Two Percent Salary Increase Proposed for State Employees

Good news is on the horizon for Georgia. Georgia's revenues are showing growth. In fact, Georgia's chief economic forecaster, Dr. Henry Thomassen, projects the economy will grow enough to meet revenue projections for fiscal year 2005. However, full economic recovery has not occurred. Although Governor Sonny Perdue has a hopeful and optimistic view of future tax revenues and fiscal policy, he recently indicated to the General Assembly that cuts in state government and programs are still necessary and largely unavoidable. While there may be light shining over the horizon, state government still has a few more fiscal storms to endure.

to reform the old budget process, increase the efficiency of the state's programs and services and identify and eliminate waste caused by the duplication of services or of programs that may be out of date (It was originally introduced in the 1970's by then Governor Jimmy Carter, although after his departure from the Capitol, the process lapsed). Perdue says this will help state government live within its means.
"Prioritizing our programs will help us decide our budget the same way families do," Perdue stated in his State of the State speech. "By identifying priorities up front, we're able to focus spending on what we must have now, deferring what we can do without until better times."
Job Losses Georgia State Government has done better than
many other states and private sector corporations in reduction in force (RIF) of employees. According to the Georgia Department of Labor, unemployment claims increased to 59,206 in December from 35,933 unemployment claims filed in November showing job losses are still occurring. As state agencies continue to tighten their belts and trim their budgets, job cuts in some agencies were inevitable. Even now, recent announcements indicate additional job losses will occur. When considering Governor Perdue's FY2004 and FY2005 budget recommendations, still waiting approval by Georgia legislatures, more than 4,500 positions could possibly be eliminated. Many of the losses represent
positions left vacant from when an employee retired or resigned. According to state figures, the number of benefit-eligible employees (not including the University System) declined from 83,126 to 82,486 from January 1 to December 31, 2003, a decline of 640 employees. Agencies are also hiring fewer temporary employees, freezing positions, instituting furloughs and reducing contract and fee based services.
2005 Budget Recommendations Georgia's revenue estimate for FY 2005 is $15.3
billion. Included in the estimate is a projected 4.72 percent increase in revenue growth over FY 2004 budget. Perdue said less revenue but a greater demand for state services, due to Georgia's growing population, equals tough choices.
Over 70 percent of the Governor's recommendation is for Education and Health/Human services. Public Safety accounted for almost eight percent, department services for almost six percent, and all other state services for a little more than ten percent. Included in the Governor's budget recommendation is a two percent pay increase for teachers and state employees.
"I have been able to propose a modest salary increase for state employees who will be required to provide quality services with less resources and staff," Perdue said.
Budget recommendations await consideration and approval of the General Assembly during the current legislative session.

Did you know Intranets are fast becoming a standard business tool for companies and organizations across the globe? Modalis Research found that 70 percent of all Small Minority Businesses, including government agencies & non-profits, believe that having an intranet is important. An intranet is an internal information system that works much the same way as the Internet, to make documents, resources and information easily available to the company's employees. Only employees within the Intranet's organization can access or post information. Because of the positive benefits of Intranets, they are expected to be as common as telephones and e-mail soon. An effective Intranet should be easy to use and help simplify an employee's work. It should be convenient to employees, a central place to organize and share company information and resources documents, budgets, schedules, reports. Consider putting forms on your Intranet. Design forms for frequently requested tasks within your organization. Other benefits may include more productive collaboration, better learning and knowledge management, faster, easier, more flexible, and open communication, plus, the empowerment of feedback from employees creating a culture of inclusion. If done right, an intranet can help decrease cost and enhance productivity to a great extent. At Cisco Systems, all employees submit personal business expenses via the intranet - which has not only saved the company millions, but also reduced the waiting time for reimbursement. At Xerox, 20 percent of employees, or about 3,800 technicians worldwide, regularly submitted best practice maintenance and repair tips to a centralized, browser-accessible database on an Intranet resulting in an initial savings of more than $10 million. Most successful intranet organizations have one thing in common their intranets were planned in advance and they continue to track and measure its success. Plus, good intranet designs can help save time and money in the long run. Of course, employees determine the real success of an Intranet by making it a business resource that they frequently use within their organization.

