Beginning January 1, 2007, a new financial savings tool the Health Savings Account (HSA) will be available to all State Health Benefit Plan (SHBP) High Deductible Health Plan enrollees. Health Savings Accounts (HSAs) are tax-exempt savings accounts, and are the newest way individuals can save for current or future health care expenses. HSAs are available to individuals who enroll in the State Health Benefit Plan (SHBP)

Release 4.1 was updated to the Team Georgia Connection this August. It includes a new tab for "My Agency" to take employees to their agency intranet automatically based on a lookup from their log-in. In addition, Release 4.1 has a comprehensive database feature for agency directory and services.
The new feature will be initially used by the Office of Customer Service, agency super users, and the Portal Customer Support desk. The Office of Customer Service will take the next few months to work with the agencies to update and verify all the data in the new agency/services directory.
Plans are underway to open the agency directory to all users of Team Georgia for an internal trial period from February to July, 2007. The full Georgia.gov internet site will be connected to provide informational services to the citizens of Georgia.

Savings, Revenue, and Streamlined

A year has passed since Governor Perdue launched the Statewide Procurement Transformation Initiative an effort expected to last through 2009. Lonice Barrett of the Governor's Office of Implementation referenced the Initiative "as one of the most effective efforts I've seen in my 38 years in state government."
Highlights of the last 12 months include: $2.3 million in savings: The Procurement
Transformation Initiative has generated $2.3 million in savings, which includes a newly awarded contract for packaged software, costs avoided for fiscal year 2007 through new or renegotiated contracts, and the identification of overcharges for paint, which the State can now recover from the supplier. Significant additional savings will be realized over the coming months, with over $20 million in anticipated savings pending completion of contracts currently underway. $4.1 million in revenue: On September 6, 2006 Bank of America presented the State with a $4.1 million rebate check in recognition of the State's use of the bank-issued purchase card over the past year. The State of Georgia has one of the most successful p-card programs in the nation. Georgia Procurement Certification Program: A cross-agency Training Review Council has created the Georgia Procurement Certification Program. Georgia specific courses are being developed in cooperation with national professional procurement organizations. Enhanced Policies and Procedures: New processes for negotiations and for vendor protests have been added to the Georgia

Procurement Manual. The negotiations component offers buyers a powerful tool for obtaining the best value for the State. Modernized organizational structure: The Division of State Purchasing is now structured like other modern procurement organizations. Buyers are organized along purchasing categories (e.g., furniture, office supplies) rather than purchasing processes (e.g., RFP, RFQs). The newly transformed organization includes a unit dedicated to analyzing the State's purchasing patterns. New eProcurement Software. The State purchased the PeopleSoft modules that provide for online catalogs, online solicitations and bid submissions, and automated contract management.
Implementation planning is underway. "With several awards still pending during this first phase of strategic sourcing, the Initiative is on track to achieve its savings goals," says Brad Douglas, Commissioner of the Department of Administrative Services, which houses the statewide purchasing function. Douglas is optimistic about the prospects for the initiative. "We have accomplished much in the past 12 months and have done so with several vacancies. I have nothing but praise for the staff that have stuck with it and produced results during this time of transition."

