Bill Summary: House Bill 29 amends the act to incorporate the city of Skidaway Island by providing for two homestead exemptions. The first provides for a $12,000 city tax exemption from the assessed value of the home for each resident. The second provides a homestead exemption, which has the effect of a valuation freeze, for each resident of the city. Lastly, the bill states the election superintendent of Chatham County shall call a special election on the third Tuesday in March 2019 in order to approve the exemptions and incorporate the city within Chatham County.

Clayton County; Board of Commissioners; provide salaries of chairperson and members
Bill Summary: This bill provides for the salaries of the chairperson and members of the Clayton County Board of Commissioners. The chairperson shall receive an annual salary equal to the thencurrent base salary and any cost-of-living and longevity increases of the superior court judges of the Clayton Judicial Circuit, plus $15,000. The chairperson shall also receive an annual expense allowance of $5,000, in addition to being entitled to a county automobile while on county business. The other four members of the board shall receive an annual salary of $35,202 each. The commissioners shall also receive an annual expense allowance of $3,000.

Bill Summary: This bill adds an 11th judge to the Superior Court of the Gwinnett Judicial Circuit. The additional judge is appointed by the governor for a term beginning January 1, 2020 and continuing through December 31, 2022, and until his or her successor is elected. The judge has the same powers, duties, dignity, jurisdiction, privileges, and immunities as other superior court judges, and is authorized to employ court personnel as his or her counterparts in the Gwinnett Circuit. The non-partisan judicial election will be held in 2022. The term, starting January 1, 2023, is for four years.

Economic Development & Tourism Committee
HB 23 Public utilities and public transportation; electric membership corporations and their affiliates to provide broadband services; specifically authorize
Bill Summary: House Bill 23 authorizes electric membership corporations (EMCs) and their affiliates to provide broadband services, in addition to authorizing financing and partnerships. This bill prohibits cross-subsidization between an EMC's broadband services and its natural gas and electric activities. To ensure the EMCs do not cross-subsidize, yearly audits will take place. Additionally, the member or customer has the recourse to take a situation to a superior court judge, who will make a ruling on whether or not the EMC has failed to comply with the crosssubsidization clause. Lastly, the bill prohibits EMCs from disconnecting broadband service if the customer does not pay their electric or gas bill and vice versa.