DMVS Offers Motorists Online Access To Verify Insurance Status
Motorists now have direct access to check their automobile insurance status online. As of February 1, 2003, a new law mandates insurance companies to send proof of automobile insurance to a central database, the Georgia Electronic Insurance Compliance System (GEICS). Individuals, such as police officers, verifying insurance, will obtain proof of insurance from this GEICS, not an insurance card. To ensure the necessary insurance information has been transmitted, the Department of Motor Vehicle Safety (DMVS) now provides Georgians on-line access to verify their information's availability for themselves. Just visit DMVS's website at
www.dmvs.ga.gov. After clicking on "What's NewInsurance-Insurance Status Inquiry", drivers simply provide the vehicle's Vehicle Identification Number
(VIN) and Title Number. After a search of the database, the vehicle's insurance status will be provided. The DMVS recommends motorists who used insurance cards to purchase or renew their vehicle registration, between June and December 31, 2003, verify if their
information has been added to the database. Although cards will no longer be accepted as proof of insurance in Georgia, it is recommended that motorist continue to keep insurance cards in their vehicles at all times for out of state travel or involvement in an accident.

Growing Tomorrow's Leaders in Today's Workforce
As a state employee, have you considered the impact the state's workforce planning process will have on your job? How does workforce planning affect your success in state government?
In today's economy and changing workforce environment, organizations must learn to manage increasing business needs with decreasing resources. Establishing and maintaining a quality labor force is necessary for businesses to grow and succeed in the 21st century. To address this issue, the state of Georgia legally mandated workforce planning, O.C.G.A. 45-20-1, as a component of its strategic planning process. Since its Implementation in fiscal year 2000, Georgia's workforce-planning model has been recognized internationally and continues to strengthen agencies' ability to attract, employ and retain skilled, and competent employees.
This year, the Georgia Merit System hosted the 2003 Workforce Planning and Development Conference. This year's annual conference, "Growing Tomorrow's Leaders in Today's Workforce", provided agency heads, human resource and personnel professionals, budget professionals, and other key managers/employees with vital information, tools and resources to propel the strategic/business plans of their organization forward for the long run. The primary focus of the conference was particularly relevant given many of the challenges facing public sector. Many of the themes highlighted affect areas critical to the strategic success and effectiveness of Georgia state government. The Conference presented some of the basics of good, effective personnel management practices for agencies to employ to make certain they have the tools to run well now and in the future. As an employee, many of these areas are necessary to understand if you intend to be a part of organizational change, which will enable Georgia to form a more cohesive and competent workforce.
Succession Planning, presented at the conference by representatives of 3D Performance Incorporated and Georgia Power, is the process of preparing the right people for the right job. 3D Performance Inc. defined succession planning as "a means of identifying and developing talent or high achievers in the organization." It was further explained as a means to provide continuity for key positions in an organization and a "process of preparing
for the future." Currently, according to a National Academy of Public Administration Survey, only about seven percent of government entities have succession plans in place compared to 61
percent of private sector businesses. In keeping with Governor Sonny Perdue's promise to run state government more like a business, Georgia began developing resources to promote succession planning among state entities. The goal is to build and sustain high performers to align Georgia's future needs with the availability of quality human capital. Did you know that many agencies have already identified generic manager and leadership competency models in the implementation of workforce planning? Yet there is so much more to do. Agencies must continue to identify critical jobs, competency gaps and high achievers in their organization. Although succession planning is one way for agencies to plan for their business future, they must also practice knowledge management to retain valuable information of employees' comprehension in specific areas. Knowledge Management prevents key information critical to business goals from walking out the door. Skills and information that enable state government to run efficiently must be managed and retained. Especially as employers face an impending worker shortage. Regionally, the south has the highest turnover rates of state employees. In fact, Georgia has one of the highest vacancy rates in state positions. Employees working five years or less comprise almost 45 percent of the total workforce. Not only does the State of Georgia have to contend with turnover, even in a tight job market, but there is also a looming retirement boom facing all employers, especially in the public sector. In Georgia, 45.6 percent of the state's workforce is over 45 years of age. Does knowledge management affect everyone? Yes. Questions it encompasses include "How many employees are in an organization;" "how old are they;" "what are the skill sets of those who may be leaving soon;" "who's eligible to retire;" and "how will turnover and retirement affect the organization's ability to serve in the near future and the next two, five and ten years?" Some people may think that this

