the southbound side of the highway. He contacted Cpl. Burns and discovered each site had a 5 gallon bucket, clothes pins used on the windows of the blind, apple scented corn, a mineral block, a bottle of buck grub, and a cut DOT fence where it would swing up for access to adjacent property.
On October 12, 2012 Captain Johnny Johnson and Sgt. Mike Barr had multiple conversations with representatives of the Georgia Department of Transportation regarding the hunting activity in Bartow, Cobb, and Cherokee Counties. An affidavit was secured signed by the Commissioner of DOT, stating that none of the lands under the control or ownership of the Department of Transportation along the interstate corridor was open to hunting.
On October 13, 2012 Sgt. Mike Barr and Cpl. Lee Burns scheduled a pre-daylight detail to watch the blind locations along I-75 in Bartow and Cobb Counties. Suspicious activity was witnessed at both locations, however, the blinds were checked and no one was found hunting. Sgt. Mike Barr directed Cpl. Lee Burns to meet with Ranger Zack Hardy and walk him into each blind location so they could begin to check the blinds daily as a team. Sgt. Mike Barr received a call from Cpl. Lee Burns that he had located a vehicle parked along I-75 south of the Emerson exit and he and Ranger Zack Hardy had foot patrolled into the woods and discovered two persons hunting from tree stands over corn. One was hunting on the side of the highway on DOT property and one had extended onto adjacent private property. Both people were using crossbows. Neither hunter had on fluorescent orange. One of the hunters stated they had been hunting the DOT right-of-way for about 9 years after they stopped and talked to a DOT crew who said it was OK. He did not obtain written permission and was advised of the directive of the affidavit for prosecution signed by the Commissioner of DOT. The DNR Rangers went with the hunters to each location and removed two portable deer stands, four pop-up hunting blinds, and related
equipment. All locations were baited for the illegal harvest of deer. The hunters had been hunting in Bartow, Cobb, and Cherokee Counties along the DOT right-of-way .The hunters stated they had trail camera pictures at each site of large bucks but were mostly trying to harvest 8 deer a year to process. Charges included: Hunting big game over bait Hunting deer without fluorescent orange Failure to record deer harvest Hunting without permission

Region II- Gainesville (Northeast)
DAWSON COUNTY On October 11th, RFC Brandon Pierce and Wildlife Technician David Shattuck worked Dawson Forest WMA in reference to the property being closed to all hunting. A total of three subjects were encountered and checked. Four violations were addressed consisting of hunting on a closed WMA and failure to sign-in on a WMA. On October 13th, RFC Brandon Pierce, RFC Barry Britt, Cpl. Eric Sanders, Wildlife Technician David Shattuck, Sgt. Lee Brown, and two officers with the Georgia State Patrol completed a road check on Dawson Forest WMA for safety and illegal hunting
inspections. The WMA was holding an Adult/Child hunt throughout the weekend. The check resulted in two wanted subjects being arrested and transported to the Dawson County Jail. The subjects were wanted in multiple counties in Georgia for several violations. The subjects, including a passenger with them, were issued three violations. The violations included illegal camping on a WMA. Verbal guidance was given on several occasions throughout the road check for minor violations of traffic and hunting offenses.
DEKALB COUNTY On October 13th, RFC Brandon Pierce and Cpl. Eric Sanders patrolled the county for hunting and fishing activity. The patrol resulted in checking three hunters. As a result, a total of three violations were documented. The violations included hunting without a license, hunting without a big game license, and failure to record deer harvest.
FORSYTH COUNTY On October 9th, RFC Brandon Pierce and volunteer Hunter Safety Instructor Verne Fowler completed a Hunter Education Course at the Coal Mountain Community Building. A total of twenty-seven students attended the course and all were successfully certified.
On October 13th, Sgt. Lee Brown was patrolling the Chattahoochee River for boating and fishing activity. Several fishermen were checked. A written warning was issued for fishing without a trout license.
GWINNETT COUNTY On October 13th, Sgt. Lee Brown checked deer stands baited for deer and worked hunting without permission complaints without any success. Sgt. Brown also checked Tribble Mill Park for boating and fishing activity. Two fishermen were checked resulting in a written warning for fishing without a license.
