a comprehensive portfolio of all state property, owned and leased, for making fact-based strategic decisions. Order an immediate inventory of stateowned lands that do not meet programmatic needs and present opportunities for sale. The revenue and savings from taking surplus property off the state books and putting it back on the tax digest could result in average estimated proceeds of $2 million a year over five years. Direct the State Property Officer to seek out and analyze opportunities to consolidate leases on properties being rented across the state. Consolidating leases and negotiating multiple-year contracts could save up to $8 to $10 million a year for the first five years. The State Property Officer will design pilot projects on lease consolidations and other innovative strategies, which may involve sale-leasebacks, ground lease options, and public private partnerships. Order the Georgia State Financing and Investment Commission, in coordi-
nation with the Board of Regents, to complete a State Construction Manual by January 1, 2006. This will begin a coherent and efficient "end-to-end" process of management policies, procedures, and tools for building the state's major capital projects, with estimated savings of 2-5 percent per project. The state could avoid costs of $10 million a year, which could be made available for other projects. Direct the Office of Planning and Budget and other state entities to consider the total operation and maintenance costs required over the life of a proposed facility to ensure full disclosure of the total cost of ownership. "This 'portfolio' approach will apply smart business principles and best practices to effective space utilization, cost-efficient management, and sound stewardship of the state's capital assets," said Governor Perdue.
Warehouse Surplus Property The state of Georgia will begin selling surplus property online, including items such as computers, office furniture, and
automobiles. "I'm pleased to announce that Georgia
has joined the online auction revolution," said Governor Perdue. "We're going to put that power to work for our citizens by making millions of dollars worth of state surplus property available on eBay and other Internet auction sites."
Surplus state property will be available online through a state government website for a period of thirty days. This period benefits city and county governments and eligible non-profit organizations, which by policy have the first pick of surplus properties. Incoming surplus items will be posted and pictured on the state website. Any property not purchased will be rolled over to public auction sites, such as eBay, after the 30-day period.
Previously, private citizens and organizations had to be registered and present for one of the periodic public auctions at warehouses located in Atlanta, Americus, or Swainsboro to acquire surplus property. This new service opens the surplus market to individuals, charities, community programs, churches, and other groups
looking to stretch their budget dollars. Instead of spending time and travel to shop at one of the state's three warehouses, they will now be able to browse the inventory of all three distribution points by computer from anywhere in the state.
Items no longer serving their original purpose in state agencies can now be recycled more efficiently to government agencies or sold to the public. The state received approximately $1.6 million in FY2004 through the public sale of its surplus property.
What's Next? Implementation planning is underway on Task Force reports in Workforce Development, Strategic Industries, Competitiveness, Receivables, and Public Finance Options. New Commission initiatives are also being planned, including a Task Force on improving the State's customer service to citizens.

Who is involved in Career Banding? Career Banding is possible only as a cooperative effort

Teams of Subject Matter Experts (highly seasoned employees) will be asked to provide information on jobs being reviewed, especially as it relates to identifying the competencies necessary for successful performance.
When will the new Career Banding job structure be implemented statewide?
Pilot Projects are currently underway to make sure that the Career Banding procedures are as streamlined and efficient as possible. After the Pilot Project is complete, a projected completion date will be communicated to state agencies.

Created by law in 1938, the Department of Revenue (DOR) is the principal tax-collecting agency for the State of Georgia. The Department's primary responsibility includes administering state and county tax laws and enforcing laws and regulations pertaining to the control of alcoholic beverages and tobacco products in Georgia. On June 12, 2003, Governor Sonny Perdue appointed Bart L. Graham to serve as the agency's Commissioner. Under Commissioner Graham's leadership, the agency has undergone major changes to become a more customer friendly department with improved efficiency and effectiveness in the delivery of its services. At the beginning of 2004, to enhance customer service, DOR launched a redesigned web site that includes improved
navigational tools and appearance upgrades. This September, Commissioner Graham mounted a major reorganization effort to move the agency from a tax base system to a function base system. The new approach provides taxpayers who interrelate with the agency a more customer focused, coordinated and thorough response.
Under Commissioner Graham, the agency has become more aggressive in increasing voluntary compliance of taxpayers to reduce tax debt owed to the State. In 2003, there were about 420,000 outstanding accounts, owing approximately $1.6 billion to the state. Through a series of compliance initiatives (see chart), the agency has successfully collected more than $91 million, as of October 31, 2004.
Prior to his appointment as DOR Commissioner, Graham served on Governor Perdue's financial team as deputy chief financial officer.

