Weekly Report November 30-December 6, 2008
This report is a broad sampling of events that have taken place in the past week, but does not include all actions taken by the Law Enforcement Section.

Region I- Calhoun (Northwest)
BARTOW COUNTY On November 30th, Sgt. Mike Barr was on foot patrol off Mt. Pleasant Rd in Bartow County. He noticed a hunter on top of a hill in a box blind and could see his upper torso but no fluorescent orange vest. He checked the hunter to make sure he had his orange vest and licenses. He had taken off his vest and it was lying under his chair in the box blind. The hunter stated he thought that once you get to your tree stand that it was OK to remove your fluorescent orange while deer hunting. Sgt. Barr explained that deer see in shades of gray and can't see the fluorescent orange color like the human eye can. He was issued a written warning for hunting deer without fluorescent orange.
On December 6th, at approximately 12:30 am, Cpl. Chip Cox and RFC Bart Hendrix received a complaint of night deer hunting on Oak Grove Rd. A small button buck was shot and killed, then left in the field. Rangers stayed on the field waiting for over an hour and a half for the violators to return to the site of the crime. Although no one showed back up to pick up the deer, two men were questioned and released. The investigation is still pending.
On December 6th, RFC Brooks Varnell and RFC Bart Hendrix worked a duck hunting detail on Etowah River and Allatoona Lake. They had received information that there had been some illegal duck hunting below the Allatoona Lake Dam the previous weekend. They checked the site of the previous violation but found no one present that day.
CHEROKEE COUNTY On November 30th, RFC Bart Hendrix received a complaint of illegal dumping on FateConn Rd. He went to the location and found a pile of asphalt shingles. Information was found and the investigation as to the identity of the illegal dumper is still pending.
DOUGLAS COUNTY On December 6th, RFC Chad Cox received a call about someone hunting without permission. RFC Cox traveled to Riverside Parkway and located two male subjects hunting squirrel on private property without permission. Each subject was written a citation for hunting w/o permission.
GILMER COUNTY On November 30th, Sgt. John VanLandingham responded to a complaint of hunting without permission. Sgt. VanLandingham made contact with two hunters along the property lines. The hunters were from Florida and were hunting without a license, and had killed a button buck. The two hunters were both charged with non resident's hunting without a big game license, and one of the hunters was charged with possession of illegally taken wildlife. Both subjects were also issued multiple warnings.

GORDON COUNTY On December 6th, Cpl. Shawn Elmore received a call from an off-duty deputy who was hunting on Coosawattee Drive in Calhoun. Cpl. Elmore had worked several hunting without permission complaints on the deputy's property. The deputy advised Cpl. Elmore that he just had a person sit down in front of him. Cpl. Elmore responded and located a Calhoun man. He was issued a citation for hunting on lands of another without permission.
On December 5th, Cpl. Shawn Elmore spoke to a concerned citizen about some people hunting from a motor vehicle in a pasture nearby on Pearl Johnson Rd. On Saturday, December 6th, Cpl. Elmore had just arrived at the property where the hunting from a motor vehicle was occurring when he heard a shot. Cpl. Elmore looked in to the pasture and observed a red Toyota truck. Cpl. Elmore turned into the pasture and was approximately 50 yards behind the vehicle as the vehicle started to pull off. Cpl. Elmore noticed a person in camouflage walking along beside the passenger's side of the vehicle. As Cpl. Elmore approached the vehicle it stopped and the person on the side of the vehicle propped his gun on the hood and shot. After he shot he turned and noticed Cpl. Elmore behind them. The two Waleska men were issued citations for hunting from a motor vehicle. Two button bucks were confiscated and donated to a needy family.
MURRAY COUNTY On December 5th, Sgt. John VanLandingham, RFC Eddie Tompkins, Ranger Cody Jones, Wildlife Technician Mike Cline, and US Forest Service officer Jane Wright worked a decoy detail on Cohutta Wildlife Management Area. The officers issued two citations for hunting from a public road and two citations for hunting from a motor vehicle.

