The twenty-third day of the 2007 legislative session was called to order by Lieutenant Governor Casey Cagle.
Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct.
Senate Bills 184-200, Senate Resolutions 296-299, 301 and 309 and House Bills 134, 136, 153, 168, 239, 406, 409, 411 and House Resolution 258 were read for the first time and assigned to committees. The clerk of the Secretary then read the reports of standing committees and second readers.
Sen. Jeff Mullis of the 53rd took the rostrum to welcome a leadership group from Catoosa County.
After the morning roll call, Sen. Ron Ramsey of the 43rd then took the rostrum to lead the Senate in the Pledge of Allegiance. Sen. Ramsey introduced the Chaplain of the Day, Bishop Jim Swilley of Church in the Now in Conyers, who led the Senate in the daily devotional.
SR 292-295, 300 and 302-308 were then read and adopted.
The Senate Local Consent Calendar, consisting of SB 107 and HB 223, was adopted by a vote of 52 to 0.
The Secretary read SB 84, which will protect members of the U.S. armed forces from unscrupulous practices regarding the marketing and sale of insurance.
Sen. David Shafer of the 48th took the well to present the bill, urging the Senate's favorable consideration.
SB 84 passed by a vote of 54 to 0.

Sen. Chip Pearson of the 51st took the rostrum to present the Doctor of the Day, Dr. Doug Nuelle of Blue Ridge.
The Secretary read SB 95, which will require that a vending machine which dispenses cigarettes, tobacco products or tobacco-related objects shall not dispense any non-tobacco products, other than matches or lighters.
Sen. Joseph Carter of the 13th took the well to present the bill.
Sen. John Wiles of the 37th took the well to speak in support of the bill.
SB 95 passed by a vote of 53 to 0.
SR 81 was read. The resolution condemns Iran's nuclear program and its support of terrorism, and holds Iranian-sponsored terrorists responsible for their actions.
Sen. Judson Hill of the 32nd took the well to explain the resolution. He yielded to questions from Sen. George Hooks of the 14th.
SR 81 was adopted 48 to 0.
The Secretary read HR 21, which will designate the Dalton Regional Youth Detention Center as the Elbert Shaw, Jr. Regional Youth Detention Center.
Sen. Don Thomas of the 54th took the well to describe Mr. Shaw's service in the Dalton area.
HR 21 was adopted by a vote of 51 to 0.
SB 60 was read. The legislation creates the Georgia Trauma Commission.
Sen. Cecil Staton of the 18th took the well to present the Committee Substitute and Amendment 1. He described some minor language changes put forth by Amendment 1.
President Pro Tempore Eric Johnson of the 1st took the gavel to preside.
Sen. David Adelman of the 42nd took the well to speak in support of SB 60.
Amendment 1 was adopted by a vote of 41 to 0.
The Committee Substitute was adopted as amended by a vote of 46 to 0.
SB 60 passed by substitute by a vote of 51 to 0.
Following the announcements, Majority Leader Tommie Williams of the 19th moved that the Senate stand adjourned until 10:00 a.m., Thursday, February 22.