LUMPKIN COUNTY On October 9th, RFC Mitchell Crump completed a Hunter Education Course at the Lumpkin County Sheriff's Office. A total of sixteen students attended the course and all were successfully certified.
RABUN COUNTY On Friday October 12th, Cpl. Derek Dillard was requested to assist the Rabun County Sheriff's Office with the search of a murder suspect in the Warwoman Road area. The suspect and another individual got into a physical altercation and the victim was eventually stabbed. The suspect then fled on foot into the woods around the residence. Cpl. Dillard assisted with perimeter security as the Alto Prison tracking dogs tracked the suspect to a cornfield where he was captured.
On Saturday October 13th, Cpl. Derek Dillard, Cpl. Jesse Cook and U.S. Forest Service Agent Jeff Angel was wrapping up a night deer detail when Cpl. Cook observed a car sitting idle with the headlights on. Cpl. Cook observed a white male driver to be slumped
in the driver's seat. Every few minutes the subjects head would raise and then fall back down. The subjects head appeared to be very damp with sweat. Cpl. Cook contacted the other officer to meet with him. When Cpl. Dillard and Agent Angel arrived they approached the driver and noted when they spoke with him it appeared that he was extremely intoxicated. The driver was asked to step out of the vehicle and field sobriety tests (FST) were conducted by. After the FST's were completed Agent Angel placed the driver under arrest for suspicion of DUI. Cpl. Cook and Agent Angel took the subject to the Rabun County Detention Center where Cpl. Cook ran him on the Intoxilyzer 5000. Results indicated that he was under the influence and was charged. He was then transported to Gainesville which is the only approved holding facility for federal detainees.
HABERSHAM On October 12th, Cpl. Derek Dillard and Cpl. Jesse Cook responded to a complaint in progress of a subject who had killed a deer with a firearm during bow season. Upon arrival the officers met with the complainants who gave details of the incident. Cpl. Dillard and Cook then went and located the suspect and interviewed him about the incident. The suspect admitted that he had killed a doe deer in the field behind the residence. At first he led officers to believe that he had killed the deer with a muzzle loader but later admitted that he had killed it with a 270 rifle. The suspect was issued citations for hunting deer out of season and possession of illegally taken wildlife. His girlfriend who had assisted with pulling the deer out of the field was written a warning for possession of illegally taken wildlife. The suspect was also harshly reprimanded for shooting a high powered rifle directly towards another residence.
UNION COUNTY On Friday October 12th, Cpl. Jesse Cook was following up on a complaint of a subject hunting without permission and hunting over bait in the Suches area. The subject had also been observed last weekend with a spike buck that he had killed. After several trips into the woods by officers of Sgt. Seitz's work section, Cpl. Cook finally caught the subject in the stand. Cpl. Cook interviewed the subject about the spike that he had killed and the subject admitted that he had killed the spike out of the same stand which placed him also hunting over the bait. The authorized representative of the landowner was interested in continuing with the charges so the subject was charged with two counts of hunting without permission, two counts of hunting big game over bait and one count of failure to record deer harvest.
MADISON COUNTY On October 13, RFC Shane Sartor was patrolling property that a landowner's affidavit had recently been turned in for requesting extra patrol for trespassers. He noticed some foot tracks of two people on the property in a road bed. RFC Sartor tracked the hunters and located them inside a stand of hardwoods. He approached them and noticed they were not hunting with primitive weapons but modern firearms. Both subjects were in tree stands about 150 yards apart. While talking with the two hunters, he learned that one had just recently been released from prison for statutory rape. He called Sgt. Stan Elrod for assistance. RFC Sartor escorted the two hunters from the woods to his truck. Both
subjects were arrested and transported to the Madison County Jail. One subject was charged for hunting without permission, hunting without fluorescent orange, hunting without license, hunting without big game license, hunting with illegal weapon, and hunting without hunter safety certification. The other subject was charged for possession of firearm by convicted felon, hunting with illegal weapon, hunting without permission, hunting without license, hunting without big game license, and hunting without fluorescent orange.