PICKENS COUNTY On December 1st, Sgt. Brian Keener was investigating a shots fired complaint in the Shyers Ford area. Just after dark, he encountered a subject walking out of the woods with a rifle. The subject refused to comply with commands to lay his weapon down and consent to a license check. The subject ducked in behind his vehicle with his rifle. Sgt. Keener drew his service pistol at which time the subject emerged and surrendered his weapon. Upon further inspection the subject was released from state prison for the second time just a year prior for aggravated assault and other felony charges. The subject was currently on eight years probation. He was charged with felon in possession of a firearm, interference with a ranger's duties, hunting without a license, hunting without a big game license and hunting without fluorescent orange.
On December 3rd, Cpl. James Keener and Sgt. Brian Keener checked a baited area north of Martin Road and charged a subject with hunting over bait and hunting deer without wearing fluorescent orange. A warning was issued for hunting without permission.

WALKER COUNTY On December 5th, Cpl. Tommy Gentry went to Gilbert Elem. School and taught the Hunter Safety part of the CHAMPS program in Walker County. Cpl. Gentry taught the program to all three 5th grade classes. This is the fourth year that Cpl. Gentry has assisted the Walker County Sheriff's Office with teaching the CHAMPS program.
On December 7th, Ranger Brad Hamby and Cpl Tommy Gentry issued citations to a subject who was hunting illegally on Camp Adahi, in Walker County. Camp Adahi, located on top of Lookout Mountain, is owned by the Girl Scouts. The hunter was approximately 100 yards inside camp property. The hunter was issued citations for hunting without wearing fluorescent orange and hunting without permission.
Region II- Gainesville (Northeast)
DAWSON COUNTY On December 6th, Cpl. Jason Roberson was working a complaint of someone hunting without hunter education. Cpl. Roberson has checked this area several times before finding someone hunting. On this morning a fifteen-year-old juvenile was found hunting. The juvenile was hunting alone without having completed the hunter education course and also, hunting over bait. A juvenile complaint was filed for hunting without hunter education and hunting big game over bait.
FORSYTH COUNTY On November 30th, Ranger Pamela Shelton noticed a truck parked in the back of an undeveloped subdivision. The truck was parked in the back at a cul-de-sac and had its parking lights on. As Ranger Shelton approached the truck, she noticed a gun being pointed out of the window. The hunter admitted to not having a hunting license and did not have permission to hunt the area. The hunter also was not wearing fluorescent orange. Sgt. Lee Brown came to assist with the situation. Citations and warnings were issued.
On December 6th, Sgt. Lee Brown and Ranger Pamela Shelton were listening for morning duck shoots in separate areas in the northern part of the county. Sgt. Brown heard several shots and radioed Ranger Shelton to come to his location. Two hunters were checked that had harvested two mallard ducks. These two subjects were hunting without permission. Citations and warnings were issued for hunting without permission and possession of illegally take wildlife.
While Sgt. Brown and Ranger Shelton were finishing up with the duck hunters they received a call that shots had been fired in the location of a stand located on Corp of Engineer Property. Sgt. Brown went to the stand while Ranger Garrison located the subject's truck. Someone had hunted the stand this morning. After searching for the subject he finally returned to his truck. After interviewing the subject he was arrested for hunting without permission, hunting big game over bait, hunting without fluorescent orange and littering. Cpl. Roberson has also arrested this subject in the past. Also, this