New retail centers offer fixed price
for state surplus
As of October 2, savvy shoppers in search of bargains may want to stop by one of the three new state retail centers offering surplus property to the public at a fixed price. The General Assembly, O.C.G.A. 50-5-141, provided the Department of Administrative Services (DOAS) authorization to sell surplus property at a fixed price for items purchased by the state for $5000 or less. Surplus property centers located in Atlanta, Swainsboro, and Americus will be open to the public Monday - Friday from 8:30 a.m. - 4:00 p.m., and Thursday evenings until 7:00 p.m.
In an effort to change the old business model for handling surplus to a more efficient one, the state began selling surplus online more than a year ago. Steve Ekin, director of surplus property for DOAS, says the retail centers were the next logical step. "Because certain commodities and materials do not sell well over the Internet, retail centers were really necessary for surplus to be successful in changing its business paradigm," Ekin says.
DOAS Commissioner Brad Douglas says there has been a major transition in the agency's surplus division from a warehouse operation that ran public auctions, into a modern, marketing business function. "The state is receiving a higher premium for surplus goods because of the way we have expanded the market," Douglas says. "We have had buyers come from as far away as California and Washington state to purchase our surplus goods featured on the internet. All sales generate higher returns to the state because the money taken in ultimately offsets the original acquisition cost of whatever the state purchased. The disposition of surplus property is the natural end to the procurement cycle." Georgia joins at least 11 other states that re-sells state surplus.
Surplus property available at the retail centers include office desks, office chairs, office equipment, airport abandoned property, and much more. Vehicles and heavy equipment will not be sold at retail stores but will remain available through our bidding process. The retail centers accept cash, MasterCard, Visa, and personal checks. All sales are final. All state employees, with the exception of DOAS staffers, are welcome to purchase surplus property at any of the 3 surplus property retail centers.

National Disability Employment
Awareness Month
In 1945, the United States Congress enacted a law declaring the first week in October of each year "National Employ the Physically Handicapped Week." Congress expanded the week to a month and changed the name to "National Disability Employment Awareness Month (NDEAM)" in 1988. During this time, recognition is given to the contributions, talents, skills and dedication of citizens with disabilities who are vital to our workforce and community. A number of programs carried out throughout the month also draw attention to the unambiguous employment barriers that still need to be addressed and removed.
The State of Georgia strives to ensure that persons with disabilities can participate fully in the workplace and that all aspects of their community life are accessible to and usable by citizens with disabilities. In recognition of NDEAM, the state of Georgia acknowledges and reaffirms the contribution of employees with disabilities who work collaboratively to help make state government the employer that it is today.
The Georgia Disability Employment Awareness Committee (GDEAM) hosted a program for persons with disabilities on October 25. Workshops included Resume Writing and How to Disclose. PSDP Name Change

The Professional Secretaries Development Program has changed its name to the Administrative Professionals Development Program. The name was changed to more adequately reflect the ever changing roles of the office professional from one of a secretary to an administrative professional, and to encompass the many job classes who are office professionals but are not secretaries. This change is also in line with the International Association of Administrative Professionals (IAAP), a professional organization for office personnel.
The goal of the Administrative Professionals Development Program is to provide a comprehensive development program for administrative professionals in Georgia state government.
This two-year program, which consists of two series, is designed to promote professionalism

and offers a highly structured sequential training program to:
Refine administrative skills to increase accuracy and efficiency.
Increase awareness of the responsibilities of administrative staff in contributing to the attainment of organizational goals.
Improve written and oral communication skills, including public speaking.
Improve decision-making and problemsolving skills.

New Disability Retirement Application Process

Creating a healthy work
environment
In part one of creating a healthy work environment, we focused on the process of ergonomics, fitting the work environment to the employee. In part II, we outlined steps the individual employee could take to help reduce stress and strain from day-to-day work responsibilities. In the last of this three part series, we will explore common health conditions relative to occupations. Regardless of your career choice, there are health concerns you can avoid by taking a few additional precautions to help minimize or eliminate their causes.
Office professionals' health risks often include problems relative to prolonged sitting such as anorectal problems or Hemorrhoids, and back problems. Taking brief breaks can help minimize problems caused by long lengths of time standing or sitting. Computer users may also experience neck pain and eye strain if the monitor is not properly adjusted. Refer to ergonomic guidelines to position monitors or work screens correctly. Employees who answer the phone repetitiously or use the computer a lot can develop carpal tunnel. Assembly workers are another group whose repetitious movements in performing their work, day after day, causes an increased risk of carpal tunnel. Carpal tunnel in office or assembly workers occurs when the median nerve, which runs from the forearm into the hand, becomes pressed or squeezed at the wrist. To prevent workplace-related carpal tunnel syndrome, workers can do onthe-job conditioning, perform stretching exercises, take frequent rest breaks, wear splints to keep wrists straight, and use correct posture and wrist position. Wearing fingerless gloves can help keep hands warm and flexible. Seasonal allergies or other sinus issues may affect employees who work outside. Adding a mask, gloves, caps or other clothing can help decrease its severity.
Regardless of where you work or the type of work that you perform, small adjustments can help you to create a healthy work environment.

