Aquaculture Bill Becomes Law

Legislation Spearheaded by Middle Georgia Lawmakers

Atlanta - State Representative Robert Ray (D-Fort Valley) and State Representative Lynmore James (D-Montezuma) announce HB 1766 became a law on Monday, May 17th. HB 1766 was sponsored by the two Middle Georgia lawmakers and was attached to another piece of related legislation that was signed into law by the Governor at the beginning of the week.

The measure makes the Georgia Center for Aquaculture Development at Fort Valley State University a state-wide center for providing information, conducting research and development, and training on technology transfer of fresh-water and marine aquaculture. It also provides for the Aquaculture Division to regulate production of pacific white shrimp in Georgia and provides for the establishment of required best management practices for aquaculture operations which produce pacific white shrimp. Lastly, the legislation creates an aquaculture division within the Georgia Department of Agriculture for Pacific White Shrimp.

"This is much needed legislation that will help grow a type of farming quickly gaining in popularity throughout the state," said Rep. Ray. "Aquaculture is a means by which the U.S. and especially Georgia, can regain a firm foothold in the shrimp market. Over the past 3 years, Georgia has invested close to $1 million to demonstrate indoor and outdoor production."

According to Rep. James, "Florida's net sales of aquaculturally produced shrimp were almost $7.5 million last year and by acres, shrimp have increased in that state from 36 in 2001 to 170 in 2002. If it can be successful in Florida why can't it be successful here in Georgia? This legislation will help Georgia compete in the market."

Rep. Ray chairs the Agriculture and Consumer Affairs Committee and serves on the Appropriations and Rules committees. Rep. James is Vice-Chair of the Agriculture and Consumer Affairs Committee and serve on the Banks and Banking, Appropriations and Policy committees.