subject was currently out on bond from a previous arrest in Rockdale County. The gun used by the subject was seized as evidence and a check on the 10th revealed that the gun was stolen. Forsyth County will be handling this additional charge.
GWINNETT COUNTY On December 2nd, the Gwinnett County Animal Control notified Cpl. Eric Sanders that a lady had a raccoon in a cage inside her house. Cpl. Sanders arrived and located the raccoon and also found two gray squirrels in a cage also. The animals were taken and turned over to Gwinnett County Animal Control. Citations were issued for the possession of game animals without a permit. Cpl. Sanders also assisted Gwinnett County Animal Control with the removal of approximately 50 cats and dogs that were at the house and in poor condition
HALL COUNTY On December 4th, at approximately 4:30 pm, Sgt. Mike Burgamy received a call from a citizen in reference to illegal hunting off Great Water Drive in Hall County. He responded to the location, entered the woods and found two subjects hunting deer without wearing fluorescent orange, hunting with an illegal weapon (.17 caliber rifle), and hunting without permission. Sgt. Burgamy had previously arrested one of the subjects for night hunting and his privileges were currently suspended. After completing paperwork at the jail, Sgt. Burgamy went back to the location of violation and found a freshly killed doe deer. He returned to the jail and was able to obtain a confession from the subject in reference to killing the doe. Another charge was added of concealment of illegally taken wildlife.
MADISON COUNTY On December 6th, RFC Shane Sartor and volunteers held a youth dove hunt in Comer. The event had 99 people in attendance. Seven firearms, one bow, and a lifetime hunting and fishing license were given as the grand prizes. Numerous other items such as knives, turkey calls, and coveralls were also given to the youth as prizes.
HART COUNTY On December 3rd, RFC Josh Chambers caught three men from South Carolina night hunting deer in the area of I-85 near the state line. RFC Chambers caught two of the men in 2002 night hunting deer in Franklin County. Sgt. Stan Elrod and RFC Chris Moore assisted RFC Chambers interviewing the men.
RABUN COUNTY On November 30th, a subject was deer hunting in the area of Burrell's Ford Road and accidentally shot himself in one of his toes on his right foot. Then the subject drove himself to the nearest hospital, which was in Highlands, North Carolina. Corporal Derek Dillard and Sergeant Steve Seitz met with the victim at the hospital and conducted the investigation. It was determined that the subject was also hunting deer with an illegal weapon and was issued a written warning for such.

Region III- Thomson (East Central)
HANCOCK COUNTY On December 6th, Cpl. David Allen received a complaint that someone shot a deer from the road. He was given a vehicle description. Cpl. Allen looked for the vehicle at hunt camps and area residences and was able to locate the vehicle and found the suspect/shooter. The suspect was charged for hunting from a motor vehicle and hunting from a public road.
WILKES COUNTY On December 6th, Corporal Greg Colson and Sergeant Brian Carter investigated baiting complaints and hunting without permission complaints in Wilkes County. They also checked numerous baited properties and worked night hunting complaints that night.
COLUMBIA COUNTY On December 6th, Officer Bobby Timmerman apprehended 1 subject hunting big game over bait and hunting without fluorescent orange. This incident occurred on SmithCrawford Rd. in Appling Ga.
On, December 6th, Officer Bobby Timmerman investigated 1 hunting incident. This incident occurred on Dunaway Rd. in Harlem. The victim was dove hunting when he shot himself in the left wrist. The victim sustained severe damage to soft tissue, cartilage and radius bone. No foul play was suspected. No citations were issued.
On December 6th, Officer Bobby Timmerman was notified of possible hunting without permission on Euchee Creek. Officer Timmerman was unable to determine the owner of the land at time of report. The incident is still under investigation.
Region IV- Macon (West Central)
TROUP COUNTY On Thursday December 4th, at about 7 pm, Cpl. Brent Railey received a call about a deer being shot from the road in Troup County. Cpl. Railey met with the complainant and found the deer, which was a spike buck, which is illegal to kill in Troup County. The complainant said a local hunter had been hunting in the stand and told him he heard a shot from the road about 100-150 yards away. The deer then ran toward his stand and died just beyond it back toward the road. Cpl. Railey and the landowner/complainant backtracked the deer's very wide and distinct blood trail to a spot about 30 yards in front of the deer stand the hunter was sitting in when the incident occurred. The hunter denied having shot the deer and said he did not know why there was no blood trail leading back to the road where he said the shot came from--a distance of about 100 to 150 yards through thick brush, hardwood trees and a cemetery. The hunter said a few weeks prior to this incident he had another deer shot up under his stand by a man dressed in camo and wearing a face mask that took off running when he shot the deer--also an illegal spike buck. The case remains under investigation.