DOR Recommends Electronic Filing
As 2002 tax-preparation booklets begin showing up in taxpayer's mailboxes, the Georgia Department of Revenue (DOR) encourages everyone to file their return electronically.
"Electronic filing is more accurate and it speeds up getting a refund," said Bobby Goolsby, Director of DOR's Income Tax Division. "It also offers a secure and fast alternative to paper filing."
Last year approximately 1.5 million of the 3.6 million returns processed by the Georgia Revenue Department were filed using an electronic method. Nationally, approximately 36 percent of all federal individual income tax returns were filed electronically. Georgia taxpayers can use any of the following methods to file electronically: have their taxes prepared by a professional who is a registered electronic returns originator with the Internal Revenue Service; via telephone; or on-line using a personal computer.
Individuals who are potentially eligible to file by telephone will automatically receive TeleFile booklets from the IRS and the State of Georgia. Goolsby explained that "the booklets cannot be requested and
individuals cannot file by telephone without the IRS TeleFile booklet."
This year, Georgia taxpayers can electronically file their original state return separate from their federal return. However, the federal return must be filed before the state return is filed. Previously, electronic filing required the federal and state returns to be filed simultaneously.
Also new this year is free Internet filing for qualifying taxpayers. Additional information and access to the tax preparation software is available on line at either www.irs.gov or www.firstgov.gov.
Individuals needing assistance with either their electronic or paper return can contact one of the Department's 11 regional offices, visit the DOR website at www.gatax.org, or call 404-417-4477 within the metro Atlanta area. Outside the metro area call 877-602-8477.

Office of the State Inspector General
During the 2002 Governor's race, Governor Sonny Perdue ran on a platform that pledged greater "Ethics, Integrity, and Accountability in Government." As an initial step to fulfilling that pledge, Governor Perdue established Georgia's first Office of the State Inspector General (OIG) in January 2003 through an Executive Order. The Executive Order set out specific authorities and responsibilities for both the OIG and the agencies being investigated, including:
*For the Inspector General (IG) to investigate a complaint, it must fall within certain parameters. The IG is authorized to investigate allegations of fraud, waste, abuse and corruption within the Executive Branch of State Government, exclusive of the General Assembly and exclusive of any Court. That means the IG has authority to investigate 86 state agencies and well over 82% of state employees.
*Executive branch agencies are required to cooperate with and provide assistance to the OIG in the performance of an investigation. They are to make available to the OIG their premises, equipment, personnel, books, records, and papers.
*The IG has authority to enter into and inspect the premises of any state agency and to question any state employee or individual conducting business with the state. The IG may inspect and copy any books, records, or papers in the possession of any state agency.
*The IG will refer suspected criminal activity to appropriate law enforcement and continue to work to determine how it occurred and how it may be prevented in the future.
Historically, the term "inspector general" has been associated with maintaining and improving the operational efficiency of our armed forces. In 1978, the federal government adopted the OIG concept and hired civilian investigators to eliminate waste, fraud, abuse, and corruption within the federal system. This program continues to save taxpayer dollars every year. On the state level, however, fewer than 20% of the states have an OIG. Those states with active OIG offices are clearly showing through their investigations that constructive changes in state government save taxpayers a lot of money.
According to Inspector General James E. Sehorn, Ret. Brig. Gen, USAF, Georgia's OIG has already saved taxpayer dollars. "During the short time that the OIG has been in existence, we've already saved the taxpayers of Georgia hundreds of thousands of dollars through the investigation of cases," says Sehorn. " We have participated with department heads
and their managers in agencies such as the State Road and Tollway Authority, Department of Human Resources, Department of Correction, and the Department of Natural Resources, to mention a few."
Combined efforts of the OIG with agencies and their department heads have resulted in dollar loss discoveries, recoupment of monies, changes to existing policies, and in some cases, the introduction of new procedures. However, with the strong support of state employees, the OIG could do so much more. Only 10 percent of the complaints received so far have come from state employees. Ninety percent of the complaints received came from people who don't work "within" the system. Therefore working together with state employees to improve Georgia's operational efficiency is a primary objective of the OIG. "You, as state employees, hold the key to our success, mainly because you know and understand the government system and how it works," Sehorn says. "Bottom line: We Need Your Help."

