House Continues Probe into HOPE Scholarship Program
Aim is to Keep Program Solvent in the Face of Rising Costs
Atlanta The Joint House and Senate HOPE Scholarship Study Committee held it third in a series of five meetings today, September 18th. The committee, which is co-chaired by Representative Louise McBee, D-Athens, is conducting a study of the conditions, needs, and issues related to the HOPE Scholarship's economic viability. They will use this information to make recommendations to the General Assembly on how best to preserve this highly successful program for Georgia's future generations.
Today's hearings brought testimony from a team of economic and public policy researchers from the University of Georgia and Georgia State University. The research team warned committee members that competition from other states, along with a normal reduction in enthusiasm among players as the program's newness wears, will likely begin to slow the lottery receipts. Costs for the program could outpace lottery collections as early as 2005.
The HOPE Scholarship, which is funded entirely by lottery proceeds, pays for tuition, books and other fees for Georgia students who graduate with a `core curriculum' course average of at least a `B' and maintain those grades throughout college. More than 675,000 students have received the HOPE Scholarship since 1993 at a cost of $1.8 billion.
The committee is considering a number of cost cutting suggestions, including:

limiting student benefit eligibility to 8 semesters, or 5 academic years
<
eliminating add-on programs which were included when lottery funds were flush
<
standardizing in-state eligibility requirements for all HOPE recipients
<
standardized grading process across the state in all school systems
<
including some type of testing into the formula for calculating HOPE eligibility
The Joint HOPE Scholarship Study Committee will meet again on October 22, 2003 at 10:00 a.m. in room 403 of the State Capitol.