Agencies recognized for Work Away participation
Governor Sonny Perdue presented James R. Davis, Commissioner, Georgia Department of Motor Vehicle Safety, with a plaque for best overall participation for September 2003 through June 2004 in the Work Away Program.
Governor Sonny Perdue culminated the success of the first phase of the Work Away program on November 4 with a Work Away Challenge Celebration ceremony at the Capitol Education Center. Agencies were applauded by the Governor for their successes. Governor Perdue also challenged participants of Work Away to meet or exceed their goals of 25 percent in the second phase.
The Work Away Program, announced in September 2003, is designed to help improve worklife flexibility by embracing telework and various flexible work scheduling options. Additional benefits include increased employee productivity and
morale, as well as environmental savings. The three-month Work Away Challenge,
announced by Governor Perdue in June 2004, stimulated participation in Work Away and rewarded agencies for their efforts to expand the program. Agencies were congratulated overall for exceeding the 25 percent goal, reaching 29 percent statewide. An award was given to the Department of Motor Vehicle Safety for the best overall participation in the Work Away program prior to the Challenge.
At a separate event, agency coordinators were recognized for their contributions to the program. Dorothy Gordon, State Telework Coordinator, announced special category achievements, including Work Away Enthusiasm (Department of Transportation); Most Miles Logged in PeopleSoft (Department of Community Health, Department of Education, and Georgia Bureau of Investigation, with a combined total of 400,000 miles); and seven Telework Training Champions: Governor's Office of Highway Safety, State Board of Pardons and Paroles, State Board of Workers Compensation, Office of Planning and Budget, Criminal Justice Coordinating Council, Department of Technical and Adult Education, and Professional Standards Commission. Agencies in the Pre-Work Away pilot study were also recognized for their contributions to the official start of the Work Away Program.

Save money eating out
There are many ways to save money that can be rewarding and will lower some of the frustration in your life. With a little extra cash left at the end of the month, you can begin to make your household budgeting of necessities easier or simply increase the amount of money your household saves annually. Eating out is one of the money saving areas to receive great benefits with minimum sacrifice. Although eating out is one of the most common forms of entertainment, it is also one of the most expensive. Why? Money spent on food goes quickly, especially if you like to eat out. A restaurant meal for $20 can feed you for a few days if you shop at the right store and prepare the meals at home. Yes, it's important to include entertainment, which commonly includes eating out, as part of your household budget. But be careful to control and minimize eating out expenses to increase your savings. The money you save over time can really add up. Don't think that you're up for the sacrifice? Then just try a few of the following money saving eating out tips and you'll soon be a believer. Even small changes can eventually make a difference. Consider the following when eating out:
1. Try taking lunch at least two or three times a week instead of eating out for lunch. This little change can save you around $500 per year.
2. Use restaurant coupons or the discount books that offers restaurant discounts. You can purchase one at http://www.entertainment.com
3. Eat early and save. A late lunch that can serve as dinner (lunch prices are commonly cheaper) or a restaurant that offers an early-bird special.
4. Decide to share a meal. Main-dish portions are commonly too large for one person anyway, especially children.
5. Check the specials of the day 6. Let the waiter know when you're at a restaurant
for a special occasion, such as a birthday or anniversary, because it may offer something complimentary. 7. Take advantage of places and certain nights where kids eat free. 8. Plan meetings or meals with friends by going out to breakfast, which is generally cheaper than other meals. 9. Drinking water is a healthy way to save money.

The Georgia Technology Authority was recently awarded the National Purchasing Institute's Achievement of Excellence in Procurement Award for 2004. GTA is responsible for the procurement of IT products and services for state government. The award recognizes innovation, professionalism, productivity and leadership in procurement. The selection process requires entrants to meet exacting standards and submit documentation on 100 evaluation criteria. The Achievement of Excellence in Procurement is sponsored by the National Purchasing Institute, the California Association of Public Purchasing Officers, Florida Association of Public Purchasing Officers, the Institute of Supply Management, and the National Institute of Governmental Purchasing. GTA is one of only a few organizations to receive the national award at least three times.

