The fourth day of the 2006 legislative session was called to order by Lieutenant Governor Mark Taylor.
Senator Don Balfour of the 9th stated that journal had been read and was found to be correct.
Senate Bills 380 and 406-424 were read for the first time assigned to committee.
Following the second reading of Senate Bills and Resolutions, the morning roll call was taken.
Lt. Gov. Taylor then recognized Sen. Mitch Seabaugh of the 28th to lead the Senate in the Pledge of Allegiance and introduce the Chaplain of the Day, Dr. Eugene Tyre of Providence Baptist Church in Griffin, who led the Senate in the daily devotional.
Sen. Jeff Mullis of the 53rd took the well on a Point of Personal Privilege to speak about a military plane crash last night in Walker County, which is in the 53rd Senate District. The Senate paused for a moment of silence to honor of the lives of the victims of the crash.
SR 676 was read and adopted. Sen. Tim Golden of the 8th took the rostrum to recognize, and to commend members of the class of Leadership Cook 2005, who were present in the Senate Chamber.
SR 677-681 were also read and adopted.
Sen. Preston Smith of the 52nd moved to withdraw SB 383 from the Insurance and Labor Committee and to recommit the bill to the Judiciary Committee. There was no objection to the motion.
Sen. Chip Rogers of the 21st moved that SB 171 be withdrawn from consideration. There was no objection to this motion.

The Secretary read SB 386, which is related to the reapportionment of certain Senate Districts.
Sen. Ralph Hudgens of the 47th took the well to speak to SB 386, and to present new maps drawn for Senate Districts 46, 47 and 49. Sen. Hudgens stated that the newly drawn maps adhere to all constitutional requirements. He yielded to questions from Senators Robert Brown of the 26th and Michael Meyer Von Bremen of the 12th.
Sen. Cecil Staton of the 18th then took the rostrum to introduce the Doctor of the Day, Dr. Michael E. Greene of Macon.
Sen. David Adelman of the 42nd took the well to speak against SB 386. He yielded to questions from Sens. Smith, Emanuel Jones of the 10th, Brown, Seth Harp of the 29th and George Hooks of the 14th.
Sen. Regina Thomas of the 2nd took the well to speak against SB 386.
President Pro Tempore Eric Johnson of the 1st moved the previous question.
Sen. Adelman made a parliamentary inquiry as to whether or not the Senators of the 46th and 49th districts had spoken to SB 386. Lt Gov. Taylor replied that they had not.
SB 386 passed by a vote of 34-18.
Majority Leader Tommie Williams of the 19th moved the Senate stand at ease until 2:00 p.m.
Sen. Steve Thompson of the 33rd moved the Senate stand adjourned.
The motion to adjourn failed by a vote of 16-35.
The Senate recessed for lunch and returned at 2:00 p.m.
Sen. John Wiles of the 37th moved that the Senate adopt the Conference Committee Report on SB 203. Sen. Wiles took the well to speak to SB 203, which concerns Indigent Defense Services. He yielded to questions from Sen. Thomas of the 2nd.
The Conference Committee Report on SB 203 was adopted by a vote of 44-0.
Following the announcements, Majority Leader Williams moved to stand adjourned until 9:00 a.m., Friday, January 13.
