The first day of the 2006 legislative session was called to order by Lieutenant Governor Mark Taylor.
Following the morning roll call, Lt. Gov. Taylor led the Senate in the Pledge of Allegiance, and introduced the Chaplain of the Day, Pastor William E. Flippin of Greater Piney Grove Baptist Church in Atlanta, who led the Senate in the daily devotional.
Lt. Gov. Taylor then introduced the Doctor of the Day, Dr. Bobby Kaufman of Sandy Springs.
Lt. Gov. Taylor then welcomed Sen. Ed Tarver of the 22nd as the newest member of the Georgia State Senate. The Secretary read a directive from Secretary of State Cathy Cox, certifying the special election of Sen. Tarver from the 22nd Senate district. The Senate then stood in applause to welcome Sen. Tarver and his wife, Beverly, to the state senate.
Lt. Gov. Taylor greeted the Senate and welcomed members to the 2006 session of the Georgia General Assembly. He then recognized President Pro Tempore Eric Johnson of the 1st to offer greetings.
President Pro Tempore Johnson took the rostrum and welcomed Senators, specifically Sen. Tarver, and thanked Lt. Gov. Taylor for his years of service to our State.
Senate Bills 378 and 381-386 and Senate Resolution 641 were then read for the first time and assigned to committees.
SR 643, recognizing January 24, 2006, as LaGrange College Day, was also read and adopted.

19th, Minority Leader Robert Brown of the 26th, and Senators Terrell Starr of the 44th, Nancy Schaefer of the 50th, David Adelman of the 42nd and Ed Tarver to a committee to notify the Governor that the Senate has convened.
SR 644, notifying the House of Representatives that the Senate has convened, was read and adopted.
House Resolution 1044, relative to adjournment for the Rev. Martin Luther King, Jr. state holiday and for other purposes, was read and adopted.
HR 1043, ordering a joint session of the House and Senate for the purposes of hearing the State of the State address by Governor Sonny Perdue, was read and adopted.
There were no unanimous consents. Sens. Don Thomas of the 54th, Jeff Mullis of the 53rd and Preston Smith of the 52nd then took the well on a Point of Personal Privilege to invite all Senators to a reception, and to present the Senators with a new State of Georgia rug with a peach emblem. Sen. Emanuel Jones of the 10th took the well on a Point of Personal Privilege to invite Senators to sign his legislation authorizing the issuance of a Bronze Star license plate. Majority Leader Williams moved that all bills on the table, including SR 34, 497 and House Bill 218, be removed from the table and returned to the Senate Rules Committee. Sen. Williams then moved that the bills on today's Senate calendar, including SB 11, 30-32, 64, 74, 77, 102, 116, 123, 156, 179, 180, 182, 186, 200, 205, 214, 218, 232, 241, 243, 245, 250, 251, 266, 275, 276, 298, 301, 307, 316, SR 38, 41 and 86, and HB 194, 268, 346 and 467, be recommitted to their Committees of origin. Without objection, the motion carried. Following the announcements, Majority Leader Williams moved to stand adjourned until 10:00 a.m., Tuesday, January 10.