Georgia Oglethorpe Award Process Recognizes Two State Agencies in 2004!

Lonice Barrett, Director of Implementation, Commissioner for a New Georgia, Office of the Governor, stepped in for Governor Sonny Perdue to recognize two high-performing state agencies during the Georgia Oglethorpe Annual Conference and Awards Banquet held in Atlanta on September 14, 2004.
At the banquet, Georgia Environmental Facilities Authority (GEFA) was honored with the Georgia Progress Award (Step 2), and Georgia's Office of State Administrative Hearings (OSAH) received Georgia Focus Recognition (Step 1).
Organizations honored with the Georgia Oglethorpe Award demonstrate sound approaches in how they address six interdependent areas: Leadership, Strategic Planning, Customer and Market Focus, Measurement, Analysis and Knowledge Management, Human Resource Focus, and Process Management. In addition, these organizations must show direct linkages between these approaches and the performance results by which they manage the organization.
Georgia Oglethorpe Award recipients also share a focus on continuous improvement. GEFA, led by Paul Burks as
Executive Director, has used this self- and third-party assessment process to identify opportunities for improvement within the authority for many years. And, all GEFA employees review assessment findings and are encouraged to make suggestions for improvement to address those findings. Two years ago, the authority created seven Continuous Improvement Teams responsible for planning and implementing process improvements. GEFA's customer survey results for the past three years have shown sustained improvement, demonstrating the impact of GEFA's continuous improvement focus.
In a congratulatory letter to Paul Burks and GEFA, Governor Perdue recognized the positive results of Georgia Oglethorpe: "Through the assessments you and your Team have undergone, you have been able to align your strategic and business plans with your financial and resource requests and targeted results. Your efforts to make this government more effective and efficient will make us better stewards of our taxpayers' dollars," Perdue wrote.
Likewise, OSAH has seen significant improvement using the self-assessment tool. For example, the agency achieved a nearly 50 percent reduction in the average time for case resolution, from 82 days turnaround in 2000 to 42 days in 2003. Additionally, OSAH has decreased the number of cases open more than 90 days by 94 percent, from 1619 cases in 2000 to just 99 cases in 2003.
"I would like to see every Georgia organization become world class, and I believe the Georgia Focus Recognition SelfAssessment Tool to be an excellent way to begin this journey. I am proud that your team has chosen to use this approach" said Governor Perdue about OSAH earlier this fall.
"The Georgia Oglethorpe Award Process clearly leads an organization to define its purpose, vision, and priorities" says Lonice Barrett. "It helps to clarify and strengthen an agency's value to the citizens of Georgia, and it encourages everyone to approach their work with a continuous improvement mentality."

DMVS offers new options to streamline driver's license process and improve wait times
Tired of long wait lines or the time it takes to receive or renew your Georgia driver's license? DMVS has developed two new customer service initiatives to restructure both processes to ease wait times. The new initiatives, announced by Governor Sonny Perdue in November, are designed to be more efficient and customer friendly. The changes are expected to streamline the Georgia's driver's license issuance process and ultimately improve the wait times at license facilities statewide.
"Under the direction of the Governor, the DMVS has been aggressively pursuing new customer service initiatives which will have a positive effect on our interaction with the citizens and the kind
of experience they have with us," said DMVS Commissioner James R. Davis.
Several new initiatives have already been implemented - each aimed at improving customer service and reducing the wait times. Parking permits for people with disabilities have been available by mail since August. Previously, those needing the special parking permit had to visit a driver's license facility. Also, four locations in metro-Atlanta now schedule appointments for those needing to exchange an out-of-state license for a new Georgia license. A pilot program which allows 16-year-olds to take an on-theroad driving test from a participating driver training school is underway.

