Additional House Standing Committees Proposed Independent Ethics Counsel Also in Works

Atlanta State Representative Terry Coleman (D-Eastman) and Rep. Dubose Porter (D-Dublin) along with other members of the leadership announce changes planned for the Standing Committees System of the House of Representatives. These committees consider by subject area the thousands of bills and resolutions introduced each year in the General Assembly which range from topics including state budgeting, the courts, public health and taxation.

The first proposed change would split the House Industry Committee into two separate committees. One being the Public Utilities and Telecommunications Committee and the other the Economic Development and Tourism Committee. Another change is renaming the House Regulated Beverage Committee to the House Regulated Industries Committee to handle a broad range of issues. An example would be anything affecting the lottery. A new committee on Arts and Humanities is also planned.

"The House is reliant on the committee system and leadership provided by the committee chairs," Rep. Coleman said. "With the volume and variety of legislation introduced during a session these additions should relieve some overworked committees whose meetings can stretch well into the night and provide a more accurate review by the members empaneled to study and make recommendations concerning the bills and resolutions in the areas of their expertise."

A Special Ethics Counsel has also been proposed by the Leadership. "I have spoken with the Attorney General, Chairman of the Ethics Committee, Chairman of the Judiciary Committee and Chairman of the Special Judiciary Committee and they are all in favor of an independent counsel," said Coleman. "I'll ask the chair of the Ethics Committee and others to work with the Attorney General to propose the role of the Special Ethics Counsel. Maintaining the integrity of the House of Representatives is of the upmost importance and I would like to see this done in the beginning of the session."
