SB0145 Cosmetologists; define terms; qualifications; certificate for registration for hair braiders/designers
- SB 145 reduces the current requirements for hair braiders and hair designers in Georgia by creating a separate license for hair braiders and hair designers. SB 145 adds the definition of a "hair braider" and a "hair designer," and denotes the difference between the two. Likewise, a definition of "school of hair braiding" and "school of hair design" is differentiated. SB 145 would provide that any person calling himself a hair braider or hair designer would first need a certificate of registration to lawfully perform these services. Under SB 145, it would likewise be unlawful for a hair braiding or hair design shop or school to operate without a certificate of registration. SB0380 Agricultural Commodity Commission; equines; definitions; change provisions
- This bill creates an Agricultural Commodities Commission for Equines, which would aid in advertising, sales and trade promotion. The commission is to be composed of the Commissioner of Agriculture (ex-officio), the president of the Georgia Farm Bureau (ex-officio), one member selected by the Senate Agriculture and Consumer Affairs committee, one member selected by the House Agriculture and Consumer Affairs committee, and five additional members who shall be appointed by the members of the commission specified above. The sale of license plates depicting the equine industry are to be used to fund the commission. At least 1000 plates must be pre-sold and the legislation for such plates is in the omnibus plate bill before the legislature. A constitutional amendment must be ratified to designate license plate funds for the Agricultural Commodities Commission for Equines. SB0191 Environmental Advisory; expedited review for permits under contract
- This bill is intended to address two key issues: (1) expedited permitting for environmental permits issued by the Georgia Environmental Protection Division (EPD), and (2) to address the issue of speculative water withdrawal permit applications stemming from the moratorium in the Flint River Basin. Section 1 deals with expedited permitting from EPD would allow the Director of EPD to designate certain qualified individuals to evaluate and recommend approval for environmental permits. Authority for permit issuance remains with the Director, but applicants could pay to have their permit applications expedited in this way. The remaining sections of the bill address the issue of speculative water withdrawal permits in the Flint River Basin for both surface water and groundwater. Representatives from all sides of the issue, including a stakeholder involvement group, have come together to identify a workable solution to this problem. The bill would provide for a non-refundable $250 permit application fee for applications received on or after the effective date of this legislation (upon signature of the Governor). Further, provides for a 25 year term-limit on permits issued, which may be renewed at the original permitted capacity unless an evaluation of the water supply indicates that the renewal at original capacity would have unreasonable effects upon other water uses. The bill does provide for transfer of the permit with the land to the new owner should the land be sold. Provides for revocation of the permit if water use has not commenced within two years unless the permittee can reasonably demonstrate that his or her nonuse was due to financial hardship or circumstances beyond his or her control. - Authored By: Sen. - This bill provides that no classroom teacher shall be requires, coerced, intimidates, or disciplined in any manner to change the grade of a student, and if the aforementioned occurs, it shall constitute an ethics violation reportable to the Professional Standards Commission. This shall not prevent a school administrator from discussing a student's grade with a teacher. This does not prevent a central office administrator, superintendent or local school administrator from changing the grade provided that the person responsible for the change must be indicated on the student's record. SB0413 Compulsory School Attendance Law; exemptions; provide local board of education policies; minimum annual attendance; change provisions
- Section 1 of this bill changes the age for mandatory attendance in schools from sixteen to fifteen. It further provides that an unemancipated minor older than the age of mandatory attendance may not withdraw without written parental consent and for a conference between the parent, student, and principal or designee to inform the student of the consequences of that decision. It also provides for local school boards to adopt policies on withdrawal. Section 2 changes an exemption from completion of all grades to requirements for a high school diploma. Section 3 changes compulsory attendance from ages seven to sixteen to ages six to fifteen. Section 3.1 eliminates the requirement for school bus route schedules. Section 4 provides for annual written parental or legal guardian permission in order for students to join specifics clubs or activities. It also requires annual notification of information regarding the specific clubs or activities. SB0500 2006 Georgia Accuracy in Elections Act; permanent paper record of votes; provide for pilot program/electronic voting
- This bill requires all electronic recording voting systems to produce a permanent paper record of the votes recorded on such systems for each voter. SB 500 gives the voters an opportunity to verify such record after voting. This bill also provides for certain storage devices for such systems and for the retention of records for use in recounts and election challenge proceedings. - This bill relates to requirements for real estate appraisers. It provides for their removal from the board if a conflict of interest exists, and changes standards for the education of real estate appraisers. SB 547 further provides reasons for removing a member of the Georgia Real Estate Commission and provides grounds for denying a real estate license. The bill regulates the approval of licenses for real estate schools and allows for the regulation of granting, revoking, or suspending a real estate license. SB0622 Hospital Acquisition; notice of acquisition to Attorney General; change provisions
- This bill addresses the notice provisions that accompany the acquisition of a hospital. Currently, the Attorney General must provide a hearing before a hospital is acquired. The bill allows parties that withdraw a planned acquisition to provide the Attorney General with 30 (as opposed to 90) days notice if the transaction is renewed within one year after the cancelled hearing.