The Employees' Retirement System is making improvements in disability retirement administration in order to be prudent managers of the retirement system and benefits. The goal is to keep healthy people working and to provide disability retirements to the disabled. To help accomplish this, ERS has significantly changed the procedures for filing disability retirement applications that will shorten the process. A major change requires the disability applicant to submit all pertinent information concerning a disabling condition at the same time the application is filed with ERS and with their employer/agency.
A complete disability retirement application consists of five parts: (Part I) Retirement Application; (Part II) Employee's Disability SelfReport; (Part III) Employer's Disability Report; (Part IV) Physician's Report (for each medical provider); and (Part V) Current Detailed Job Description. If any of these five parts are not received, the five-part application will be considered incomplete and will be returned to the applicant for the complete information.
Another major change to the disability retirement process is that once the applicant has filed a completed retirement application, the applicant must be placed on leave with or without pay and cannot report to work during the entire disability application process. In filing an application for disability retirement, the applicant is stating that he/she is unable to perform his/her current job duties, and as such should not be working. If an applicant reports to work during the disability application process, the disability application will be considered null and void.
An additional change is mandated by Act No. 519 (House Bill 379) which amends O.C.G.A. 47-2-123(b).
This law states as of July 1, 2006, members will not be entitled to disability benefits if the employer finds an alternative position, taking the medical/physical impairments of the member into consideration. Agencies are required to try and find alternative work for the

employee so that they do not have to leave the workforce simply because they can no longer perform their current job due to a documented medical condition. What is an alternative position? The physical requirements are compatible
with the applicant's medical limitations, The annual compensation and possibility for
advancement are comparable or greater than the current position, The duties are reasonably compatible with the applicant's experience and education, and The position is covered under the applicant's Retirement Plan. Under this amendment, an employee submits his or her complete application for disability retirement to both ERS and his or her agency. Within 10 days of receipt, the agency head (or their designated agent) is required to interview the applicant in order to determine if alternative employment is available within 45 days of the date that application was submitted. Upon receipt of the Alternative Position Form from the employer that no other suitable employment can be found, ERS proceeds with the normal disability process. If an alternative position is available and offered and the applicant accepts that position, the disability application is voided. If the member disputes his or her ability to perform in the alternative position, he or she must do so by written appeal to the agency and to ERS within 30 days after receipt of that offer. The ERS medical board then determines whether the employee is reasonably capable of performing either the current job or the duties of the alternative position. If this appeal is denied by the medical board, the employee can refuse the alternative position; however, this action invalidates the disability application. An employee can refuse the alternative position and not file an appeal within 30 days, but this action also voids the disability application.

Financial Management Primary Series

The 14th annual graduation ceremony for the 2006 State Financial Management Primary Accounting Series was held at the Capitol Education Center in Atlanta on August 29. There were 132 graduates who completed the Primary Accounting Series during fiscal year 2006. Graduates total 1,670 since the first graduation of the Primary Accounting Series held in 1993. The graduates and guests attending were addressed by Tommy Hills, Chief Financial Officer; Russell Hinton, State Auditor; Jim Stephens and Sabrina Cape, Carl Vinson Institute of Government. Certificates were presented by Myra Byrd and Patti Lee of

the Carl Vinson Institute of Government. Following the ceremony a reception was held
in the Carl E. Sanders Fireplace Room to honor the graduates and their guests.
The Primary Accounting Series consists of four classes, two introductory and two intermediate governmental accounting courses. Individuals who attend and successfully complete all four classes receive a certificate and are honored in the graduation ceremony.

