methods, procedures, morale; reduce cost, waste,

errors; eliminate duplication; or save lives, time,

money--then you just might get rewarded through the

Employees' Suggestion Program. Most full time

employees are eligible. However, eligibility will be

determined by each agency.

Some suggestions are ineligible. They include ones

that are considered to be a part of your normal job

responsibilities; ones which are duplicates; sugges-

tions that call attention to the problems but offer no

solution and suggestions not submitted on the proper

form.

So, if you've got a great idea, here's how to submit it:

Complete an official Employees' Suggestion Form.

If your department does not have the form, you

can request it from the Employees' Suggestion

Program by calling 404-657-0577. Or, you may

submit on-line at www.gms.state.ga.us/employee/

esp. On line submissions are User ID and pass-

word protected.

Provide a precise description of your suggestion,

consider how much it will cost to implement, and

how much money or time it will save. Be sure to

explain how and why your idea will lead to some

improvement or savings.

Sgt. Greg Gillis of the Department of Public Safety received the maximum $5000 award and James Blizzard of the Department of Transportation received $1853 for suggestions they made that streamlined state government.

Georgia's State Park System named
best in the country by
Camping Life magazine
Camping Life magazine, a national publication, listed Vogel State Park as one of the top 25 campgrounds in the nation. The magazine also reported that Georgia has the best state park system in the country! Vogel State Park, near Blairsville, is in the Chattahoochee National Forest and is one of Georgia's oldest and most beloved parks. It was the top pick because of its mountain location, and its exceptional maintenance and facilities.
Georgia has 48 state parks with a wide variety of scenery and activities available.
Sgt. Gillis developed a shotgun mount which provides state troopers faster and easier access to their weapons. It was substantially less expensive than commercial mounts and has saved the State of Georgia $144,900, as well as improved safety for state troopers and the public.
Mr. Blizzard made a special wall-mounted rack for housing DOT Area Office Network equipment. This eliminated accidental jarring and improper grounding. This secure stationing of equipment prevents permanent damage to network systems. Commercially made racks cost $400 each. Using his design, their welding shop produces them at a cost of $75. Fifty-seven racks were needed. This was a saving of $18,525 to the state. His award was $1,852.

Use Flex Mastercard for Flexible Spending Accounts

The Georgia Merit System recently announced the implementation of the Flex Convenience Card for State of Georgia Flexible Spending Account (FSA) participants beginning September 1, 2000. The Flex Card allows for easier access to the funds set aside in a participant's Health Care and Dependent Care Spending Account. Participants can transfer funds from their FSA directly to qualified providers to cover expenses while eliminating the need to file a claim form for reimbursement. It is currently being offered at no charge through June 30, 2001.
Employees indicated they understood the tax benefit that FSAs offer, but had major concerns about the paperwork involved with filing claims and the time it took to get reimbursed. The GMS was interested in eliminating these concerns so employees could reap the full benefits of tax-free dollars. The Flex Convenience Card does just that!
Participants using their Flex Card will not be required to submit a claim form to obtain spending account reimbursement. They may, however, be required to submit documentation subsequently upon review of the transaction as part of the audit process and should keep all applicable receipts to verify eligibility of expenses.
"As part of our initial research phase, we spoke with other companies that have been using the card. These companies had very positive comments about the card with one company stating they had a 22% increase in their

FSA enrollment, which they contribute to the card," said Vic Keene, division director of Employee Benefits. " We, too, hope the Flex Card will enable us to experience this same kind of increase with our spending account participation for the 20012002 plan year."
The Flex Card functions through the MasterCard network and can be used at qualified service providers that accept MasterCard. The card is an off-line debit card that maintains participants' FSA balance(s) but offers the same type of protection from unauthorized use as a credit card. It is intended only for eligible services associated with Flexible Spending Accounts. Eligible health care and dependent care expenses include medical deductibles, co-payments not covered by their health plans, prescriptions, dental or vision related expenses and dependent day care. Effective July 1, 2001, there will be an annual fee associated with the activation and use of the Flex Card. Participants will always have the option of choosing whether or not to activate their card and pay the fee or mail in a paper claim for reimbursement. Remember, if you choose to file paper claims, you may complete the Electronic Funds Transfer (EFT) Form so that your reimbursement request is directly deposited to your account within three (3) business days after processing. Betty Pritchett retires after 30 years
If you mention equal opportunity around "The Hill", people automatically think of Betty Pritchett. She's been the authority since back in the seventies. Now, thirty years later, she is ready to retire and looks forward to doing what she loves most-- traveling, spending time with her grandkids ("grands" as Betty says) and a return to counseling. Betty spent her entire career with the Georgia Merit System. Her latest position as Customer Service Division Director.
Asked about the changes she has seen in her three decades of service, Betty said that the most significant piece of legislation to influence her career and the lives of millions of Americans was the Fair Employment Practices Act of 1978, which created the Commission on Equal Opportunuity. On the heels of that, Gov. George Busbee isssued an executive order that, among other things, established the first Council of EEO Officers. Betty joined the Merit System in the early 70's after working as a guidance counselor in a public school. Her first job was investigating charges of discrimination. She trained under the Federal EEOC program and at one time led the investigative team. With a Masters degree in counseling from the Atlanta University Center, her retirement plans include counseling at-risk youth. Betty is loved, respected and admired by all who have had the pleasure of working with her. She leaves a legacy of mutual respect, friendship and hard work to those who will follow in her footsteps.