MUSCOGEE COUNTY On December 4th, RFC Jeremy Bolen performed an Information/Education program at the Columbus Civic Center. The program was aimed at veterans and the benefits they may receive through the department.
WILKINSON COUNTY On December 6th, at approximately 5:15 PM, RFC Chad Welch was listening for a waterfowl roost shoot in Wilkinson County. The end of shooting hours was approaching, sunset was 5:26 PM, and RFC Welch heard several shots at 5:35 PM. RFC Welch drove down the road closer to where the shots were heard and located a swamp where he thought the shots to be coming from. RFC Welch stepped out of his vehicle and heard another volley of shots within 200 yards of him. RFC Welch made his way to the backside of the swamp and could hear the hunters talking to each other. The hunters continued to shoot until 5:55 PM. RFC Welch made his way into the swamp to make contact with the hunters and located 2 hunters in a Jon Boat. RFC Welch spoke with the 2 hunters and asked where the 3rd subject was since RFC Welch had recognized his voice. The 2 hunters said that he had gone to the bank of the swamp on the opposite side. All 3 hunters were checked and issued citations for hunting waterfowl after hours. All 3 hunters had been previously checked opening weekend of duck season in Jones County.
HOUSTON COUNTY On the morning of December 6th, Sgt. Tony Fox investigated a hunting incident in which a duck hunter was inadvertently shot by another hunter. The incident occurred when the shooter fired at ducks attempting to alight between shooter and victim. The victim was not seriously injured and sustained a single pellet wound to the face.
PULASKI COUNTY On December 6th, RFC Tim Butler checked several deer stands that were previously documented as being baited. Subsequently, Butler discovered an adult and a juvenile hunting from two of the stands - neither subject was wearing fluorescent orange. The adult was charged for hunting big game over bait and hunting deer without fluorescent orange.
TAYLOR COUNTY On the night of December 3rd, RFC Josh Swain responded to a complaint regarding the illegal burning of tires and other prohibited materials. The subject responsible for setting the fire was charged for unlawful dumping (burning) of waste.

Region V- Albany (Southwest)
LEE COUNTY On December 6th, RFC Ben Roberts, Sgt. Danny Bishop and Sgt. Ellis Wynn were working a complaint in reference to night deer hunting. At approximately 11:30 pm RFC Roberts observed a vehicle occupied by three subjects enter the area and begin to hunt. Officer Roberts initiated a stop on the vehicle and found it occupied by two adults and a juvenile. The two adults were transported to the Lee County Jail and charged with hunting deer at night, hunting from a motor vehicle and hunting big game from a public road. The juvenile was released to his mother.
DOUGHERTY COUNTY On December 7th, RFC Roberts and Sgt. Danny Bishop responded to a call from the Emergency Operations Center in reference to someone hunting without permission. The officers meet with the complainant, who had heard gunshots after observing two individuals enter the property. The officers entered the property and found two subjects carrying a buck out of the woods. Both people were charged with hunting without permission.
BROOKS COUNTY At 1:30 am on December 2nd, RFC Jon Penuel responded to a call for assistance from a county deputy. While conducting a traffic stop, the deputy had discovered a large 9-point buck in the back of a truck. After the completion of the investigation, officer Penuel cited two individuals for hunting deer at night, hunting from a public road and hunting from a vehicle. The deer was confiscated.
Region VI- Metter (Southeast)
JEFF DAVIS COUNTY On November 30th, RFC Britt charged three Hispanic individuals with hunting deer at night, hunting big game from a public road, and hunting from a vehicle.
On December 6th, RFC Britt checked five duck hunters on Big Satilla Creek. All hunters had the required licenses and equipment.
TELFAIR COUNTY On November 25th, RFC James McLaughlin worked a night hunting complaint. Two groups of night hunters were caught. Subjects were charged with hunting deer at night, hunting from a public road and hunting from a vehicle.

On November 26th, RFC McLaughlin charged an individual with hunting without a primitive weapons license and taking illegal wildlife. This was an ongoing investigation that resulted in the individual killing a buck without the appropriate license.
On November 27th, RFC McLaughlin and Sgt Byers were on patrol for waterfowl shoots. One shoot was found and the pond was baited with corn. Five individuals were apprehended and charged with hunting waterfowl over bait and several license violations.
DODGE COUNTY Cpl. Johnny Ashe was working afternoon waterfowl hunting on November 29th, when he heard an after hours duck shoot occurring. Once the shoot was found, Cpl. Ashe waded into the swamp and had to swim to get to the location of the hunters. The illegal hunters left the area, and were going towards a cabin when Cpl. Ashe was able to apprehend three of them. There were three other hunters who were unaccounted for. Cpl Ashe searched the building and the area to find the missing hunters. Once all were located, several citations were issued to the hunters for hunting after hours, license violations and hunting under the influence.
LAURENS COUNTY While RFC Horne was working a complaint area in Laurens County, he witnessed a subject shining just after dark. The subject was stopped and charged for hunting deer at night, hunting from a vehicle, and hunting from a public road.
TELFAIR COUNTY RFC Horne responded to a night hunting complaint in Telfair County, which led to an investigation in which 2 adults where charged with hunting deer at night, hunting from a vehicle, hunting from a public road, and hunting without permission.
ATKINSON COUNTY On December 2nd, RFC Tim Hutto checked several areas that were baited for deer. Two citations were issued for hunting big game over bait with one warning for hunting deer without fluorescent orange.
On December 7th, Sgt. David Nugent heard a rifle shot at 9:00 p.m. He identified the location as a soybean field a short distance from his residence and responded. A 14 yearold male was found hiding in the field and was detained and interviewed. It was discovered that a 24 year-old male had fired the shot and was also hiding. The homeowner was contacted and instructed to contact Sgt. Nugent when the 24 year-old returned. At approx 9:45, the homeowner delivered the shooter and the rifle to Sgt. Nugent at his residence. The shooter stated that he was standing around a fire in the front yard and decided to get his gun and look into the field. He stated that he "thought" he saw a deer by the light of the fire and shot at it. Stern instruction was issued for the recklessness and citations issued.