HART COUNTY On October 9th and 11th RFC Josh Chambers taught a Hunter Safety class at the Hartwell Corps of Engineers office. Fifteen people were certified.
HALL COUNTY On October 13th, 2012, at approximately 1730, Sgt. Burgamy was checking a baited stand in Hall County off Flat Creek Road. He encountered a subject hunting with a bow within 20 yards of the bait, which was almost all gone. The subject was issued a warning citation for hunting big game over bait.
Region III- Thomson (East Central)
BURKE COUNTY Di-Lane Plantation WMA's quota deer hunt was patrolled by Wildlife Technicians Steve Kyles, Howard Pope, Nick Holbrooks and Conservation Rangers SGT Max Boswell, RFC Grant Matherly and RFC Jeff Billips. Violations encountered were hunting without fluorescent orange, possession of illegally taken wildlife, interference with performance of a ranger's duties, concealment of wildlife taken illegally, killing illegal deer on quality buck hunt and littering.
RFC Jeff Billips patrolled hunting without permission complaint but did not make contact with any violators. RFC Billips conducted night hunting surveillance and issued a citation for blinding wildlife. The violator also stole peanuts and was advised that the farmer would seek criminal warrants.
COLUMBIA COUNTY On October 12 and 13, 2012, CPL Ryan Swain, CPL Brian Hobbins and RFC Bobby Timmerman assisted with the Mr. Clark Hill Bass Tournament. The tournament is an annual even with approximately 100 participants.
On October 13, 2012, RFC Bobby Timmerman was on patrol in an area that was previously found to be baited. Officers" found an adult and a juvenile hunting over the baited site. The adult male was cited for hunting big game over bait.
GREENE COUNTY While patrolling Greene County, CPL Derrell Worth cited an individual for hunting big game of bait.
LINCOLN COUNTY On October 8, 2012, CPL Ryan Swain conducted a 2 hour hunter safety course. One person successfully completed the course.
On October 13, 2012, CPL Ryan Swain and RFC Bobby Timmerman were on patrol. Officers found an adult male and juvenile hunting big game without wearing florescent orange. Officers' investigation found that the juvenile killed a doe deer and failed to record the harvest. The adult was given a written warning while verbal guidance was given to the juvenile. The juvenile was allowed to keep his harvest.
MCDUFFIE COUNTY On October 13, 2012, CPL Brian Hobbins was on patrol in an area that was previously found to be baited. Officers' found an adult and a juvenile hunting over the baited site. The adult male was cited for hunting big game over bait.
NEWTON COUNTY On September 13, 2012, RFC Freddie Hays was on foot patrol when he heard a dove shoot in progress. RFC Hays returned to his patrol vehicle and located the dove field, which was baited with wheat and sunflowers. Five subjects were issued citations for hunting doves over bait.
OCONEE COUNTY On October 8, 2012, RFC Tim Butler checked a deer hunter who was hunting over corn. The hunter was cited for hunting big game over bait.
OGLETHORPE COUNTY On Saturday, October 13, 2012, SGT Brian Carter and RFC Phillip Nelson caught two subjects hunting doves over bait. The two subjects were issued a citation for hunting over bait and one was also issued a citation for hunting without a license. They confiscated 8 doves.

RICHMOND COUNTY On October 9, 2012, in Richmond County CPL Ben Payne and RFC Grant Matherly looked for baited hunting areas for deer. Several locations were found.
WALTON COUNTY On October 14, 2012, RFC Tim Butler heard a dove shoot a couple miles away from his location. RFC Butler went to the area and did not hear anymore shots. After searching the area he located a dove field with nobody on it. A dog was chewing on a dove at a house next to the field. RFC Butler determined the field was baited with scratch feed. The owner of the field said nobody had been hunting the field on October 14th, but he admitted he hunted the field the previous day. The owner admitted to baiting the field and
showed RFC Butler the dove he killed. The owner of the field was cited for hunting over bait.