Little White House - Georgia's newest museum
Georgia's State Parks & Historic Sites will open a new museum, the Little White House, honoring President Franklin Delano Roosevelt (FDR) on April 12, 2004. For more than 40 years, a small museum has been housed in a former residence next to the Little White House. FDR built the Little White House in 1932 while governor of New York, prior to being inaugurated as president in 1933. Roosevelt first came to Warm Springs in 1924 hoping to find a cure for the infantile paralysis (polio) that had struck him in 1921. Swimming in the warm, buoyant spring waters brought him no miracle cure, but it did bring improvement. During FDR's presidency and the Great Depression, he developed many New Deal Programs (such as the Rural Electrification Administration) based upon his experiences in this small town.
While posing for a portrait on April 12, 1945, FDR suffered a stroke and died a short while later. The Unfinished Portrait as well as items including FDR's 1938 Ford convertible with hand controls, his Fireside Chats playing over a 1930s radio, his stagecoach and a theater will be showcased at the home. Visitors can tour FDR's home, which has been carefully preserved very much as he left it, the servants and guest quarters, and the nearby pools complex that first brought the future president to Warm Springs.
State Vanpool Program Finds a New Home
After nearly a quarter century of providing a cool commute for state employees in metro Atlanta, the region's oldest public vanpool programs has a new home.
On October 1, 2003, the State Employees Commuter Assistance Program (SECAP) providing vanpools and transit passes for state employees, moved from the Georgia Building Authority (GBA) to the Georgia Regional Transportation Authority (GRTA). GBA continued to provide accounting services for SECAP through the fall, but beginning January 1, 2004, GRTA assumed full responsibility for the program.
About 400 state and non-state employees participate in the Georgia Vanpool Program, under SECAP, with about 37 vanpools on the road. SECAP orders about 3,000 transit passes a month for state employees who use MARTA, Cobb Community Transit, and Gwinnett County Transit. Vanpool fares and transit passes are eligible for up to $100 a month in pre-tax savings under the FlexTrans program at Georgia Merit System.
GRTA Deputy Director Jim Ritchey said the move made sense for GRTA.
"Taking on SECAP gave us the opportunity to develop an experienced vanpool staff dedicated to expanding vanpools throughout the region and improving service to our current customers," said Ritchey. "Donald Evans, who has almost a decade of experience at GBA, is working for GRTA as our vanpool operations manager. Gail Anderson continues her good work for SECAP at GRTA as the SECAP coordinator, getting the transit passes out and bringing in new vanpool customers."

