Only one measure reached the House floor today. SB 177 dealt with brokers

and companies who sell insurance for special events such as auto races, tractor

pulls and the like. The plan, which passed by a vote of 166-2, required such

entities to have a minimum of $3 million in capital and surplus, and to be approved

by the Insurance Commissioner's Office as institutions of `character,

trustworthiness and financial integrity. Furthermore, SB 177 allows such insurers

a ten day window to request a hearing following the denial of a rate increase

request.

The House also voted 133-17 to reconsider their action in failing to give HR

391 the required 120 votes necessary for passage. HR 391-- which deals with

local governments authority to use ad valorem tax adjustment as an incentive to

persuade owners to repair their blighted properties-- now goes back onto the

general calendar, and will be available for consideration tomorrow.

A number of bills are still working their way through the committee

process. The 180 member Georgia House is broken down into thirty-two standing

committees which review, by subject area, thousands of bills and resolutions

proposed each year aimed to amend Georgia statute. Without this process,

legislators would be literally overwhelmed with mountains of legislative proposals

and all related information.