BULLOCH COUNTY On December 6th, Cpl. Dave Sims and Sgt. William Vickers issued a warning to a raccoon hunter for hunting from a motor vehicle and issued verbal guidance for using a light exceeding 6 volts.
EFFINGHAM COUNTY On December 1st, Ranger Brandon Pierce and Cpl. Eddie Akins received a call that a deer dog had been caught on some private property. After responding to the call and contacting the owner of the dog a violation of failure to keep hunting dogs on permitted property was issued.
On December 2nd, Ranger Brandon Pierce and Cpl. Eddie Akins responded to a call of a caught deer dog on a hunting club. The owner of the dog was contacted and two violations were present and addressed.
On December 4th, Ranger Brandon Pierce, Sgt. William Vickers, and Capt. Scott Klingel received a complaint of a subject hunting without permission. Subject was contacted and given a warning and verbal guidance. Also, while working in an area of high activity for night hunting a vehicle was stopped for shining a spotlight out of the window of the vehicle. Upon stopping the vehicle and talking with the subjects, one subject was found to be in possession of marijuana. The Effingham County Sheriff's Office was contacted and the subject was taken into custody and transported to the county jail. One suspect was charged with possession of marijuana and both subjects were written warnings for blinding wildlife.
On December 7th, a landowner that had caught 3 deer dogs on his property contacted Sgt. William Vickers. Sgt. Vickers and Cpl. Shaymus McNeely responded to the complaint and met with the dog owners. Both were issued citations for failure to keep deer dogs on permitted property and one hunter was issued a citation for hunting deer with an unmarked dog.
CLINCH COUNTY On December 6th, RFC Jason Shipes attended "Family Day" in Homerville and presented a program related to safe ATV operation.
PIERCE COUNTY On December 6th, Cpl. Damon Winters responded to an in-progress call on Little Satilla WMA. The caller said that someone was running deer dogs off Claude Road. Once Cpl. Winters arrived at the complaint location a person was checked that lived in a residence bordering the WMA. The person was catching a dog that had gotten out of the pen. No firearms were present in the vehicle. Further patrol on the WMA resulted in a compliance check of a hunter. The hunter was charged with transporting a loaded firearm on a WMA and warned for failure to record deer harvest.

WARE COUNTY On December 6th, Cpl. Gary Simmons responded to a complaint of a convicted felon hunting on Dixon State Forest. Cpl. Simmons conducted an aggressive patrol for the hunter in question. After a thorough search, Cpl. Simmons was able to locate the hunter and arrested him for convicted felon in possession of a firearm.
APPLING COUNTY On December 8th, Ranger Altman was patrolling for deer hunting activity, resulting in one warning for hunting big game over bait.
On December 6th, Ranger Altman patrolled a hunting club known for baiting, resulting in one warning for failure to wear an orange vest while hunting deer. Soon after Ranger Altman received a call about a dove shoot. The shoot was checked resulting in one warning for hunting w/o a license.
On December 7th, Ranger Altman was called out to investigate a night hunting complaint. After the investigation was complete, one subject was given citations for hunting deer at night, hunting from a public road, and hunting from a vehicle. The subject also gave a statement as well.
JENKINS COUNTY On December 5th, Cpl. Jon Barnard, Cpl. Shaymus McNeely, and Cpl. Don Dasher provided the Laser Shot System for the Christmas in Millen Celebration. Approximately 150 children of all ages enjoyed the different shooting simulations for over two hours.
TATTNALL COUNTY On December 6th, Cpl. Jon Barnard received an in progress complaint about deer dogs running on un-permitted property. Cpl. Barnard went to the area locating the hunters trying to catch their dogs. Two hunters were written warnings for failure to keep hunting dogs on permitted property and an additional hunter was cited for hunting without a deer dog license.
Region VII- Brunswick (Coastal)
GLYNN COUNTY On December 5th, Sgt. Bob Lynn, Cpl. Chris Hodge, and RFC Craig Smith conducted a patrol of Gray's Reef National Sanctuary. One boat was checked fishing for Grouper/Snapper. No violations were detected.