Program. Rounding out the team are Nadara Wade, a
marketing specialist who helped start GRTA's regional vanpool program, and Betty Johnson, office assistant. "Vanpooling is one of the most quick and cost effective ways of easing traffic congestion and improving air quality in metro Atlanta," said Alexander. "I say 'commute cool in a vanpool' because you don't arrive at work suffering from road rage and you save money by not driving your own car." GRTA, which is located in Peachtree Center, is having drop-boxes for vanpool and transit pass payments installed in the GBA Parking Office and the Motor Pool Office. In addition, GRTA staff will provide an information table in the Twin Towers building every Wednesday from 11:30 a.m. until 2:00 p.m. on the south balcony level. "Come by and join a vanpool or just tell us how we can improve service to our customers, our fellow state employees," said Alexander. Under the Georgia Vanpool Program, a vanpool can get started with as few as six paying passengers. The driver rides for free and must be a state employee. Non-state employees may join a vanpool as paying passengers. Fares are based on the number of passengers and the actual mileage driven. Grouped seating and mileage ranges simplify the process and minimize fare changes when someone leaves the vanpool and/or the route changes. Food for thought
Is it possible to maintain a healthy diet as well as enjoy the pleasure of eating? Yes. The pleasure of eating provides many of us great satisfaction. An abundance of food choices are available for almost every diet and every lifestyle. Did you know healthy eating does not necessarily mean that you have to sacrifice taste? Plus, healthy food choices are essential in the growth and development of healthy children on table food, commonly age two and up, and healthy adults of any age. So what can you do to ensure that you are enjoying a daily food diet that is both healthy and delicious? Consider the food pyramid for daily serving sizes. Minimize your intake of sugar. Be sure to also keep your diet low of saturated fat. Choose natural seasonings to lessen salt in your diet and watch the consumption of food that increases cholesterol levels.
When you chose to eat healthy, you can reduce your risk for chronic diseases such as heart disease, certain types of cancer, diabetes, stroke, and osteoporosis. These diseases are leading causes of death and disability among Americans. A healthy diet can also lessen the occurrence of obesity, high blood pressure, and high blood cholesterol. Remember food choices affect your lifestyle and your well-being. It is important to make informed decisions about how to improve your health.
Creating and Maintaining a Safety Culture in Your Agency
Your employees are your most important asset. Keeping them safe, healthy and therefore, productive should be a high priority with every state agency. The State Board of Workers' Compensation (SBWC) inaugurated a Safety and Loss Prevention Program in February 2002. The Georgia Interagency Safety Advisory Council's Loss Prevention model served as a helpful guide in the implementation of the SBWC safety program.
SBWC's goal was to promote awareness of employee safety. To establish a safe workplace culture, various programs were put in place to help SBWC employees prevent accidents and create a safe workplace.
How do you establish and maintain a safe workplace culture? First, establish a safety committee. As with everything, communication is key. One of SBWC committee's early actions was to create a slogan, "Be aware, be observant, be safe" and a logo to use on all safety related matters. A Safety Page that addresses both safety and health issues was included in the monthly newsletter to encourage SBWC employees to think about safety in everything they do, both at work and at home.
Second, communication is paramount. Employees need feedback and to have safety issues in front of them at all times. Early in the SBWC program, the needs and concerns of the employees were surveyed. This helped the safety committee know what to focus on initially. Of equal importance, is to keep employees informed about how you are going to respond to their concerns. If, due to budget constraints, you cannot act on a concern, let employees know that their concerns are still important but you are not able to address them at that particular time. Not responding at all will negatively affect morale. Conversely, let employees know what you can and will do. There is usually more than one-way to attack a problem.
Safety training classes such as ergonomics training and defensive driving classes are offered at least once a quarter. During National Safety Month, SBWC presented a "lunchtime movie" once a week and safety videos were shown on a variety of topics. To address wellness, a mini-health fair was held where employees could have their blood pressure checked and learn about nutrition.
Lastly, employees must be aware of what you expect of them. GBWC distributed the Safety and Loss Prevention Program and Policy to all of our employees, and safety is covered in our new employee orientation. Plus, safety has been made an agency wide responsibility on each

