State employees move toward market parity, bonuses for achievement with PerformancePLUS

T he last time Georgia restructured its salary system, many state employees felt left out of the process -- that their concerns were not taken into account. No way was that going to happen again when the Georgia Merit System and other agencies set out to correct the problems with salaries and payfor-performance. The GeorgiaGain Advisory Committee, made up of agency heads and their designees, relied on employee surveys, evaluations and focus group interviews as the basis for their recommendations.
Back in 1996, GeorgiaGain was created to reclassify state government jobs and adjust salary structures so they would be more in line with similar positions in the private sector. Pay for Performance was implemented to recognize and reward higher achievement by state employees -- replacing the old system in which everyone got the same annual increase regardless of the quality of their work. The programs were designed to make government run more like a business. Both initiatives had the best of intentions, but in practice, they fell far short of bringing salaries up to "fair market value." There just wasn't enough money allotted in the budget to fund these programs adequately.
Now the Georgia Merit System, with the full backing of the

GeorgiaGain Advisory Committee, is poised to correct the problem with a new initiative, PerformancePLUS. It took the input and feedback of state employees to determine how the two programs were falling short and to arrive at fair, workable solutions to fix them. And it won't happen overnight. It will take a two-step process to fully implement Performance PLUS. But the result will be apparent this October and again in 2002: a more equitable payout for state government workers. What does PerformancePLUS mean for state employees?
The new program will bring both minimum (target hiring rate) and maximum pay rates closer to competitive market salaries, and it will adjust the salaries of employees earning below minimum to bring them up to the new rate. It will also reward employees who surpass performance expectations with a lump-sum performance bonus that will count toward their retirement. The "far exceeds" evaluation, which represented only about 1% of the total state workforce, is being eliminated.
Here are the specifics of the two-year implementation plan: Interim Performance Management Evaluation period: July 1, 2000 to June 30, 2001 Payout: October 1, 2001 Rating Categories and Awards:

PLUS 2% lump-sum bonus payment Additional Adjustments: Increase the pay grades' minimum (target hiring rate) and maximum by 4% Increase the pay of all employees currently earning less than the target hiring rate to the new target hiring rate Allow more headroom for employees currently at or near the maximum rate for their pay grade PerformancePLUS Evaluation period: July 1, 2001 to June 30, 2002 Payout: October 1, 2002 Rating Categories and Awards: Developmental Plan - 0% with review in January 2003 and possible base increase percentage to be awarded if they achieve "Meets" Meets Expectations - base increase (% to be determined) Surpasses Expectations- base increase (% to be determined) PLUS lump-sum bonus payment (% to be determined) In addition to one-time lumpsum payments for employees who surpass expectations, the GeorgiaGain Advisory Committee has recommended other types of lump-sum incentive payments for outstanding achievers. These include: "spot" awards for extraordinary acts, services or achievements; "goal-based" pay for achievements over and above the normal job requirements; recruit-

ment bonuses; and rewards for learning new, critically needed employment skills. All these recommendations are before the current legislative session. High-level support for PerformancePLUS
The Governor's endorsement of PerformancePLUS has been crucial. In presenting his budget recommendations to the Georgia Legislature, Gov. Barnes said, "These changes are being recommended as a result of the GeorgiaGain Advisory Committee's work with the Merit System. I've instructed the Merit System to work with you on the legislation that will permit the implementation of the one-time, lump-sum payment and I hope you will support that legislation."
PerformancePLUS is designed to bring equity and fairness to all state employees' compensation. The Georgia Merit System has acted on Georgia state employees' concerns in developing this new program. They are confident the result will be a more stable and productive workforce, with incentives to recruit and retain employees who will meet and exceed expectations. And that the State of Georgia will indeed run like an efficient business.

Why the compensation system has to change

Though Georgia is the fourth fastest growing state in the nation, the government workforce has been lagging far behind the competitive marketplace in wages and incentives, and will continue to lose qualified workers -- and fail to attract new ones -- unless this is remedied.
State hiring rates are now nearly 22% behind the competitive labor market for many jobs.
Certain skilled positions in financial services, information technology, and health services are as much as 37% below average market salaries.
State compensation has not included bonus incentives such as stock options, cash-match programs, cash bonuses, or market adjustments that are increasingly being used in the general job market to attract and retain employees.

More than 90% of state employees surveyed believe that state money has not been made available to reward good performers with substantial pay increases.
70% of state employees surveyed do not support payfor-performance as a reliable performance motivator.
About 85% of state employees surveyed believe that management has imposed limits on the number of performance ratings above "met expectations." More than 75% believe that office politics has more to do with performance ratings than actual performance on the job.
More than 8,000 state workers -- 70% of total turnover -- quit their jobs between May 1999 and May 2000.

