The seventeenth day of the 2008 legislative session was called to order by Lieutenant Governor Casey Cagle.
Senator Don Thomas of the 54th stated that the journal had been read and was found to be correct.
Senate Bills 449-459 and House Bills 494, 919, 930, 931 and 1127 were read for the first time and assigned to committees. The clerk of the Secretary of Senate then read the reports of standing committees and second readers.
After the morning roll call, Sen. Ronnnie Chance of the 16th led the Senate in the Pledge of Allegiance. He then introduced the Chaplain of the Day, Dr. George Dillard of Peachtree City Christian Church, who led the Senate in the daily devotional.
Sen. Steve Thompson of the 33rd rose on a Point of Personal Privilege to announce the passing of Representative Travis Duke the first Republican representative of South Cobb County.
Sen. Chance took the well on a Point of Personal Privilege to recognize his in-laws visiting the Capitol from England, Mike and Ann Stephens, seated in the Senate gallery.
Senate Resolutions 862 and 895-907 were read and adopted.
The clerk read SR 791, which congratulates the G.W. Carver High School football team on winning the 2007 Class AAA State Championship. Sen. Ed Harbison of the 15th took the rostrum to introduce the team and recognize students seated in the Senate gallery.
The clerk read SR 751, which recognizes today as Community Health Centers Day at the Capitol. Sen. Greg Goggans of the 7th took the rostrum to speak to the resolution and

acknowledged members of the Georgia Association of Primary Healthcare seated in the Senate gallery.
The clerk read SR 843, which commends Miss Laura Brett Harshbarger of Milledgeville on winning the 2008 Georgia Junior Miss Competition. Sen. Johnny Grant of the 25th took the rostrum to honor Miss Harshbarger and announce that today is Milledgeville Day at the Capitol.
The Local Consent Calendar, consisting of SB 324 and 398 and HB 1007, was passed by a vote of 51 to 0.
President Pro Tempore Eric Johnson of the 1st took the rostrum to introduce the Doctor of the Day, Dr. Wade Fletcher of Savannah. Sen. Cecil Staton of the 18th took the well to introduce the second Doctor of the Day, Dr. Antoine Trammell of Macon.
The clerk read SB 382, which expands the short-term hunting license for residents from one to three days. Sen. Bill Heath of the 31st took the well to explain the bill.
SB 382 passed by a vote of 52 to 0. Sen. Johnson took the gavel to preside over the Senate. The clerk read SB 393, which will restrict local governments' power to require the payment of any fee for pawnbroker transactions or restrict the hours of operation of pawnbrokers. Sen. Chance took the well to explain the Committee Substitute. The Committee Substitute to SB 393 was adopted unanimously. SB 393 passed by substitute by a vote of 51 to 3. Following the morning announcements, Majority Leader Tommie Williams of the 19th moved the Senate stand adjourned until 9:00 a.m., Thursday, February 14.