Georgia's Section 529 College Savings Plan Reaches $200 Million
Georgia's Section 529 college savings plan, has reached the milestone of $200 million in program assets saved by participants to pay the costs of a college education. The 529 Plan serve to help Georgia families save for higher education, often times using a tax-deferred option to make the savings affordable. Investment earnings in the plan grow free of federal and state taxes, and withdrawals are exempt from both taxes as well when they are used to pay for qualified education expenses. With certain limitations, contributions may be deductible from Georgia taxable income up to a maximum of $2,000 per beneficiary. The state tax deduction is available every year, and contributions made by April 15 may be deducted on the preceding year's return. Savings under the program can also be used for expenses not covered by the HOPE scholarship. Unlike HOPE, assets in the 529 Plan may be used at colleges and
universities throughout the country and even at many schools outside the country.
Under Georgia's college savings plan, contributions to savings accounts can be made for a beneficiary (the eventual
student) by a parent, grandparent, relative or others. The program offers five different investment options, and allows contributions until the account balance reaches $235,000. There is no separate annual cap on contributions. Visit www.GAcollegesavings.com for additional information concerning Georgia's Section 529 college savings plan. The site includes an on-line enrollment feature. Information and applications can also be obtained through a customer service center at 877-424-4377 (toll free). Accounts in the Section 529 college savings plan can be opened for as little as $25, and there are no income or residency restric-tions on who can open an account.

Are Leaders Born or Made?
The art of leadership can be learned and practiced effectively. According to Dr. Stephen R. Covey, world-renowned management guru and best-selling business author, true leadership involves performing four vital functions: Pathfinding, Aligning, Empowering, and Modeling.
Pathfinding means creating a vision of where your organization needs to go - a vision based on what your customers are passionate about getting from your organization and what you are passionate about giving.
Pathfinding entails determining stakeholder needs and crafting vision, mission, and longterm strategy, which flow from your organization's values.
Aligning is about developing systems which support your strategy and which do not do damage to other organizational systems. Aligning entails "the Six Rights" - creating the right work processes with the right structure, using the right people, having the right information, making the right decisions, and providing the right rewards.
Empowering defines how much and what kind of decision-making power can be delegated to subordinates so that they can accomplish the strategy with minimum red tape and interference. Empowering is influenced by your leadership style, and its goal is to fashion win-win agreements.
Modeling, in a phrase, is about character and trust. It is about what is inside you as a leader that allows you to care enough to perform the other three roles. The other three can be taught. Character and trust come from the inside and cannot be faked.

Get children involved in disaster planning: It helps calm their fears
When family life is disrupted by a natural disaster, children often feel vulnerable or just plain scared. Well-thought out plans that involve them in pre-disaster and post-disaster activities can help calm their fears. The Federal Emergency Management Agency's (FEMA's) web site, "FEMA for KIDS," is designed for children; it has fun quizzes and games. At the same time, the site helps families prepare for a disaster.
One of the most important first steps is to have children help stock a Disaster Supply Kit. They can help decide what should go in the kit and why, and help choose how it will be stored and where. The FEMA for KIDS web site explains the kit's contents and provides materials in a format kids will enjoy while they are learning.
"Parents will be delighted at the non-threatening way disaster information is provided on the FEMA for KIDS web site," said
Nick Russo, federal coordinating officer. "We invite parents to check the site and to order and use the posters, videos and other items for children offered there. The materials are free." The toll free number to call is 1-800-4802520.
Many things can be done with children to protect the home and family before a disaster strikes. Here are some suggestions:
Listen together for weather updates and stay in touch with neighbors about ways to evacuate if the order is given; Practice evacuation drills. Discuss where the family will
gather if separated during a disaster. Decide on an out of state relative or friend who family members can call to let others know they are safe. Stock up on water and canned foods. If the child is old enough, practice shutting off utilities
together. Compile a list of "pet-friendly"
places to leave the family pet if it becomes necessary. Practice with pets when doing evacuation drills; have children put identifying collars on pets. Teach children basic first aid steps, like applying bandages.
These are just some of the topics a family will find on the FEMA for KIDS web site. When a disaster threatens, pre-planning with a parent or guardian can be important in helping diminish a child's fears. GEMA Operations Chief Earns Masters Degree in Homeland Security
Georgia Emergency Management Agency (GEMA) Operations Director, Charley English, is one of the nation's first recipients of a masters degree in Homeland Security. English graduated in June from the inaugural program, sponsored by the U.S. Department of Homeland Security's Office for Domestic Preparedness (ODP), and conducted by the Naval Postgraduate School (NPS) in Monterey, California.
English was also selected to receive the NPS' Zimbardo Award, which is presented to the student "whose outstanding analyses and keen insights exemplify the best in academic scholarship as applied to the solution of emergency national challenges."
"I want to express my appreciation for the contributions you will make to securing freedom around the globe, and my gratitude to your families for their shared sacrifices in making your services possible. You have worked hard to earn the right to receive your degree," said ODP Director Sue Mencer, in remarks to the NPS' 208th graduating class, which included the homeland security graduates.
The masters program is designed to help the United States develop a generation of leadership needed to defeat terrorism. The accredited curriculum provides students with the knowledge and skills to: Develop strategies, plans and
programs to prevent terrorist attacks within the United States, and reduce America's vulnerability to terrorism. Build the organization arrangements needed to strengthen homeland security, including local, state, federal, civil-military and interagency cooperation. Help local officials and governors to make immediate,
and long-term improvements
in homeland security preparedness.
ODP officials selected English and his 12 colleagues on the basis of their proven expertise in homeland security-related fields, objectively measured leadership potential, and academic skills essential for the rigorous coursework.
English joined GEMA in February 1996, as a part of the Olympic planning team. He has coordinated the state's response to five presidentially declared disasters and numerous states of emergency issued by the Governor, and has been GEMA's director of operations since 1999. A veteran of two decades in public safety, he was responsible for the management of Georgia's ten regional police academies during his tenure as director of training for regional police academy operations for the Peace Officers Standards and Training (POST) Council. Prior to that, he worked with a Clayton County law enforcement agency for eight years, and served as a regional police academy director.
English noted that the graduation coincided with the annual G-8 Conference that was held at Sea Island this year, creating a valuable link between the academic and the practical.
"The coursework provided a good framework for the conference planning, while the conference preparations offered a context for the classes I was taking," said English.
The comprehensive 18-month curriculum is structured around key policy and organization design problems that future homeland security leaders are likely to confront, and the analytic skills they will need to meet those challenges.