BRYAN COUNTY On December 6th, RFC Isaac Strickland and Cpl. Jay Morgan patrolled an area on Crow Lane Hunting Club where RFC Strickland had located several baited deer stands the day before. They found a man and his young son hunting over a baited area without wearing any fluorescent orange, and another man and his grandson hunting without wearing fluorescent orange. Both men were cited for failure to wear fluorescent orange clothing and the first man was also cited for hunting deer over bait.
LIBERTY COUNTY On December 3rd, Cpl. Cindy Miller and Sgt. James Shelton conducted a whale watch patrol to spot migrating right-whales, in order to warn passing boaters or ships. They spotted one whale offshore of the south end of St. Catherine's Island.
On December 6th, Cpl. Jay Morgan assisted the Liberty County Sheriff's department with the search for a man who fled from a deputy during a vehicle stop. Cpl. Morgan observed the suspect run across the road then gave chase on foot and caught the suspect.
BRANTLEY COUNTY On December 4th, Cpl. Billy Reed responded to an illegal burning complaint off Longhorn road. The landowner was burning a demolished mobile home. Cpl. Reed checked the site and notified the Environmental Protection Division. EPD officials advised Cpl. Reed to have the fire department extinguish the fire. Jeff Barns with the EPD Emergency Response Team arrived at the site and met with the landowner. He explained the burning laws to the landowner and had the landowner sign a notice of violation form.
WAYNE COUNTY On November 30th, RFC Randy Aspinwall responded to a call in reference to night hunting in the Nine Run Road area. The property owner had observed someone shining a field and had the subjects wait until RFC Aspinwall arrived. All three were written citations hunting deer at night, hunting from a public road, and hunting from a vehicle.
On December 1st, RFC Randy Aspinwall closed a month long ongoing investigation by taking a warrant on a subject for hunting deer at night. The violation had occurred in the area of Poppell Cemetery road. The subject was taken into custody and placed in the county jail.
On December 2nd, RFC Randy Aspinwall was called out in reference to two overdue boaters on the Altamaha River in the Paradise park area. Aspinwall was able to make contact with the subjects by cell phone and was told they were in certain section of the river. The temperature was very cold when Aspinwall put on the river to search for the subjects. After running that section of the Altamaha River for three and half hours, he was unable to locate them. The fog had gotten so bad he could not see to operate the boat on the water. He called the subjects by cell phone and they could not give him their location. They advised him they had a fire built to stay warm by. He advised them he

would return first thing the next morning for them. The next morning, Aspinwall put his boat in again and begin searching for the two late boaters. After two hours of running the river he found them 6 miles up river further than they had stated they were and got them off the river safely.
On December 4th, RFC Randy Aspinwall and a CSX Railroad Police Officer completed an investigation that had been ongoing for several weeks on a commercial deer processor. There had been around 150 deer carcasses dumped on CSX railroad property illegally. A felony warrant for commercial dumping and a misdemeanor warrant for criminal trespass were taken on the subject. The warrants were severed on the subject and he was placed in the county jail.
On December 6th, Sgt. D.V. Grantham, Sgt. Bob Lynn, Sgt. Doug Lewis, Cpl. Bobby White, Cpl. Chris Hodge, Cpl. Jimmy Fenn, RFC Randy Aspinwall, Ranger Rebekah Fuller all assisted with SHOP WITH A COP at the Jesup Wal-Mart store. There were around 30 kids taking part in the event.
