Senate, House members get together in support of Delta Air Lines
`
embers of the Georgia General Assembly gathered together on Monday to announce they are sending a letter to U.S. Attorney Alberto Gonzales to ensure that his office conducts a full and careful review of US Airways hostile bid to take over hometown
carrier Delta Air Lines.
Lt. Gov. Casey Cagle, House Speaker Glenn Richardson, Senate and House Transportation Chairmen Sen. Jeff Mullis of the 53rd and Rep. Vance Smith of the 129th and Senate and House Economic Development Chairmen Sen. Chip Pearson of the 51st and
Rep. Ron Stephens of the 164th joined with Delta's Chief Financial Officer Ed Bastian today to praise Delta and her employees as they work to re-emerge as an independent, stand-alone airline.
"Delta, like Coca-Cola and Home Depot is a part of Georgia's economic success story," Sen. Mullis said during a press conference this morning. "Delta has opened the door to the world for more than 65 years and has led the transportation industry in more ways than one.
"Because of Delta, we are able to fly from Atlanta to Tokyo, London and Johannesburg and soon to China. Delta is an integral part of the world's transportation system and the hostile take-over of Delta by US Airways is not in the best interest of our hometown airline, Georgia, or her citizens."
The letter, signed by both Senate and House leadership, reiterated to Attorney General Gonzales that Delta and its employees have made extraordinary sacrifices to return the airline to the strong and independent carrier it was just a few short years ago. The legislators expressed concern in the letter that the "merger" with US Airways would create the largest debt load of any airline calling it a "recipe for disaster."
"Delta means a lot to our state and provides wonderful jobs for many citizens of Georgia," Lt. Gov. Cagle said. "Delta has experienced difficult times, but I am convinced that Delta

standing alone will be in the best interest of all citizens, not only for Georgia, but for our nation. "I'm confident in Delta's team and confident that they have a strategy that spells success. We need to stand shoulder to shoulder with this great company ensuring that they stay here in Atlanta and are vibrant for the future. Before any merger is considered, we should practice due diligence by taking a close and careful look and that is why we are here to today," Cagle added.
Sen. Pearson concluded the press conference reiterating the negative effect the loss of the airline would have on the state and the region.
"The merger will resonate throughout the metro Atlanta area, especially if US Airways decides to move its corporate hub away from Hartsfield-Jackson International Airport, resulting in more job loss," Sen. Pearson said. "We have to remember that the hard-working citizens of this state who have families, homes and mortgage payments would be the real losers not to mention Georgia's business industry across the state and our citizens who would be faced with higher air fares and fewer flight options."
Sen. Pearson went on to praise Delta and the community outreach programs the airline has participated in over the years. "Simply put," he said, "the loss of Delta Air Lines would be a huge loss for the entire state of Georgia."
Other legislators joining the press conference and signing the symbolic letter were Senate President Pro Tempore Eric Johnson of the 1st, House Speaker Pro Tempore Mark Burkhalter of the 50th, Sen. Kasim Reed of the 35th, Sen. Valencia Seay of the 34th, Sen. Chip Rogers of the 21st, Rep. Virgil Fludd of the 66th and Rep. Darryl Jordan of the 77th.
Every member of the Georgia General Assembly signed the letter to Attorney General Gonzales, and it has been sent to his office.
Sen. Hill looks for ways to transform healthcare in Georgia
On Tuesday, Sen. Judson Hill of the 32nd announced the details of Senate Bill 28, the Insuring Georgia's Families Act. The legislation is a comprehensive plan to transform the way healthcare is administered in our state. It attempts to improve the system, as Sen. Hill said, "not by small changes, but by real change."
"I believe that competition and the open exchange of information are essential elements to making healthcare and insurance more accessible to all our citizens," Sen. Hill said. "Now is the time to join together to truly transform our healthcare system, give consumers access to the best information and provide them with a financial stake in their decisions about medical care."
There are five key points of this legislation, free market incentives for healthcare, tax incentives, transparency and competition.