Cold or Flu?
Influenza (commonly known as the flu) and colds are among the most common infections of the respiratory system. Many people believe that the symptoms between the two are so similar, that they often confuse the two, calling a bad cold the "flu," or vice versa. And while they are both likely to occur during the winter months, there are some major differences between the two.
Colds
Colds are minor infections of the nose and throat caused by several different viruses. A cold can generally last for about one week, rarely longer, except in children, elderly people, and those in poor health. In the United States, colds account for more visits to the doctor than any other condition. Between the months of September and May, adults get an average of two to four colds per year compared to young children who can suffer an average of six to eight colds per year. Colds are highly contagious. Between one and three days after a cold virus enters the body, symptoms start developing. Infants and young children may develop a fever. Smokers usually have more severe symptoms than non-smokers.
Treatment
Temporary relief of colds can be found using some over-the-counter medications. Plenty of fluids are a must. Eight glasses of water and/or juice per day are highly recommended. This will help keep the lining

Influenza (flu)
Flu symptoms are more severe than those of colds and come on more abruptly. Some
people who become sick with the flu say it feels like being hit by a truck.
There is often a decrease in their quality of life. The shifting nature of
the virus, and the danger of lifethreatening complications oftentimes combine to make the flu a major public health problem.
Treatment
It is best to seek the help of your physician when treating the flu. Over-the-counter medications can minimize discomfort associated with flu symptoms, but these medications do not treat the virus infection. Congestion, cough and nasal discharge are best treated with a combination of decongestant and antihistamine. There are many over-the-counter flu remedies that contain both of these ingredients. Adequate liquids and nutrition are necessary for rapid recovery and to prevent dehydration. Bed rest is also a good idea. Until symptoms are gone, it is not advisable to go back to full activity.
An invention by Department of Transportation employee, Raymond B. Cotton, is the inventor of a product called the Chicken Peck. The invention, which works together with a riding lawnmower, offers stabilization when cutting grass on a hill or slope. It also can serve as an aid when preparing a yard for all types of treatment. Cotton says the invention idea came to him one day after he was out mowing his grass. He says it took five years before he decided to do anything with the idea after researching items already on the market in this area. He then investigated a company he had seen on the television that specializes in helping people start their inventions. Currently, Cotton is in the process of selecting a manufacturer for the invention. I know that the invention will be a great success once the product hits the market," Cotton says. "It will be a great benefit for people with riding lawn mowers. Peck has been employed by the State of Georgia for more than 21 years, all with the Department of Transportation. Prevention
Avoid close contact with people who have a cough, runny nose, heavy congestion or who appear sick, especially during the first few days when they are most likely to spread the infection.
Wash hands often, especially when touching items of others during the months of cold and flu season
Keep your fingers away from your nose and your eyes to avoid infecting yourself with cold virus particles that you may have picked up
Use paper towels in the bathrooms to minimize passing germs
Cover your nose and mouth with a tissue when you cough or sneeze, then throw the tissue away and wash your hands.
Don't inflict your cold on others. Limit close contact when sick.