80% of employees separating from state government service between October 1, 1999 and September 30, 2000 had less than 10 years of tenure.
As of October 1, 2000, more than 20,000 workers -- 20.3% of the total state government workforce -- were temporary employees.
Research demonstrates that an employee needs to stay with an organization at least three years for that organization to recover a baseline productivity return on recruiting, hiring, training and getting employees upto-speed in their particular job areas.
The current cost of turnover for the State of Georgia is about $300,000,000 a year in lost productivity.

Georgia Games, now in 11th year, is bigger than Olympics

W hen the Georgia State Games Commission was founded in 1990 as part of Atlanta's Olympic bid, no one expected it to last -- let alone grow into the huge enterprise it has become. Kicking off its 11th year with a new executive director, Eric Pfeifer, and new staff members, the Georgia Games is the single largest multisports event in the U.S.
More than 30,000 amateur athletes will compete in District Sports Festivals across the state in May and June, and at least 14,000 people will participate in the 2001 Georgia Games Championships, to be held from July 14 - 22. Compare that to the 10,000 or so Olympic athletes who went to Sydney and you can see that the Georgia Games means big business. And business

is responding: not only are corporations developing partnerships with the games commission, but their employees are enrolling in the Corporate Challenge, part of the Governor's Commission on Physical Fitness and Sport.

"I'm a role model myself," he says. "I demonstrate that you can dress well, drive a nice car, all the things that bring respect -- without selling drugs. You don't have to get in trouble over and over and over again."
Bryant knows how to find positive role models who will make an impression on the kids. He has developed strong ties throughout the black community among business executives, government officials and community leaders. And they're happy to help. Volunteers who have taken part in the program year after year include:

Bryant knows his program works because of the feedback he gets from the kids. "After my presentation," he says, "the kids want to ask lots of questions in private. They don't want to keep getting in trouble. When I talk to them, I teach them how to break the cycle by paying attention to their parents, teachers and role models."
It's rewarding work, and the greatest reward is when Bryant's students "graduate" to the real world and never return to a youth detention center again.

Labor Department celebrates Black History

during February for ninth straight year

The Georgia Department of Labor is the only state agency that officially celebrates Black History Month with month-long activities during February.
State Labor Commissioner Michael Thurmond presided over the opening ceremonies Feb. 1 at DOL headquarters, 148 International Blvd. in Atlanta.
Activities scheduled include: an African-American exhibit in the DOL lobby, a book fair featuring African-American authors, an essay writing competition for high school seniors in the Jobs for Georgia Graduates (JGG) program, weekly quizzes on

African-American history, and lunch-and-learn seminars featuring African-American entrepreneurs.
The month-long activities will climax in late February at the Sheraton Atlanta Hotel at 165 Courtland St. in downtown Atlanta. The department will present its Humanitarian and Distinguished Service awards, recognize Black History Month honorees, and announce the winners of the essay-writing contest.

GDOT Wins AASHTO Awards

Disney Club offers member perks, savings

The Georgia DOT proudly accepted two awards from the American Association of State Highway and Transportation Officials (AASHTO) at its annual meeting in Indianapolis in December.
Each year, the President's Transportation Award for Aviation is given to an individual or a team in the aviation field who has performed exemplary service furthering the transportation activities of their department, which has, or potentially could have, a salutary impact on transportation nationally or on a regional basis. The Georgia DOT's Aviation Programs Team, comprised of Ed Ratigan, Carol Comer, Tom Carr and Rodney Crossley, were chosen to receive this award out of dozens of nominations from transportation agencies and departments around the United States. The team members are charged with working to assure a safe, adequate and well-maintained system of publicly owned airports, to promote and encourage the use of aviation facilities, and to foster safer operating conditions at these facilities.
"The efforts of our Aviation Programs Team on behalf of the people of Georgia and the southeast is applauded by everyone at the Georgia DOT," said Georgia DOT Commissioner Tom Coleman. "Their work with the Governor's Regional Airport Enhancement Program has helped the state realize how airport enhancements can bring economic growth and prosperity to the state, and for that they deserve our praise."
AASHTO also gave the Georgia DOT an Award of Excellence for the restoration of the historic Sapelo Island Lighthouse. "The Sapelo Island Lighthouse project is a shining example of the importance of Transportation Enhancement (TE) funds to our communities," said State Transportation Board Chairman Tom Triplett. "TE funds help to improve quality of life and often promote economic development in these communities."
In 1991, the Georgia DOT partnered with the Georgia Department of Natural Resources to use TE to leverage other money sources and finance the restoration of the lighthouse. It was completely renovated and reopened in September 1998. Again, in October 1998, the Georgia DOT provided $214,558 to build the lighthouse's bicycle trail.
The TE program's goal is to enrich the highway traveling experience through enhancements to our transportation system. TE projects fall into four categories: Multi-Use Facilities such as trails and bicycle lanes; Transportation Aesthetics for landscaping-type projects; Historic Preservation of transportation-related facilities and archeological resources; and Preservation of scenic byways.
"The Georgia DOT understands the importance of managing these programs to build better communities. We are proud of their accomplishment and encourage other states to take notice of their outstanding achievements," said AASHTO Executive Director John Horsley at the annual meeting.

