Bill Summary: The Amended Fiscal Year 2019 budget recognizes $435.7 million in additional revenue for a 1.6% increase over the FY 2019 budget passed during the 2018 Special Session. This brings the total appropriation for Amended FY 2019 to $26.9 billion.

HB 23

Public utilities and public transportation; electric membership corporations and their affiliates to provide broadband services; specifically authorize
Bill Summary: House Bill 23 authorizes electric membership corporations (EMCs) and their affiliates to provide broadband services, in addition to authorizing financing and partnerships. This bill prohibits cross-subsidization between an EMC's broadband services and its natural gas and electric activities. To ensure the EMCs do not cross-subsidize, yearly audits will take place. Additionally, the member or customer has the recourse to take a situation to a superior court judge, who will make a ruling on whether or not the EMC has failed to comply with the cross-subsidization clause. Lastly, the bill prohibits EMCs from disconnecting broadband service if the customer does not pay their electric or gas bill and vice versa.