WASHINGTON COUNTY CPL Micheal Crawley spent the week of October 8-12, 2012 in Forsyth, GA at the Georgia Public Safety Training Center assisting with the instruction of a K-9 In Service Class.
Region IV- Macon (West Central)
BUTTS COUNTY

On October 11 RFC Keith Page and Sgt. Tim Kendrick were checking a hunting club for baited deer stands. While walking the club roads, Kendrick found a trail that lead from the hunting club to the back yard of a residence. After looking more thoroughly, Sgt. Kendrick located a large container hidden in some thick bushes that contained two marijuana plants. The sergeant called the Butts County Sheriff's Office and two drug investigators came to the residence to interview the homeowner. The drug investigators interviewed a white female at the residence who admitted the marijuana plants were hers and gave consent to search her residence. In addition to the two marijuana plants seized from behind the house, also recovered from the residence were two small bags of suspected marijuana, a bag of marijuana seeds, numerous marijuana "roaches", a small set of scales used to weigh drugs, a bag of prescription pain pills, eight long guns and one pistol. The case was turned over to the Butts County Drug Investigators.
JASPER COUNTY

On October 13 Sgt. Tim Kendrick received a call from an employee at Charlie Elliott Wildlife Area stating there were rabbit hunters on the area hunting illegally. Kendrick responded to the call and found three hunters with guns running beagles. The hunters had killed one rabbit. Sergeant Kendrick explained to the hunters that the area was closed. After checking licenses, Sergeant Kendrick discovered two of the hunters did not possess a Wildlife Management Area license. All three hunters were issued written warnings for hunting on a closed Wildlife Management Area and two of the hunters were issued citations for hunting without a Wildlife Management Area license.
LAMAR COUNTY

On October 13 RFC Keith Page and Sgt. Tim Kendrick located a man on Yatesville Road who was hunting deer over bait. The man was also hunting without wearing an orange vest during firearms deer season. RFC Page charged the man with hunting big game over bait and gave him a warning for hunting without his orange vest.

On October 13 RFC Keith Page and Sergeant Tim Kendrick located a man hunting over bait. When RFC Page found the man he was asleep in his climbing stand. The man was also hunting during firearms deer season without wearing an orange vest. While speaking to the man, RFC Page smelled a strong odor of marijuana. Upon further questioning, Page discovered the man possessed a small amount of marijuana hidden
inside a cigarette box. The man was charged with hunting big game over bait and possession of less than an ounce of marijuana. He was given a written warning for not wearing his orange vest.
MONROE COUNTY On the afternoon of October 13th Sgt. Tim Kendrick and Cpl. Tony Wynne went to north Monroe County to check an area in which Wynne had observed evidence that indicated there may be violations of the baiting law. Kendrick and Wynne entered the area on foot to search for the hunters. Eventually they came upon an elevated blind containing a male and a female. Along the side of the blind, as well as in front of it, corn was strewn on the ground. The male was the only one hunting and he was not wearing his orange vest. As Wynne checked his license, Kendrick, through conversation, was able to determine that there was a third person in the area. While Wynne stayed with the first two subjects, Kendrick searched for and found the third person, a female, also hunting over bait. She was deeper in the woods and had a five gallon bucket of corn hanging in front of her blind. Kendrick and Wynne escorted the hunters back to their vehicles and issued citations and warnings for hunting big game over bait and not wearing 500 square inches of fluorescent orange above the waist.
Region V- Albany (Southwest)
SEMINOLE COUNTY Wildlife officers from Alabama, Florida and Georgia held their annual tri-state meeting at Seminole State Park. Topics of discussion were the issues of concern for each agency, with a special presentation by Florida FWC on invasive non-native snakes and large lizards.
Region VI- Metter (Southeast)
LAURENS COUNTY On October 13th, Cpl. Stiles patrolled Laurens County for primitive weapons deer hunting and dove hunting activity. Violations documented were hunting deer without fluorescent orange and non-resident hunting without hunting license and big game license.
Cpl. Stiles also conducted an information and education program during the annual wild game supper at the Rentz Baptist Church. Twenty youth participated and utilized the laser shot hunting simulator.