FY2002 strategic plans
On January 22, the Governor's Office of Planning and Budget, the Georgia Technology Authority and the Georgia Merit System jointly presented the 2001 State Strategic Planning Meeting to a full house at the Education Center in downtown Atlanta. Each state agency, board and authority must prepare a consolidated strategic plan integrating distinct Information Technology and Workforce planning -- and submit the entire strategic plan for review by June 30, 2001. To assist in the planning process, OPB, GTA and GMS have developed comprehensive support materials and training sessions.
Guidelines for the planning process are available on the OPB website at http://www.opb.state.ga.us/2001_state_strategic_planning_me.htm. You'll also find a copy of the Governor's State Strategic Plan and several Powerpoint presentations with helpful information. DNR's Harold Reheis is Georgia Trend's

"Georgian of the Year"

H ere's what Georgia Trend magazine had to say in singling out Harold Reheis in their January 2001 issue: "For his deft balancing act over a decade, and for preparing the state for the daunting challenges ahead, Reheis is our Georgian of the Year. More than any public official other than the governor, he holds our economic future in his hands."
As the director of Georgia's Environmental Protection Division, Harold Reheis knows where the interests of business and the environment may clash. Every regulatory decision he makes will affect both the quality of life in Georgia and the state's economic engine. In his 10 years at the helm of EPD, he's won respect as a tough but fair negotiator -- especially in the ongoing "water wars" with Alabama and Florida.
"For the past three years, I've heard a lot of people say that I have the hardest job in state government, and doggone it if I'm not starting to believe it," he says. Reheis must safeguard the drinking water supply for

metro Atlanta and crop irrigation for Georgia farmers -- while coming to terms with highly conflicting agendas from the other states. "The issue is absolutely crucial to our future," Reheis says. "It may be the single biggest thing that I've ever been involved with in terms of impact on Georgia's environment."
But it's not the only project on his plate. The EPD's measures to improve water quality -- the state still doesn't meet federal Clean Water Act standards -- often put the brakes on development. Reheis

Reheis is also tackling Georgia's worsening air quality: not just metro Atlanta, but Macon, Savannah and Columbus are coming under increased scrutiny for their unhealthy smog levels. He stays focused. "Our mission is very simple: clean water, clean air, healthy life, productive home. Every single thing we do fits under those eight words."

DOT Permit Inspector Doug Weldon
Honored for Saving Motorist's Life
T he State Transportation Board recently honored Georgia DOT District Seven Permit Inspector Doug Weldon for his heroic actions when he saved the life of a motorist whose vehicle had veered off the roadway and down a steep embankment.
"Mr. Weldon acted with compassion and heroism," said Georgia DOT Commissioner Tom Coleman before reading the resolution. "His actions were above the call of duty."
On the morning of December 22, 2000, Weldon received a call from his wife, Sherri, on his cell phone as he was returning home from a 12hour shift on snow and ice duty for the Department. She said she had seen a vehicle that had left the roadway on State Route 212 at Honey Creek, and the car was resting in a deep ravine.
When Weldon arrived on the scene, he looked over the guardrail and saw a man lying about ten feet from the vehicle. He quickly called 911 and ran down the embankment to the man's aid. He learned that the 20-year-old driver had been stranded for over nine hours and had serious injuries. Weldon covered the man with his coat and waited with him until the paramedics arrived.
Doctors at the receiving hospital said that Weldon had saved the man's life. The motorist was bleeding and had several broken bones, but at last reports, was recovering well.
"I only did what everyone else would have done," said Weldon. "Nothing would have stopped me from taking the action I took." Weldon, who has been employed with the Georgia DOT since June of 1974, has worked on numerous construction and maintenance projects throughout his career. He also participated in the initial pilot test of Site Manager, a construction management software program, and contributed valuable feedback on improvements needed for the implementation of the system.