GI Bill offers Veterans Tax Free Money for OJT/
Apprenticeship Programs
Many veterans are not aware that they can use their GI Bill benefits in on-the-job training and apprenticeship programs with most businesses. "These programs are excellent ways to enable a veteran to acquire a skill under the supervision of an experienced worker in a practical "hands-on" way," says Pete Wheeler, Georgia Commissioner of Veterans Affairs.
During job training, a newly hired veteran employee, if eligible, can receive up to $16,263 taxfree supplemental income from his GI Bill during a two-year, experience-based training program. National Guardsmen and reservists currently under a six-year contract may also be eligible.
To use GI Bill benefits while enrolled in an on-the-job-training (OJT) or apprenticeship program (APP), a veteran must work 30 hours or more, full time employment, during the workweek and the employer must agree to establish the program. The employee's training must meet the standards established by federal regulations." Approved training programs are evaluated annually by SAA representatives to determine their initial and continued compliance with the federal regulations.
OJT and apprenticeship programs may be approved in a wide variety of occupations. Some are in trades that relate to military occupations, but many are not. Some of the currently approved programs include administration, law enforcement, diesel mechanics, electronics, and plumbing. Most OJT or apprenticeship programs can be submitted for approval consideration.
The Georgia Department of Veterans Service's State Approving Agency has responsibility for approving OJT and apprenticeship programs for Georgia veterans.

For managers
Many managers have not fully realized the benefit of utilizing an often-underutilized business tool performance management. Performance management helps improve organizational effectiveness while aligning employee responsibilities with agency goals. Creating performance plans that are easily understandable, achievable and measurable is a hallmark of a good manager and HR practitioner. As a result, employees are held accountable. Performance evaluations and reviews, when done regularly by managers, can provide employees with valuable feedback for continual improvement and productivity.
For employees
Have you considered the personal benefit of an annual performance reviews? Many employees fail to realize the advantage of receiving a performance review when they can use the process for their own benefit. Taking the occasion to reevaluate and discuss job expectations, training opportunities, and performance goals can help employees excel in their positions. The clarity provided by supervisors during the evaluation process often benefit both employer and employee. But you have to take the initiative. To benefit from your next performance review: Ask specific questions concerning job expectations Ask for constructive feedback in both weak and strong

Disability Earnings
Limitations
All ERS disability retirees under the age of 60 are restricted in the earnings they receive from gainful employment. The earnings limitation is determined by taking the difference between the salary used to calculate the disability retirement allowance at retirement and the initial gross monthly disability allowance. All disability retirees are advised of their individual earnings limitation at retirement. To the extent a disability retiree's earnings exceed this limitation, the monthly pension is reduced in a like amount.
Disability retirees are required to provide tax documents and other earnings records that will support all earned income and any other information relevant to their earnings capacity. Any non-compliance in providing this information could result in the suspension of a monthly disability retirement allowance.
ERS is also authorized to require disability retirees to submit to medical re-examination after retirement. The re-exams may be performed annually for the first five years after retirement and every three years after that. If the re-exam indicates the retiree is capable of gainful employment, ERS reduces the pension to the extent the earnings ability exceeds the above limit.
Since July, 2005 ERS has corresponded with over 2,000 disability retirees and requested various information and documentation on earned income. Because of the information ERS has received regarding its disability retirees, the ERS has reduced disability pensions by over $60,000 per year.

Fairgoers Break
Attendance Records
at the Georgia
National Fair
For the fifth straight year, the attendance record at the Georgia National Fair has been broken. A record 431,499 Fairgoers attended the 17th annual, state-sponsored Georgia National Fair in Perry, October 5-15. This year, an additional 30,884 people raised the attendance by eight percent over last year's record number of 400,615. The Georgia National Fair's designation as a Top 50 Fair in North America holds true.
"The Fair has earned a solid reputation as a clean and safe event for the entire family," Froehlich said. "Parents appreciate a place where their children are able to experience an event that offers a special blend of education and entertainment," he added.
The 18th annual, state-sponsored Georgia National Fair is scheduled for October 4-14, 2007. Since 1990, the Georgia National Fair has won 63 awards from the International Association of Fairs and Expositions for its agricultural events, competitive exhibits, and communications programs.

