The twentieth day of the 2006 legislative session was called to order by Lieutenant Governor Mark Taylor.
Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct.
Senate Bills 554-570; Senate Resolutions 873-876, 937, 938; and House Bills 560, 661, 724, 955, 1032, 1157, 1182, 1211, 1226 and 1425 were read for the first time and assigned to their respective Committees.
Following the reports of Standing Committees and the second reading of Bills and Resolutions, the morning roll call was then taken.
Lt. Gov. Taylor then recognized Sen. Jeff Mullis of the 53rd to lead the Senate in the Pledge of Allegiance. Sen. Mullis introduced the Chaplain of the Day, Pastor Paul O'Neal of Shiloh Baptist Church in Rossville, who led the Senate in the daily devotional.
President Pro Tempore Eric Johnson of the 1st moved that pursuant to Senate Rule 8-1.8 that the Senate change the order of business to move directly to the third reading of bills and resolutions.
The Local Consent Calendar, consisting of SB 518 and 519, passed by a vote of 44 to 0.
The Secretary then read SR 700, and Sen. Bill Hamrick of the 30th took the well to present the measure, which creates and continues the Juvenile Law Commission.
SR 700 was adopted by a vote of 46 to 0.
SR 785 was read, and Sen. Johnson took the well to explain the resolution, which creates a Joint Comprehensive State Trauma Services Study Committee. He yielded to questions from Sen. Renee Unterman of the 45th.

SR 785 was adopted by a vote of 47 to 0. Sen. Judson Hill of the 32nd was recognized to introduce the Doctor of the Day, Dr. Susan Glander of Atlanta. The Secretary then read SB 436, which changes certain provisions relating to meetings of the State Board of Technical and Adult Education. Sen. Johnny Grant of the 25th took the well to present the bill. SB 436 passed by a vote of 46 to 0. SB 507, which is designed to attract physicians to rural areas by revising provisions regarding priority for certain specialties was read. Sen. Don Thomas of the 54th took the well to explain the bill. SB 507 passed by a vote of 50 to 0. Sen. Bill Heath of the 31st moved that SB 335 be withdrawn from the Judiciary Committee and committed to the Transportation Committee. Without objection, the motion carried. Sen. Johnson moved that the Senate stand in recess in order to insist on the Senate position on SB 1026, the FY2006 Amended Budget, and that at the appropriate time, a committee of conference be appointed consisting of Sens. Tommie Williams of the 19th, Jack Hill of the 4th and Bill Stephens of the 27th. SR 874-876, 937 and 938 were read and adopted. The Local Consent Calendar of Privileged Resolutions, consisting of SR 877-936, was adopted. Majority Leader Williams then moved that pursuant to HR 1344, the Senate stand in recess until 5 p.m., and then adjourn until Tuesday, February 21 at 1:00 p.m. Following the announcements, the motion carried and the Senate stood adjourned.
