The eleventh day of the 2006 legislative session was called to order by Lieutenant Governor Mark Taylor.
Senator Don Balfour of the 9th stated that the journal had been read and was found to be correct.
Senate Bills 471-497; Senate Resolutions 760, 763, 764, 769 and 782; House Bills 494, 950, 1034-1039 1102, 1117-119 and House Resolution 1041 were read for the first time and assigned to their respective Committees.
Following the report of Standing Committees and the second reading of Senate Bills and Resolutions, the morning roll call was taken.
Lt. Gov. Taylor then recognized Sen. Horacena Tate of the 38th to lead the Senate in the Pledge of Allegiance. Sen. Tate introduced the Chaplain of the Day, Bishop Lindsey Davis of the North Georgia United Methodist Conference, who led the Senate in the daily devotional.
The Secretary then read SR 780. Without objection, it was adopted. President Pro Tempore Eric Johnson of the 1st and Sen. David Adelman of the 42nd spoke to the Resolution honoring Sen. Terrell Starr of the 44th for his service during World War II. Sylvia Wygoda, members of the Georgia Holocaust Commission and Holocaust survivors honored Sen. Starr with a statuette featuring the State Seal being carried by an American Bald Eagle.
The Secretary then read SR 745, which commends Honorable Shoji Ogawa, Consul General of Japan. Without objection, it was adopted. Sen. Adelman spoke to the Resolution and introduced Consul General Ogawa to the Senate, who thanked the Senate and spoke briefly concerning Japanese interests in Georgia.

The Secretary then read SR 665, which expresses regret at the passing of Specialist Marcus Shawn Futrell. Without objection, it was adopted. Sens. Cecil Staton of the 18th and John Douglas of the 17th spoke to the Resolution and held a moment of silence in honor of Specialist Futrell of Macon, who died as a result of injuries that he received in the Dhi Quar Province of Iraq.
Sen. Dan Moody of the 56th was recognized to introduce the Doctor of the Day, Dr. Earl Grubbs.
The Secretary then read SR 735, which commends the class of Youth Leadership Baldwin 2006. Without objection, it was adopted. Sen. Johnny Grant of the 25th spoke to the Resolution and introduced members of the group, which is a program of the MilledgevilleBaldwin County Chamber of Commerce and Leadership Baldwin Alumni. It provides an invaluable learning experience for the future leaders of Baldwin County
Sen. Robert Brown of the 26th took the well on a Point of Personal Privilege to speak to the Senate about the light agenda before the Senate on the 11th day of the session.
There were no unanimous consents or motions to withdraw and commit.
Privileged Resolutions 742, 743, 748-759, 761, 762, 765-768, 770-779, 781, 783 and 784 were read and adopted.
The Secretary then read SR 686, designating the J. Alton Wingate, Sr. Memorial Parkway in Habersham County. Sen. Nancy Schaefer of the 50th took the well to present the resolution.
SR 686 was adopted by a vote of 51 to 0.
The Secretary read SR 782, relating to a joint session of the House and Senate for the purpose of hearing a message from Major General William G. Webster. Then Sen. Johnson spoke to the resolution. He yielded to questions from Sen. Steve Thompson of the 33rd.
Majority Leader Tommie Williams of the 19th moved that the Senate stand adjourned until Thursday, February 2 at 10:00 a.m. Following the announcements, the motion carried and the Senate stood adjourned.