2007 state of Georgia Flexible Benefits Program

During the Fall Open Enrollment for Plan Year 2007 (coverage period January 1 - December 31, 2007), on-line enrollment is mandatory for all eligible employees who participate in the State of Georgia Flexible Benefits Program including those hired between September 1 through November 1, 2006
Employees must select their benefits electronically by accessing the single sign-on web site at
www.oe2007.ga.gov.
ON-LINE INSTRUCTIONS
The menu design enables you to click on the option, review available benefit choices and submit selections on-line. Before making selections, carefully review your 2007 You Decide! booklet, including "Terms and Conditions" of enrollment, the "What's New in Plan Year 2007 " brochure and the 2007 State Health Benefit Decision Guide. Entry of selected options indicates agreement to the Terms and Conditions and understanding of a binding salary agreement for the duration of the 2007 Plan Year with the exception of the Health Savings Account. No changes can be made except under limited conditions when an employee has a qualifying change in status event. For the Health Savings Account (HSA), changes can be made at anytime.

EMPLOYEE BASE INFORMATION
Before making selections, review personal data for accuracy. Notify your personnel/payroll office immediately if your personal data is incorrect, as some premiums are calculated based on this information (i.e. age, benefit salary). If an error is found, check the web site regularly to determine if updates have occurred.
Select benefits, prior to the deadline, as they appear on screen. If the base information is still incorrect on the web site at the end of Open Enrollment and a discrepancy occurs (as determined by the Flexible Benefits Program) in coverage or premium due to incorrect information, a correction can be approved.
SELECTING YOUR OPTIONS
Employees can select options in any order they choose. However, there are some exceptions: It is necessary to have the Employee
Life option before selection of the Spouse Life and/or Child Life option(s). It is necessary to have the High Deductible Health Plan before selection of the Health Savings Account (HSA). Employees cannot enroll in the Health Care Spending Account (HCSA) AND the Health Savings Account (HSA). Before completing the final confirmation process, it is necessary to select the $5000 coverage level or no coverage for the Spouse Critical Illness option. Employees must answer the tobacco products and spousal surcharge questions for the health insurance

options. Failure to answer surcharge questions and make the right choices during this Open Enrollment could have a financial impact on health insurance premiums. Employees must complete the medical underwriting section for options requiring medical underwriting (**). When selecting Benefits from the menu selection, please follow the instructions on the web until you have confirmed your selection. Print the confirmation page or write down the confirmation number, date and time for your records
CONFIRMATION PROCESS
After completion of the Health Benefits confirmation process (read instructions on the web until you have confirmed your Health Benefit selection) and the unique confirmation number is displayed, click the Return to Flexible Benefits button to return to the Summary of Your Selections 2007 page.
Click the CONFIRM button on the Summary of Your Selections 2007 page.
Check the box to acknowledge consent of the Terms and Conditions of enrollment.
Employees can then choose to confirm benefit selections or click the Cancel (confirm later) button.
When ready to confirm benefit selections, click the Please Confirm My Benefit Choices.
After confirmation, the page returns to the Summary of Your Choices 2007 page. A unique confirmation number, date and time will be displayed. Print the confirmation page or write down the confirmation number, date and time for your records.

If changes are desired after confirmation, employee may return to the web site as often as needed during the Open Enrollment period to make changes. Each time complete the final confirmation process for a new unique confirmation number to be created. The benefits selected as of 4pm Thursday, November 9, 2006 will be considered the selections. Selections are not final until completion of both confirmation processes. Employees will receive two (2) confirmation numbers once they complete the final confirmation process - - one (1) Health Benefit selection and another for confirmation of the Flexible Benefits options. Print the confirmation page or write down the confirmation number, date and time for your records.
SUBSEQUENT SIGN-ON
Enter the employee's Policy Number (ssn without dashes).
Enter the employee's password. Click the Login button.
If you don't go on-line and make your Health Benefit selection, you will retain the same coverage option and tier you currently have, and will be automatically assessed the tobacco surcharge and the spousal surcharge (if your spouse is covered).