Appropriations Committee
The Senate Appropriations Committee met in a Joint Session with the House Appropriations Committee on January 17 and January 18 for the Joint Budget Hearings on the 2007 supplemental budget and the 2008 general budget. Gov. Perdue addressed the committees as did agency heads from the Department of Revenue, the Department of Natural Resources, the Department of Human Resources, the Department of Transportation, the University System of Georgia, the Department of Adult and Technical Education, the Department of Education, the Department of Community Health, the Department of Corrections, the Georgia Regional Transportation Authority, the Department of Juvenile Justice, the Georgia Ports Authority, the Department of Pardons and Paroles, the Georgia Road and Tollway Authority, the Department of Public Safety, the Superior Courts and the Office of Planning and Budget. Sen. Jack Hill of the 4th chaired the hearings along with Rep. Ben Harbin of the 118th.
Banking and Financial Institutions Committee

Ethics Committee
Chairman Renee Unterman of the 45th called the first meeting of the 2007 session to order on Wednesday, January 24. First, Sen. Don Thomas of the 54th led the Committee in devotion with a prayer. Sen. Unterman read the Committee rules and was adopted with a unanimous vote. The Committee then discussed issues related to budget cuts.
Finance Committee
On Monday, January 22, Chairman Chip Rogers of the 21st called the first meeting of the 2007 session to order. Sen. Rogers read the Committee Rules, and they were unanimously adopted. Sen. Eric Johnson of the 1st presented Senate Bill 8, and explained some changes that were made in Sections 2 and 3 of SB 8. Sen. Bill Heath of the 31st posed questions regarding Section 3. Sen. Rogers stated that he appreciates legislation that simplifies tax code. Before adjourning for the day, the Committee passed SB 8 unanimously by substitute.
Government Oversight Committee
The Government Oversight Committee did not meet this week.

Higher Education Committee
Chairman Seth Harp of the 29th called the first meeting of the Senate Higher Education Committee to order on Wednesday, January 25. The members were introduced and the Committee rules were adopted by a unanimous vote. Members viewed a presentation from Mike Gerber, President of the Atlanta Regional Council for Higher Education. He stressed the far-reaching role of the state's colleges and universities in our state. President Gerber told members of the committee that the state's higher education should remain a top funding priority for the state of Georgia. Chairman Harp also presented committee members with a directory book of the University System of Georgia.
Insurance and Labor Committee
The Committee held its first meeting of the 2007 session on Thursday, January 18. Chairman Ralph Hudgens of the 47th called the roundtable hearing to order to discuss Georgia's Group Health Insurance Policy. Representatives from NFIB, Purchasing Alliance Solutions, Blue Cross Blue Shield, Etna and others spoke to the Committee members. Members of the audience said the groups must be legitimate and regulated in order for group health policies to succeed. Sen. Judson Hill of the 32nd said he envisions insurance to not be based on employment, but this vision will take time. Denis Mucha of the Georgia Dental Association raised some concerns over peoples' lack of education in the area of insurance.
Interstate Cooperation Committee
The Interstate Cooperation Committee did not meet this week.
Joint Senate and House Economic Development Committee
Senate Chairman Chip Pearson of the 51st and House Chairman Ron Stephens of the 164th called the joint meeting to order on Tuesday, January 23. The Committees dissolved the joint meeting briefly to adopt their rules for the 2007 session. Then, Senate Resolution 49 a resolution urging the U.S. Department of Justice to reject the proposed U.S. Airways takeover of Delta Air Lines passed through the Senate Committee by a unanimous vote. The Committee resumed its joint meeting with presentations from a panel of local economic developers, including Peggy Jolley of the Georgia Economic Developers Association, Becca Hardin of the Greater Columbus Chamber of Commerce, JoAnne Lewis of the DouglasCoffee County Chamber of Commerce, Pat Topping of the Macon Economic Development Commission and others. Next, the Committee heard an update from new Commissioner Ken Stewart, Georgia Department of Economic Development.
Joint Senate and House Education Committee
Senate Chairman Dan Weber of the 40th and House Chairman Brooks Coleman of the 97th called a joint meeting of the Senate and House Education Committees to order on Monday, January 22. The joint Committee heard an update on Governor Perdue's Education Finance Task Force, Investing in Education Excellence (IE2), from Dean Alford. The Committee also heard an update from Albert Coleman from the Communities in Schools of Georgia program.
Judiciary Committee
The Senate Judiciary Committee met on January 22, and adopted the rules for the committee under the chairmanship of Sen. Preston Smith of the 52nd. The Committee also took up Senate Bill 15 by Sen. John Wiles of the 37th. SB 15, which passed the Committee 7-3, will change the law to make the third and subsequent offenses of driving without a license (within five years of the earlier offense), a felony, punishable by 1-5 years in prison and a possible fine of $2,500 - $5,000. This law will pertain to those who have never obtained a Georgia driver's license, not to those who have lost their license or just didn't have it with them at the time of the traffic stop. The legislation also requires law enforcement to make a reasonable effort to determine the individual's nationality.

