School Councils would see Revamp under House Bill

Aim is for Greater Flexibility
Atlanta The Regional Service/State Board of Education sub-committee of the House Education Committee has taken up HB 390 which revamps mandated school councils. Representative Gail Buckner (D-Jonesboro), author of the legislation, presented the recommended changes before fellow lawmakers.

"This bill will return the responsibilities of a school council to better reflect my original legislation that I submitted in 2002," said Buckner. "The final mandate that was signed into law had been changed to be way too prescriptive. Our local school councils are struggling under this heavy handed law."

Key items in Rep. Buckner's bill include eliminating the mandate for 12 annual meetings and the long list of mandated activities. "By simply changing shall to may in the law, we can provide better flexibility. My goal is to see school councils focus on student achievement," said Rep. Buckner.

School councils exist in 95 % of the schools throughout Georgia. Current law mandates at least one member from the business community shall serve on each school council.

Buckner, a lawmaker since 1990, chairs the Administrative Services Committee and serves on the Appropriations, Higher Education and Economic Development and Tourism committees.