TELFAIR COUNTY On October 13th, Cpl. James McLaughlin assisted Helena Police Department with a 911 call to Telfair State Prison in reference to a stabbing. Cpl. McLaughlin provided traffic control due to the amount of on-lookers driving by. The stabbing resulted in a Correctional Officer's death.
CHARLTON, CLINCH & WARE COUNTY On October 5th & 6th, Captain Scott Klingel, Captain Thomas Barnard, Sgt. Brian Carter, Sgt. Patrick Dupree, Cpl. Robert Stillwell, Cpl. Jason Shipes, RFC Mark Pool and RGR Sam Williams patrolled for bear hunting activity around the Okefenokee Swamp perimeter. More than 60 bear hunters were encountered. Eight hunting license violations were documented, including hunting without a license, hunting without a big game license, non-resident hunting without a license, non-resident hunting without a big game license & non-resident hunting with a resident license.
ECHOLS COUNTY On October 12th & 13th, Sgt. Patrick Dupree, Cpl. Jason Shipes, Cpl. Greg Wade, RFC Russell Epps, RFC Mark Pool, RFC Keith McDonald and RGR Sam Williams patrolled for bear hunting activity on several large hunting clubs. More than 50 bear hunters were encountered. One non-resident was warned for hunting without license on person.
On October 12th, RFC Keith McDonald and RGR Sam Williams checked two individuals fishing in Tom's Creek on the Woodpecker Route. One of the fishermen did not have a valid fishing license and was charged for fishing without a license.
CHARLTON COUNTY On October 13th, Sgt. Patrick Dupree, Cpl. Jason Shipes, RFC Mark Pool, RGR Sam Williams and Stephen Foster State park manager Bryan Gray completed an investigation into the killing of a doe deer on Stephen Foster State park. The deer was shot by a camper with an arrow in the campground on September 8th. The officers located the deer and the arrow due to a congregation of vultures the next day and began the investigation. A week later the officers located a hunter with matching arrows that was hunting nearby on the
Okefenokee NWR-Pocket Unit. This discovery led to an interview with the suspect. The individual was charged with criminal trespass on a state park and hunting big game from a public road.
APPLING COUNTY RFC Altman and RFC Jarriel presented the laser shot on Friday and Saturday night at the Rodeo in Baxley for all the children in attendance. There were hundreds of kids on both nights, and all enjoyed the laser shot program.
TATTNALL/EVANS COUNTY On Oct. 8th, RFC Debbie Brannen received a complaint for fishing without permission/trespass. The complainant and the violator met with RFC Brannen at the Tattnall Sheriff's office. Upon further investigation it was determined the individual was trespassing and turned over to the Sheriff's office.
On Oct. 13th RFC Debbie Brannen responded to hunting without permission complaint in the edge of Tattnall County. One violation for hunting without a license was given and verbal warnings were given to the hunting parties for without permission.
On Oct. 14th, RFC Brannen responded to a littering complaint. Several bags of garbage were thrown on the side a road. Investigation of the site produced a name and address. The individual was located and a violation of littering was documented. The individual cleaned up the trash.
EFFINGHAM COUNTY On October 13th RFC O'Brien was patrolling the county for primitive weapons deer hunting activity. Two subjects were spotted exiting the woods just before dark. RFC O'Brien stopped with the subjects and found that both individuals had shot a buck deer each. O'Brien checked their licenses, documents, weapons and related paperwork and no violations were found. Verbal guidance was giving to one of the individuals for not yet marking his harvest on the deer harvest record portion of his license.
Region VII- Brunswick (Coastal)
BRYAN COUNTY On Oct. 9th, Cpl. Jay Morgan taught a Hunter Education class in Richmond Hill, certifying 22 students. On Oct. 13th, Ranger Trey Taylor and Cpl. Jay Morgan patrolled the Medway and Belfast Rivers. Several boaters and fishermen were checked, and one boater was cited for not having enough life jackets on board. A father and two children were found at the Demeries Creek boat ramp, wanting to launch their canoe but had forgotten their life jackets. The rangers loaned them three PFDs so that they could continue their trip on the water.
