HB 219 - Antifreeze; include aversive agent to render it unpalatable; provisions
- BILL SUMMARY: HB 219 requires that antifreeze sold in the state must include a bittering additive. The purpose of the bill is to prevent ingestion by animals and people, which can result in injuries and deaths from poisoning. A chemical commonly found in antifreeze is toxic, and antifreeze has a sweet smell and taste. The bittering additive, denatonium benzoate, makes antifreeze unpalatable to both humans and animals. This same chemical is commonly added by manufacturers of household products to prevent ingestion. The bill includes limitation of liability for individuals or entities that sell or manufacture antifreeze, but include the additive as required by law. The bill gives a two year grace period, allowing manufacturers and retailers until July 1, 2011 to become compliant. - Authored By: Rep. HB 905 - Quality Basic Education Act; capital outlay funds; provisions

HB 906 - Elementary and secondary education; annual contracts; temporarily extend deadlines
- BILL SUMMARY: This bill is meant to temporarily extend the deadlines for schools to issue contract or letters of intent for certified personnel in elementary and secondary education for renewing their annual contracts. For the years 20102011, 2011-2012 and 2012-2013 the local governing board shall have till May 15th of the current school year. - Authored By: Rep. HB 907 - Quality Basic Education Act; organization of schools, programs, and scheduling; revise certain provisions
- BILL SUMMARY: House Bill 907 is a bill relating to the "Quality Basic Education Act" and revising certain provisions of the middle school program. This bill will make it possible for middle school systems to receive money with any combination of grade levels for the housing of students. In current law, the school could only receive funds if it housed the middle school grades six, seven and eight together. Now it is up to the local system to decide how to organize the housing of the students. This bill also takes a look at the education schedule for the students. The local school board is still required to provide a minimum of 5 hours instructional classes but does not have to include remedial courses for those students who are not performing on grade level.

HB 923 - Quality Basic Education Act; salary schedules for certificated personnel; revise provisions
- BILL SUMMARY: House Bill 923 deals with certified personnel being placed on the state salary schedule based on their leadership degree but is not in a leadership position. This does not apply to an educator who possessed a leadership degree prior to July 1st 2013, as long as they were enrolled in an educator leadership preparation program on or before April 1st 2009. - Authored By: Rep. HB 916 - Retirement ages; nullify application for retirement; provisions
- BILL SUMMARY: This legislation clarifies requirements for members returning to service after retirement. Specifically, a member that has not reached normal retirement age (60 with at least 10 years of service) on the effective date of their retirement is required to wait two consecutive calendar months prior to returning to employment. The employer of the member is also required to certify that no agreement exists to allow such employee to return to service, including service as an independent contractor.
Members that have reached normal retirement age and return to service as a independent contractor are required to have their employing agency provide the Board of Trustees with certification that: The contracting entity has multiple employees; The contracting entity has multiple contracts, and the contracts are not limited to employers; and The contractual relationship with the employer was not created to allow a retired employee to continue employment after retirement in a position similar to the one held before retirement. - Authored By: Rep. HB 897 - Sexual offenses; assault against persons in custody; change certain provisions
- BILL SUMMARY: This bill cleans up the current code section relating to sexual assault against persons in custody and sexual assault when such person has supervisory or disciplinary authority over another person.
It also addresses the GA Sup. Ct. decision in Chase v. State, which held that the code section as written does not preclude consent as a defense to sexual assault. The Court stated that only the Legislature could address the consent issue. This bill explicitly states that "Consent of the victim shall not be a defense to a prosecution under this code section." - Authored By: Rep.
