The tenth day of the 2008 legislative session was called to order by President Pro Tempore Eric Johnson of the 1st.
Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct.
Senate Bills 383, 391-400, Senate Resolution 796, House Bills 881, 1007, 1008, 10101013 and House Resolution 1025 and were read for the first time and assigned to committees. The clerk then read the reports of standing committees and second readers.
Following the morning roll call, Sen. Nan Orrock of the 36th led the Senate in the Pledge of Allegiance. She then introduced the Chaplain of the Day, Reverend Quinten Gresham of Mount Carmel AME Church in Atlanta, who led the Senate in the daily devotional.
Sen. Balfour moved to disagree to the House substitute to HB 89, the Business Security and Employment Act, which allows employees who are licensed to carry a firearm to keep their weapon in a motor vehicle while parked on company property. There was no objection, and the Senate disagreed.
SR 789-796 were read and adopted.
Sen. Gail Davenport of the 44th took the rostrum to introduce Mwangi Mukami of the Martin Luther King, Jr. Africa Foundation.
SR 797, which recognizes and commends the late R.T. Stanley, Sr. and his son R.T. Stanley, Jr. for outstanding contributions, was read and adopted.
The Local Consent Calendar, consisting of House Bills 932-936, was adopted by a vote of 52 to 0.

The clerk read SB 360, which seeks to raise reimbursement rates paid to counties for housing state inmates.
Sen. Johnny Grant of the 25th took the well to explain the bill. He yielded to questions from Senators Steve Thompson of the 33rd and Regina Thomas of the 2nd.
The Committee Substitute to SB 360 was unanimously adopted. SB 360 passed by Committee Substitute by a vote of 51 to 0. Sen. Valencia Seay of 34th took the well on a Point of Personal Privilege to announce that today is National Go Red for Women Day. The clerk read SB 369, which allows active duty or retired military personnel seeking a disabled parking permit to submit an affidavit to an active duty military physician. Sen. John Douglas of the 17th took the well to explain the provisions of the bill. SB 369 passed by a vote of 54 to 0. Majority Leader Tommie Williams of the 19th took the well on a Point of Personal Privilege to urge the Senate to sign Lieutenant Governor Casey Cagle's Georgia Health Marketplace Act. Sen. Judson Hill of the 32nd took the rostrum to introduce the Doctor of the Day, Dr. Karina Belinfante of Sandy Springs. Following the announcements, Majority Leader Williams moved the Senate stand adjourned until 1:00 p.m., Tuesday, February 5.