Lonice Barrett, One of Georgia's Top Public Servants
The Carl Vinson Institute of Government at the University of Georgia, in partnership with
Georgia Trend Magazine, recently announced Lonice Barrett, Director of the New Georgia Commission, as one of five recipients of the second annual Excellence In Public Service Awards for 2004. According to Georgia Trend, winners from statewide nominations at the state, local and city levels are selected by a special selection committee based on criteria that includes stable leadership, contributions that transcend geographic and political
boundaries, innovation, productivity, promotion of citizen involvement and an ethical record of public service. Barrett, who served in state government at the Georgia Department of Natural Resources (DNR) for over 39 years, nine years as commissioner prior to his appointment in the Governor's office, gives credit for the award to the DNR staff. "I see this as an award for our staff. They do the work, " Barrett says, "and I get the Georgia Trend story."
State Employees Credit Union hosts grand opening of new facility
If you haven't visited the State Employees Credit Union (SECU), the 12th largest Credit Union in the state of Georgia, at its Memorial Drive location in Atlanta, you will no longer have the opportunity. SECU moved from Memorial Drive to its new location on Whitehall Street in July. In October, SECU hosted the Grand Opening of the new facility, where it now occupies more than 22,000 square feet of space. The new location also offers an expansive parking lot, roomy lobby and inviting atmosphere.
The Grand Opening featured a ribbon cutting by current Board Chairman, Luther Lewis, Jr. and former Board Chairman, William Bates. In addition, the staff of State Employees Credit Union offered facility tours, lunch and giveaways to more than 300 attendees including members, employer groups,
Credit Union associates and business partners. SECU President/CEO, Ken Merritt says the move
into the new facility was vital to the future success of the Credit Union: "We had reached a stand still at our old facility which prevented us from new growth...simply because we couldn't house the necessary staff it would take to implement new services. We felt that building a new, larger facility would grant us the necessary space for growth in products, services and staff, and in turn, allow us to better serve our membership."
State Employees Credit Union is currently the 12th largest Credit Union in Georgia with $140M in assets and serving 22,000+ members. Membership is an ongoing benefit to all employees, retirees, and immediate family members of any Department of Georgia State Government not affiliated with another Credit Union.

State Government Service Awards
Ward Lamb, research analyst for the House State Planning and Community Affairs Committee, and Martha Wigton, senior budget analyst for the House Appropriations Committee, were the joint recipients of the Georgia Municipal Association's (GMA) "State Government Service" Award at the organization's 71st Annual Convention Monday, June 28.
The State Government Service Award is given annually to state employees who exemplify integrity, diligence and energetic
service to the citizens of the state. Lamb was recognized for his
years of service to numerous Chairs of the House State Planning and Community Affairs Committee, working diligently and professionally to ensure that the Committee retains its reputation as the hardest working Committee under the Gold Dome.
"He always has time to help city officials and GMA's lobbying staff with any issues that arise, anytime," said GMA Executive Director Jim Higdon.
Wigton began her political career working for former Lt. Governor Pierre Howard, whom she served nearly two terms. She then was appointed director of the Senate Research Office, where she specialized in the appropri-ations process. After Terry Coleman was
elected as Speaker of the House, he recruited her to become a senior budget analyst for the House Appropriations Committee, where she works today.
"Her positive attitude and expert advice can turn even negative news into a positive learning experience as we negotiate the politics of the state capitol," said Higdon. "Both Martha and Ward are true professionals in every sense of the word; it is always a pleasure to work with them at the Capitol."
Based in Atlanta, GMA is a voluntary, non-profit organization that provides legislative advocacy, educational, employee benefit and technical assistance services to its 500 member cities.