GBWC has found that a successful Safety and Loss Prevention Program is both rewarding and challenging. According to Judge Carolyn Hall, Chairman of the State Board of Workers' Compensation, a strong and effective Safety and Loss Prevention Program will protect employees while at work and at home, increase productivity and both improve morale and communication within your organization. "At the State Board of Workers' Compensation, we have learned that a collaborative effort from all levels of the organization can create a productive and effective safety program," she said. "Our program has resulted in a 40 percent decrease in losses incurred in direct workers' compensation costs and enhanced the daily work environment for our employees. The State of Georgia pays an average of $45,000,000.00 in actual workers' compensation costs annually. If every agency, large or small, would implement an effective Safety and Loss Prevention Program, the savings could be great, in terms of dollars spent, and quality of life for State workers."

DHR, Aging Services SAVA Program Helps Elders
The Senior Adult Victim's Advocate Program (SAVA) administered by the Department of Human Resources, Division of Aging Services provides support, mentoring and consultation to Georgia Senior citizens beyond that which is mandated by law. Originally launched as a pilot program in metro-Atlanta last March, SAVA launched a public awareness campaign that resulted in its availability to seniors statewide. An elder abuse prevention helpline is available for adults, age 60 and over, who feel they are victims of abuse, neglect, or exploitation. In the beginning, elderly victims were only accepted on a referral basis by agencies working with that cohort. Now, the helpline, which uses federal funds administered by the Criminal Justice Coordinating Council (CJCC), enables victims to call the program directly to receive information and assistance.
Volunteers are utilized to operate the helpline and offer face-toface help to victims. SAVA has only one full-time staff person, Gloria Bass, Senior Adult Victims Advocate, responsible for its day-to-day operation and the training of its volunteers across Georgia. SAVA is the first program of its kind in Georgia. "The abuse, neglect, and exploitation of older adults is a national problem and it affects every level of society, especially females. It is also one of the most under-reported crimes in the United States," said Bass. "We try to provide a safety plan and move victims away from the circumstances that make them victims. Volunteers serve as a liaison between the victim, social service agencies, and the court system." "Our goal is to help elders understand their rights and choices as victims and to prevent further abuse," says Elder Rights Team Leader, Division of Aging, Dawn Washington. "Since the inception of the program, over 100 individuals have been helped by SAVA." situation happened in Georgia. One manager of an agency in another state government involved in a knowledge management analysis of her staff discovered that half of her workers were already eligible for retirement. Clearly, without the development of competencies and skills needed for key positions in an organization, managers can be left unprepared to fill the resulting holes and relative skill gaps caused by exiting employees. Components of knowledge management may include: job shadowing, a formal system of leadership academies, mentoring, shadow hiring and of course, organizational training and development. Another theme on hand at the conference was leadership development, presented by FranklinCovey representatives. Governor Perdue, early in his administration, made Stephen R. Covey's book "Principle Centered Leadership" mandatory reading for all state department heads. Similar to the message of the book, the sessions taught the importance of grooming effective leaders.
Additional highlights of the 2003 Workforce and Development Conference were remarks by Jim Lientz, Governor's Office, Chief Operating Officer, on "Best Practices in Government" and remarks by Henry Thomassen, State Economist, on "State Budgeting in the Wake of Recession." The featured speaker for lunch was Jonathan Walters of Governing Magazine entitled "An Overview of Strategic Workforce Planning in the Public Sector." ERS Offers Retirement Assistance to State Employees
Did you know that the Employees Retirement System (ERS) offers state employees a free workshop to employees who are within three months of retiring? The new two-hour Workshop For Retirement Application Processing (WRAP) provides an in-depth look at retirement benefits and how to complete the retirement application form. Information is also provided on health insurance and deferred compensation in retirement. The workshop is available for State of Georgia employees ready to submit a retirement application. ERS cannot accept the retirement application more than 90 days prior to the retirement date, and it must be in the ERS office at least 30 days before the retirement date to process it on time. Workshops begin promptly at 9 a.m. Registration is not required.