Corporate Challenge Promotes Health and Wellness

On September 21st, 2006 at Turner Field, five state agencies joined forces and merged resources to have a little fun, fellowship, teambuilding and competition at the 2006 Kaiser Permanente Corporate Challenge. This year marked the third year that the Departments of Human Resources, Natural Resources, Revenue, Corrections and the Georgia Merit System collectively worked together to build morale while promoting health and wellness. The team captains, Jon Ducote

and Harvey Nation (retired), DHR; David Freedman, DNR; Ann Raines Gonter, DOR; Claire Pate, DOC; and Dick Gonter, GMS, all met on their own time to plan and execute this year's event. Approximately 120 team members, donned in their "Live Healthy Georgia" t-shirts, participated in the event to either run or walk the 3K course.

Meet the Agency Head

Georgia Commission on Equal Opportunity (GCEO)

The Georgia Commission on Equal Opportunity (GCEO) is the State of Georgia's civil rights department. Its role and responsibilities are mandated in two civil rights laws, the 1978 Fair Employment Practices Act and the 1988 Fair Housing Act, adopted by state legislatures and enacted by Governors throughout the history of the state. The statues set forth the rights, protections and remedies for state government equal employment opportunity, as well as fair housing opportunity for both public and private sector citizens throughout the state. Any person employed or previously employed in state government, who has sought a job with the state, can file an employment complaint with the GCEO if they feel they have been subjected to discrimination on the basis of race, sex, color, religion, national origin, age, or disability. Statutory requirements for filing complaints include filing the complaint with the GCEO in writing and under oath within 180 days from the alleged act of discrimination. After a complaint has been filed, the GCEO has the obligation and authority to perform an impartial and unbiased investigation of the complaint within 90 days from its beginning. GCEO then makes a formal determination as to the validity of the claim.
GCEO's fair housing responsibility extends beyond state government to the state as a whole. Any person who feels subjected to discrimination relative to housing can file a complaint. In this area, the complaint can be filed up to one year

from when the alleged discrimination act occurred.
The GCEO's role extends beyond investigative to one of an enforcement entity of civil rights laws as well. Providing public information, awareness and training, at no cost, is another equally important responsibility of the department.
Before filing a complaint, try this test: Ask yourself: What is the specific
evidence that I need to show that proves I was treated differently and adversely in my employment, compared to how someone else was treated in the same job situation due to bias or prejudice. Filing a complaint requires evidence that can be verified and validated as to what someone said, wrote or did. The complainant has the responsibility to specifically allege a particular discrimination when first contacting the office. GCEO has received national recognition and received top awards as among the very best state and local government civil rights, human relations, human rights agency. The department consists of 18 employees.

The graduation ceremony for the second and third classes of the Executive Leadership Program was held on September 18 at the Capital Education Center in Atlanta. The event was the completion of an intense one week residential program at Lake Lanier. Dispute Resolution Service graduates largest class

The Georgia Merit System's Dispute Resolution Service recently graduated 25 new mediators, its largest class since 1993. This group represented 17 different state agencies. The class received state-of-the-art training through the Fanning Institute of the University of Georgia. Mediators trained through the Dispute Resolution Service have more training than many private-sector mediators. All mediators must satisfactorily complete 28 hours of basic training, a 12-hour "practice course", and an additional 12 hours of advanced training, as well as co-mediation with experienced mediators before working on their own.
Two keys to the success of the Dispute Resolution Service are confidentiality and neutrality. What is said in the mediation session is strictly confidential and all parties, including the mediators, sign an agreement to that effect. This allows the parties to talk openly and frankly about concerns and issues,

Mediators are assigned to agencies other than their own. This ensures the parties are confident that the mediators have no interest in the proceedings, other than to see that an agreement is reached that is acceptable to all parties. Parties don't have to worry about mediators having ulterior motives. In that

environment, the parties are more likely to be open and forthcoming with their concerns and issues.
