PURCELL BILL COULD CLEAR WAY FOR GRANTS H.B. 984 Aims To Allow Change In Tier Classification
Atlanta- A bill authored by Rep. Ann Purcell, D-Rincon, which has passed the House, would allow the Department of Community Affairs to adjust the way economic development grants and incentives are given to counties which are contiguous to military bases and have a poverty level of 15 percent or above.
A four tier system, with a one rating being the least developed and four the most affluent, determines how grants and economic enhancements are distributed throughout the state.
According to Purcell, because coastal Georgia's Bryan County is divided by an expansive firing range, the county's Tier 3 rating does not fairly reflect its northern portion's need for economic development and other assistance.
"It is like two different communities," Purcell said. "North Bryan's potential has not been adequately developed and should be in a different tier rating."
"We need to allow more flexibility in rating a county such as Bryan that is divided by a military base so that we can get state help to develop industry and create jobs," Purcell said. "This legislation will help us have a broader economic base in the northern end of the county."
"While the southern area of the county has low unemployment and high income, the northern part of Bryan needs a way to be able to get and apply for grant money without being in the high tier level in which the county has been placed," Purcell said. "It has not fairly been taken into account or recognized that here we have this firing range that makes us unique from any other county throughout the state of Georgia," Purcell said.
"This will bring economic development not only to Bryan County," Purcell said, "Effingham, Chatham, Liberty, Evans, Tattnall and Bulloch counties as well would benefit."
The measure only applies to Georgia counties with census tracts which are contiguous to military bases and have a 15 percent or greater poverty rate.
House Bill 984 passed the House 162-2 and now goes to the Senate for consideration.