Dr. Kenneth Breeden, recipient of Excellence In Public Service Award
In 1988, Dr. Kenneth Breeden, who was chosen by Governor Joe Frank Harris in 1984 to head the State Board of Post-Secondary Vocational Education, became the first and only Commissioner of the newly created Georgia Department of Technical and Adult Education (DTAE). Recently, Breeden was named one of Georgia's Top Public Servants. The Carl Vinson Institute of Government at the University of Georgia, in partnership with Georgia Trend Magazine, identified Breeden as one of the recipients of the Excellence in Public Service Awards. The awards honor five outstanding government professionals at both the state and local level.
Today, at the helm of DTAE, Breeden oversees 34 technical colleges, 18 satellite campuses and technical programs at four university system institutions. He is also responsible for the state's General Education Diploma (GED) program administered by DTAE through their Office of Adult Literacy as well as Georgia's innovative Quick Start Program administered through DTAE's Office of Economic Development. DTAE has 276 employees.
Although Breeden was one of the first agency heads re-appointed by Governor Sonny Perdue, he recently announced his plans to retire from state Government later this year.
Inclement Weather
If it is necessary to close state offices during business hours due to inclement weather, state agencies will be notified by a blast fax and e-mail from the Georgia Emergency Management Agency on behalf of the Georgia Merit System. If the decision is made during non-work hours to close offices, staff will be officially notified by: WSB Radio 98.5 FM, WSB Radio 750 AM, KISS Radio 104.1 FM, The Beat 95.5 FM and Jamz 97.1 FM.
The listed resources are the only official channels designated to report state office closings. Areas outside of metropolitan Atlanta should tune into local stations that are a part of the Peach State Public Radio Network for official announcements. Contact your personnel office for more specific information.

Public Employee Recognition Week
Public Employee Recognition Week (PERW) in Georgia is fast approaching. Now is the time to begin thinking about those individuals you would like to nominate for an award and to begin planning your recognition activities for your agency.
PERW will be celebrated during the week of May 2-8, 2004, with the Governor's Award Celebration to be held on Wednesday, May 5, 2004 at 12:00 p.m. in the Sloppy Floyd Room in Atlanta.
Nomination packet information will be ready for distribution on Monday, February 23 through March 22, 2004 on the GMS website at www.gms.state.ga.us, or you may contact your local Human Resource Officer. Packets can also be obtained by contacting Sharon Angel, GMS Customer Service Division at 404-657-5927 or at sangel@gms.state.ga.us. All nominees must have been full or part-time benefit eligible employees in calendar year 2003 and whose accomplishments occurred January 1 through December 31, 2003.
A brief narrative of no more than 250 words may be submitted based on outstanding service, demonstrated achievement, heroic act, volunteerism, and significant contributions in the following categories: Customer Service, Community Service, Innovations/Suggestions, Safety, Heroism, Team, and Leadership.

King Day Celebration at the Capitol
Georgians from across the State gathered at various venues of planned activities and worship services to celebrate the life and legacy of the Rev. Dr. Martin Luther King Jr. His life and contributions gave him international recognition as a civil rights leader and change agent for racial justice and equality. At age 35, King won the Nobel Peace Prize in 1964. At age 39, he was assassinated on April 4, 1968 in Memphis Tennessee by a gunshot wound to his neck. This year marks his 75th birthday observance.
At the Georgia State Capitol on Friday, January 16th, the 19th Annual King Holiday Tribute was open to the public to honor the fallen hero. Governor Sonny Perdue read the proclamation proclaiming January 19th as King Day. Perdue also presented Distinguished Service Awards to the Georgia State Holiday Commission members. Greetings were provided by Lieutenant Governor Mark Taylor, Speaker of the House Terry Coleman, Senate Pro Tempore Eric Johnson and Senator Edward Harbison, chairman of the Georgia Legislative Black Caucus. A reception was held in the Capitol Rotunda immediately after the ceremony.