On Oct. 13th, Cpl. Phillip Scott cited a deer hunter near the Bulloch Co. line for hunting with a modern rifle during the primitive weapons season.
LIBERTY COUNTY On Oct. 10th, RFC Jack Thain, Ranger Trey Taylor, and Cpl. Jay Morgan patrolled St. Catherine's Channel and offshore St. Catherine's Island, checking commercial shrimp boats for Turtle Excluder Device (TED) and By-Catch Reduction Device (BRD) violations. One small shrimp boat was cited for commercial fishing with illegal gear due to TED violations. On Oct. 11th, Ranger Taylor and Cpl. Morgan responded to a complaint of hunting dogs running loose on a private landowner's property in the Gum Branch area. No hunting dogs were found at that time. Rangers will continue to monitor the area for future violations.
BRANLTEY COUNTY Over the last three weeks, RFC John Evans has worked with the Brantley County Sherriff's Office and GBI to develop information on marijuana being grown in a hunting club in Brantley County. With some Investigation, lots of leg work during three different searches of the area, and some help from DNR pilot Capt. Ed Watkins, officers discovered 9 different patches with 40 plants ranging from 5 to 8 feet tall. Warrants have been secured for the suspects involved.
On October 10, Sgt. Chris Hodge was working night deer hunting activity in Brantley County when he heard a rifle shot nearby his location. Sgt. Hodge responded to an area in which he believed the shot may have come from. The area was searched with no luck locating anyone hunting in the area. Sgt. Hodge returned to his original location and continued to watch for night hunting activity. About 30 minutes later, a vehicle approached the area and began shining a spotlight across a clear cut at Sgt. Hodge's location. Sgt. Hodge then stopped the vehicle to question the occupants and discovered a dead deer in the bed of the truck. The occupants admitted to shooting the deer about an hour earlier and admitted to shooting the deer from the road. All subjects were cited for Hunting deer at night, Hunting from a public road, and Hunting from a vehicle.
CHATHAM COUNTY On October 12, Ranger Kiel Toney and Cpl. Bill Bryson received information of someone picking shellfish in a closed area in the Wassaw Sound area. The rangers responded to the area and stopped an individual. The individual was cited for fishing without a license and picking clams in a closed area.
WAYNE COUNTY On October 8, 2012 RFC Randy Aspinwall answered a complaint reference a subject putting a picture of a bobcat he had killed on Facebook. Aspinwall looked the subject up on Facebook and found the picture of the bobcat and the date he had killed it on. He also found a picture where the suspect had killed 2 bucks with a bow. Aspinwall was able to locate the subject and speak to him about the bobcat and the two deer. The suspect did not have a hunting license but stated that he killed the bobcat and 2 bucks on his 5 acres of land with a bow. However he did not have a harvest record for the deer. The suspect was given citations for killing a bobcat out of season and failure to record harvest of the 2 deer.
MCINTOSH COUNTY On October 12, 2012 RFC Randy Aspinwall was working a night hunting detail in McIntosh County. A small 4x4 truck came by his location shining a spotlight out of the passenger window. Aspinwall made a vehicle stop. There were two suspects in the truck. Aspinwall found a loaded .270 caliber rifle, a loaded .22 caliber rifle, and a spotlight in the vehicle. Both suspects admitted shining for deer but stated that they didn't think it was against the law unless they shot. Both suspects were given citations for hunting deer at night, hunting big game from a public road, and hunting from a vehicle.
On Sunday Oct. 7 Ranger Jeremy Reese and Sgt. Wayne Hubbard were working a night hunting detail in McIntosh County in response to a request from the Sheriff. There had been numerous complaints about a particular subject coming in to the Sheriff's office. At around 11:20 pm at vehicle approached slowly and shined a light in the clear cut the officers were watching. A vehicle stop was made on the vehicle which matched the description given by the Sheriff. There were three occupants with a loaded twelve gauge loaded with buckshot and a 30-06 rifle. The subjects admitted to riding around shining for deer. Two subjects were each charged with hunting deer at night, hunting from public road and hunting from a vehicle. The third subject was warned for the same three charges.