The Georgia Commission on Equal Opportunity (GCEO) is an impartial fact finding agency that investigates allegations of employment and housing discrimination. GCEO is reaching out to state government entities and their employees to provide training and workshops on employment discrimination awareness, prevention, and how to investigate such complaints in the workplace. Their mission is to ensure equal opportunity to all Georgians in state employment and residential housing by providing quality investigations, education and technical assistance.
Administrator Mustafa A. Aziz, in an effort to promote awareness throughout the state, has instituted a major outreach program. As part of the outreach program, GCEO has teamed with other sate agencies to provide training to state government employees, but also to private citizens and businesses throughout Georgia.
GCEO provides customized training based on the needs of an agency and its employees at a minimum fee to cover the cost of printing. GCEO offers a wide range of specialized training in several areas including sexual harassment, Americans with Disability Act, diversity, basic and advanced EEO.

can help you purchase a house?
Buying a home can be one of the smartest decisions a person can make. It can also be one of the most confusing. Fortunately, the Georgia Department of Community Affairs (DCA) can alleviate some of the fears associated with buying a home. DCA assists many Georgians each year in recognizing their "American Dream" of home ownership by offering two programs that can help potential homebuyers purchase homes with lower monthly payments and smaller down payments.
The DCA Home Buyer Program offers qualified buyers statewide low interest rate financing through more than 60 participating Georgia lenders with over 300 locations statewide. Purchase price limits for this program in the twenty county Atlanta area are $117,711 for new construction and $115,000 for existing homes. Outside the metropolitan Atlanta area, the limits are $104,622 for new construction and $74,393 for existing homes.
To qualify for the Home Buyer Program, buyers may or may not have to be first time homebuyers depending on the county in which the property is located. In addition, they must intend to live in the property for which the loan is being made and meet the income and purchase price limit guidelines. Within the twenty county Atlanta area, the limits are $50,300 for a one-two person household and $55,000 for three or more persons. The income limitations for areas outside of metropolitan Atlanta are $45,200 for a one-two person household and $50,400 for three or more persons.
The Georgia Department of Community Affairs also offers the OwnHOME Program, a delayed repayment second mortgage loan to cover a portion of the down payment, closing costs, and prepaid expenses. These loans range from $1,000 to $5,000 and are made at zero percent interest. Delayed repayment means that the home buyer is required to repay the loan only upon the sale, transfer or refinance of the property or if the home is no longer the borrower's primary residence. To qualify, borrowers must be first-time home buyers, intend to live in the property for which the loan is made, and meet income and purchase price limits. The income limits for this loan vary by county, but the purchase price limits are the same as for the Home Buyer Program. In addition, OwnHOME borrowers must provide a portion of their own funds based on the purchase price of the home. The loans, however, are not available to Department of Community Affairs employees. addresses agency's mission in a unique way
The staff of the Dekalb County Board of Health is promoting health and wellness not only through the work they perform, but also through how they got to work during the last ozone season. As Board of Health Director Dr. Paul J. Wiesner explains, "Our own wellness and that of our fellow Atlantans requires that each of us take steps to reduce our contribution to the area's smog. Each of us can begin thinking about how to improve air quality by examining our personal driving habits."
A member of the Partnership for a Smog-Free Georgia, the Dekalb Board of Health helped improve Atlanta's air quality by encouraging alternatives to employees driving to work alone in their cars. The first step was a survey to assess their current habits. Of the 280 employees (60% of their workforce) who completed the survey, 89% commuted to work alone. Their reasons were use of their car for after-work activities, for work-related trips and for running errands or getting lunch at midday. Top incentives for considering alternative commuting methods were guaranteed transportation for emergencies, access to an agency car for work-related trips and a 15-minute grace period for arriving late due to carpooling.The Board of Health's Smog-Free Georgia committee used this information to promote alternatives to driving alone. The Dekalb County Board of Health's Smog-Free Georgia committee members are: David Pomeroy, Michael Rogers, Beth Ruddiman and Sierran Upton.The survey was conducted with the help of the agency's Quality Improvement Council: Jane Brown, Gwen Butler, Donna Carroll, Shirley Hughey, Vernice Leonard, Mary Lester, Bonnie Miller, Catedra Putmon and Diane Walthour.

