The tenth day of the 2007 legislative session was called to order by Lieutenant Governor Casey Cagle.
Senator Don Thomas of the 54th stated that the journal had been read and was found to be correct.
Senate Bills 63-75 were read for the first time and assigned to committees. The clerk of the Secretary then read the second readers.
Following the afternoon roll call, Lt. Gov. Cagle recognized Sen. Michael Meyer von Bremen of the 12th, who took the rostrum to lead the Senate in the Pledge of Allegiance. Sen. Meyer von Bremen then introduced the Chaplain of the Day, Reverend Garth D. Barton of Fort Gaines United Methodist Church, who led the Senate in the daily devotional.
There were no Points of Personal Privilege.
Senate Resolutions 93, 94 and 96-103 were read and adopted.
Sergeant-at-Arms Lorenzo Wallace escorted Sen. Judson Hill of the 32nd and his guests, members of a delegation representing the state of Israel, to the rostrum.
The Secretary then read SR 95, which recognizes the friendship between Georgia and Israel and expresses appreciation to Consul General Reda Mansour and others for their tireless efforts to promote peace and grow business, cultural and educational ties between the U.S. and Israel.

Sen. Ross Tolleson of the 20th recognized the Perry Leadership group, who were seated in the Senate gallery.
Sen. Horacena Tate of the 38th took the rostrum to introduce the Doctor of the Day, Dr. Harrison Rogers, Jr. of Atlanta.
The Secretary read SB 8, which would change certain provisions regarding the payment of interest in property tax appeals.
President Pro Tempore Eric Johnson of the 1st took the well to present the Committee Substitute, which caps the amount of interest a property owner would be responsible for if he or she loses an appeal of his or her valuation. He yielded to questions from Senators Steve Thompson of the 33rd and George Hooks of the 14th.
The Committee Substitute to SB 8 was adopted by a vote of 46 to 0. SB 8 passed by substitute by a vote of 53 to 0. Sen. Jack Hill of the 4th took the well to invite Senators to the Taste of Effingham reception at the Georgia Train Depot tonight. Following the announcements, Majority Leader Tommie Williams of the 19th moved that the Senate stand adjourned until 10:00 a.m., Tuesday, January 30.
