HB 509 Georgia Palliative Care and Quality of Life Advisory Council; create; provisions
Bill Summary: HB 509 creates the Georgia Palliative Care and Quality of Life Advisory Council within the Department of Community Health. The commissioner of the Department of Community Health will appoint nine members to the council. Additionally, this bill establishes a state-wide Palliative Care Consumer and Professional Information and Education Program within the department. The purpose of this program is to maximize the effectiveness of palliative care initiatives in Georgia by ensuring that comprehensive and accurate information and education about palliative care is available to the public, health care providers, and health care facilities.

HB 588

Controlled substances; possession of substances containing ephedrine, pseudoephedrine, and phenylpropanolamine and restrictions of sale of products containing pseudoephedrine; change provisions
Bill Summary: HB 588 amends O.C.G.A 16-13-30.3 to include norspseudoephedrine among the definition of drug products that contain ephedrine, pseudoephedrine, or phenylpropanolamine base. Under the provisions of this bill, retail distributors must require customers to issue a valid government ID when purchasing a product containing pseudoephedrine. Additionally, the retail distributor must maintain a record of certain "required information", defined in the bill as the full name and address of the purchaser; the type of government ID; a description of the product purchased; and the date and time of the purchase. Retail distributors must maintain a record of required information for two years.

Further, retail distributors must electronically track such sales using a "real-time electronic logging system", defined in the bill as a system that can track required information and generate a stop sale alert to notify a retail distributor that the purchase exceeds the quantity limits (30 pills, tablets, gelcaps, or capsules; or 9 grams of ephedrine, norspseudoephedrine, pseudoephedrine, phenylpropanolamine base per 30-day period; or 3.6 grams of ephedrine, norspseudoephedrine, pseudoephedrine, phenylpropanolamine base per day in dosage form). The system will also contain an override function to be utilized in the event that the cashier is in imminent danger if the sale is not made; however, the system will still track any override sales. This system must be approved by the Georgia Bureau of Investigation (GBI) and be offered free of charge to the state, retail distributors, and law enforcement agencies.

HB 649

Georgia Lactation Consultant Practice Act; enact
Bill Summary: HB 649, the `Georgia Lactation Consultant Practice Act,' requires the Georgia Composite Medical Board to appoint a lactation consultant advisory committee. The advisory committee will consult the board on the issuance, denial, suspension, and revocation of lactation consultant licenses.

Additionally, the board will have the power and responsibility to enforce the provisions of this act; draft, adopt, amend, repeal and enforce rules it deems necessary for the administration of this act; license qualified lactation consultants; implement the disciplinary process; set standards for competency of licenses; establish examination and licensing fees; and establish continuing education requirements.

The board may grant a license to a person without examination if that person holds a valid license to practice lactation care and services issued by another state if the board feels that the requirements in that state are substantially equal to or greater than in Georgia and as long as the applicant is in good standing with the International Board of Lactation Consultant Examiners.

Each applicant for a license must certification as an International Board Certified Lactation Consultant by the International Board of Lactation Consultant Examiners. Additionally, to receive licensure, the applicant must be at least 18 years old and pass a criminal background check.

Health; certain nondiagnostic laboratories not subject to state licensure as a clinical laboratory; provide
Bill Summary: HB 780 excludes laboratories which are nondiagnostic only and regulated pursuant to the federal Clinical Laboratory Improvement Amendments from the definition of "clinical laboratory". These nondiagnostic labs examine human blood or blood components intended for use as a source material for the manufacture of biological products, whereas diagnostic labs examine blood for medical purposes such as recommendation of treatment of any disease.

Bill Summary: House Bill 801 provides for the addition of a computer science class in the category of advanced science to satisfy the eligibility requirements to receive the HOPE scholarship. The bill also adds certain STEM courses, as identified by the Board of Regents, to the classes eligible for the 0.5 point grade increase granted to equalize grade point averages (GPAs) of students taking college level courses while in high school.

Bill Summary: HB 593 allows for the Division of Low-voltage Contractors to have no more than four hours of board-approved continuing education annually. Continuing education courses or programs conducted by manufacturers specifically to promote their products are not allowed. In addition, the Division of Low-voltage Contractors shall be able to waive the continuing education requirements in circumstances as the division deems appropriate.