McBride, W attersand Young honored by Legislative Black Caucus

The Eighteenth Annual Georgia Legislative Black

Caucus Weekend was held in late September and

celebrated around the state.

The Georgia Legislative Black Caucus (GLBC) is

committed to promoting the general welfare for

minorities and other citizens of Georgia in areas of

critical importance: education, healthcare, criminal

justice, employment, and economic development.

GLBC Chairman Carl Von Epps and GLBC

Advisory Council Chair Brenda Griffin championed

this year's theme, "And Still We Rise...A Promise

to Keep to Our Children," that emphasized the need

to focus on a myriad of challenges children encoun-

ter on a daily basis and the responsibility of mem-

bers of the Caucus as lawmakers, adults and

parents to address them.

high praise from peers and awards for service to

the community and state.

Yvonne McBride, director of the Governor's Office

of Highway Safety, and Marjorie Harris Young,

commissioner of the Georgia Merit System, both

received the coveted Pacesetter Award.

McBride has worked with the GLBC Advisory

Board since its inception and has served in various

capacities. She and GLBC Chairman Epps con-

ceptualized and wrote the initial proposal for the

GLBC Public Information and Education (PIE)

initiative. The GLBC PIE program has reached

thousands of citizens with information pertinent to

the well being of African-Americans in Georgia.

McBride has spent 15 years in government in

Georgia as a committed public service employee.

As a passionate supporter of youth, she has

consistently supported the development of pro-

grams to change the direction of young people who

have been in trouble with the law. While serving in the Department of Human Resources, Division of Youth Services, and the Department of Juvenile

Justice, McBride was instrumental in developing

programs and obtaining funds for intervention and

educational services for troubled youth.

Gilda Watters, director of the Office of Communi-

cations for the Department of Administrative Ser-

vices, is a 20-year veteran of state government.

She has served as chairperson for many statewide

programs and is active in numerous professional

affiliations, community service organizations, and

her church. Watters was presented the Volunteer of

the Year Award for her tireless efforts of volunteer-

ing and contributing her expertise on behalf of the

Caucus, her community, Scouts, and children.

Commissioner Marjorie Young, a recognized

leader at the local, state, and national levels, has

served the state of Georgia for 29 years in the

areas of human resources, public health, quality

Young was instrumental in forming the GLBC

Advisory Board. She chaired the first Board more than 15 years ago, and has since served in various capacities including Counsel to the Chair. A fervent advocate for youth and programs and employers that support them, Young has held leadership positions in many statewide and national efforts on behalf of children and youth. Commissioner Young was recognized by the GLBC for her outstanding career accomplishments in state government. As Senator Charles Walker said when presenting Commissioner Young her award, "Marjorie has the most positive `Can Do' spirit of anyone I know...and she gets the job done." Commissioner Young's dedication, steadfastness, and commitment exemplify the principles on which the Caucus was founded.

State Personnel Board Member Melinda Langston

State Personnel Board Member Natalyn Daniel Cone

The State Personnel Board welcomed two new board members this summer. Melinda Langston has served in various positions throughout state and local government. These positions include Water Utility Management and Water Utility Deputy Director, Director of Legislative Affairs and Special Assistant to the Mayor of the City of Atlanta. A graduate of the University of Georgia, she is a Board member and past president of Georgia Water Wise Council, Member of the American Water Works Association and Literacy Volunteers of America.
Natalyn Daniel Cone has spent much of her professional career teaching and is past Outstanding Teacher of the Year in Alabama. She has also been Science Teacher of the Year, a Carter Center appointee on Middle Eastern and U.S. Relations, and was selected to serve on the state committee to set statewide standards for science and health curriculums.
We welcome both of these highly competent appointees to the State Personnel Board.