Natural Resources and the Environment Committee
The Committee held it first meeting of the 2007 session on Wednesday, January 24, to adopt its rules and hear presentations. Dan Forrester of the Georgia Department of Natural Resources gave a presentation introducing Governor Perdue's new "Go Fish Georgia" initiative. The program will aim to re-engineer the fishing industry across the state. Chairman Ross Tolleson of the 20th stated that the Committee will continue their work next week, detailing the economic impact of the program.
Public Safety and Homeland Security Committee
The Senate Public Safety and Homeland Security Committee did not meet this week.
Reapportionment and Redistricting Committee
The Reapportionment and Redistricting Committee did not meet this week.
Regulated Industries and Utilities Committee

Science and Technology Committee
Chairman Cecil Staton of the 18th called the meeting to order on Monday, January 22. First, the Committee read and adopted the Committee Rules with a unanimous vote. Sen. Staton then discussed Senate Bill 24, which addresses computer security in regards to definitions and penalties for persons who provide identifying information by falsely representing themselves to be a business, otherwise known as "phishing." Sen. Staton then assigned SB 24 to a subcommittee consisting of Senators Bill Heath of the 31st, John Douglas of the 17th, Nan Orrock of the 36th and J.B. Powell of the 23rd. Then, Sen. Douglas spoke in support of SB 24, and Sen. Orrock suggested changing language in the bill from "employee" to "employer" to avoid confusion. Next, the Committee heard from Bill Park with the Georgia Trial Lawyers Association, who explained that the section that addresses individuals who are affected by "phishing" scams are allowed to take action, which was removed from the original bill, be inserted back into SB 24. The bill was amended to incorporate the changes recommended by Sen. Orrock and Mr. Park, and it passed unanimously by substitute.
Special Judiciary Committee
On Monday, January 22, Chairman Michael Meyer von Bremen of the 12th called the first meeting of the 2007 session to order. Sen. Meyer von Bremen read the Committee Rules, which were subsequently adopted. Sen. David Shafer of the 48th discussed Senate Bill 11. After questions, SB 11 passed through the Committee unanimously. Sen. Seth Harp of the 29th then presented Senate Bill 18. He explained it would place Municipal Court fees to fund the administration of ADR Programs. Shinji Morokuma, Director of the Georgia Office of Dispute Resolution also clarified the bill in more detail. Tom Gehl of the Georgia Municipal Association said he would be glad to review and work with the committee on SB 18. After making a few changes, SB 18 passed through the committee unanimously by substitute.
State Institutions and Property Committee
The State Institutions and Property Committee did not meet this week.

State and Local Governmental Operations Committee
On Wednesday, January 24, Chairman John Wiles of the 37th called the first meeting of the 2007 session to order. Sen. Wiles read the Committee Rules and the Local Legislation Rules; with unanimous votes they were both adopted. The Committee heard a presentation from Secretary of State Karen Handel on different aspects of election reform. Sen. Jeff Mullis of the 53rd and Sen. Wiles thanked Secretary Handel for her diligent efforts to help the Committee. The Committee said they look forward to working with Handel and other departments across the state during the session.
Transportation Committee
The Senate Transportation Committee met on Tuesday, January 23. The Committee adopted its rules for the 2007 legislative session, and also considered Senate Bill 19. SB 19 would allow the state to include private contractors in its negotiations with utility companies. Deputy Department of Transportation Commissioner Buddy Graten stated that the measure would allow for subcontractors frequently used by utility companies to be held liable for construction delays. SB 19 passed the Committee unanimously. Transportation Board Chairman Mike Evans then briefly addressed the Committee, pledging the Board's support of the Senate's 2007 initiatives.
Urban Affairs Committee
