here's money in the bank and Gov. Sonny Perdue is spreading it from Lookout Mountain to St. Mary's and from Iron City to Dillard encouraging the state of Georgia to grow. The $18.6 billion fiscal year 2007 budget will see an increase in revenue of $1.24 billion with 72 percent of
the money going to public education.
"In the 21st century global economy, we have only two options," Gov. Perdue said Wednesday at his annual State of the State/Budget address in the House Chambers. "Georgia can lead or Georgia can be left behind. I can guarantee you this so long as I'm Governor, Georgia is going to lead."
Gov. Perdue centered his education initiatives around the classroom, telling the members of the Georgia General Assembly that it is only "common sense" that Georgia should spend its education dollars where they can do the most good and have the biggest direct impact on student achievement.
The Governor also funds a child care tax credit in the new budget starting at 10 percent of the federal credit in the 2006 tax year and ending at 30 percent for the 2008 tax year. It will return $50 million to working parents to assist with the cost of child care.
The FY '07 budget also includes $1 million in funding for a GBI "Meth Force" to target and investigate meth-related crimes statewide. Gov. Perdue also has invited U. S. Attorney General Alberto Gonzales to visit Georgia next month to discuss stronger state and federal coordination of anti-meth efforts.
"We will not allow the scourge of meth abuse to run unchecked in our state," Gov. Perdue said. "Georgia will fight back and Georgia will win."
The Governor also addressed eminent domain criticizing the U.S. Supreme Court for ruling that the government can use its "awesome" power to condemn private property and give it to another private owner for profit.
"The Court got it wrong," he said to thunderous applause. "That's not the America I grew up in . . . and that's not the America I want to live in. Private property is one of the bedrock foundations of our freedom. I stand with Georgians in saying we will do whatever it takes to protect our personal property rights."

Some of Gov. Perdue's major budget initiatives include:
9 A four percent across-the-board pay raise for teachers with more than half of Georgia's classroom teachers receiving a seven percent pay raise when the salary schedule step is figured into the equation
9 $10 million to provide every Georgia teacher with a $100 Classroom Gift Card
9 $3 million to recruit high performance principals to serve in Georgia's "needs improvement" middle and high schools. Of the 2,040 schools in Georgia, approximately 300 middle and high schools are in the "needs improvement" category. These schools are the focus of the Governor's High Performance Principals program.
9 Requiring local school districts to spend at least 65 percent of their budgets in the classroom
9 $163 million for class size reductions in k-8
9 $23.3 million to raise Georgia's graduation rates, including a High School Completion Counselor in every high school
9 $285 million in tax savings for senior tax relief
9 Up to $20 million will be returned to taxpayers this winter with a 50 percent reduction in the sales tax on natural gas
9 $60 million in tax relief for small business and reform of the corporate tax system
9 Tax savings of up to $250,000 for land donated by individuals and $500,000 for corporate donations through the Land Conservation Tax Credit

Schools and libraries across Georgia get bond money for new buildings

arlier this week, Gov. Sonny Perdue announced projects included in his bond package including $383 million to support the construction of classrooms across Georgia to help local school systems meet the proposed class size
reductions, $227 million for Georgia's Board of Regents to fund critical new construction and
renovation projects throughout Georgia's University system, and $64 million bond package
for Georgia's Department of Technical and Adult Education (DTAE) to address critical new
construction and renovation needs in Georgia's technical colleges. This bond package is part
of the Governor's Fiscal Year 2007 (FY07) budget proposal. The FY07 budget year begins
July 1, 2006.
The construction money will go to the following areas:

On Thursday, January 12, Chairman Casey Cagle of the 49th called the meeting to order to discuss House Bill 970. Sen. Mitch Seabaugh of the 28th, sponsor of the bill, explained that the legislation will cut the sales tax on natural and propane gas from four to two percent during the months of highest usage. The tax reduction will be in effect for natural gas through April 30 and for propane gas through March 31. Sen. Seabaugh explained the difference on the end date is because of the difference in payment. Sen. Bill Heath of the 31st asked if this legislation would affect the agriculture industry. Sen. Seabaugh replied that the reduction is for residential customer use only. With no further questions or discussion, Sen. Cagle commended the Governor for his support of the bill, as well as for providing $10 million in heating assistance to low income Georgians. He thanked everyone for their help and support. Sen. Ronnie Chance of the 16th moved to pass, with Sen. Bill Heath seconding, and HB 970 passed through committee unanimously.

Natural Resources and Environment
On Wednesday, January 11, the Committee heard from Becky Kelley, Director of the State Parks and Historic Sites Division of the Georgia Department of Natural Resources. Director Kelley gave the Committee a presentation on the 75th Anniversary of Georgia's State Parks. She encouraged Senators to participate in the many exciting events surrounding the anniversary occurring throughout the year around the state. Public Safety and Homeland Security
On Tuesday, January 11, Chairman Brian Kemp of the 46th led the first meeting of the Committee for the 2006 session. While no formal legislation was presented to the Committee, Senators heard from several public safety leaders. Sen. Joseph Carter of the 13th introduced members of law enforcement agencies from South Georgia who helped end a dangerous high speed chase involving a tractor trailer truck in South Georgia. The committee saw video of the chase, including the dramatic conclusion. Commissioner Greg Dozier of the Department of Driver Services spoke about the status of the department's reorganization efforts. Col. Wayne Hitchens of the Georgia State Patrol spoke to committee members about the status of the Patrol. Director Vernon Keenan of the Georgia Bureau of Investigations detailed their efforts to provide help to areas affected by Hurricane Katrina. Director Mike Sherberger of GEMA then told Senators that the state is making progress in the area of radio communication between law enforcement, thanks to a new radio system. Molly Perry of the Georgia Criminal Justice Coordinating Council also spoke to the Committee.
Reapportionment and Redistricting
On Monday, January 9, the Committee heard from Sen. Ralph Hudgens of the 47th District. Sen. Hudgens introduced Senate Bill 386, asking for changes to the 46th, 47th and 49th senatorial districts. The changes were proposed at the request of the Madison County Commission and Chamber of Commerce, who are asking that their county be represented by a single senator. After a brief question and answer period, the bill was passed from the Committee by an 8-4 vote.
Regulated Industries and Utilities
The Senate Regulated Industries and Utilities Committee did not meet this week.
Retirement
On Wednesday, January 11, Chairman Bill Heath of the 31st called the meeting to order to hear a brief presentation from Rep. Bobby Franklin of the 43rd. He is the sponsor of House Bill 149 which exempts ROTH IRAs from garnishment. Sen. David Shafer of the 48th, sponsor of bill in the Senate, added his enthusiastic support. Rep. Franklin noted that the Official Code of Georgia (OCGA) had not been updated to include these type of IRAs since the inception of the ROTH IRA. With no further discussion, HB 149 passed through Committee unanimously. Sen. Ralph Hudgens of the 47th expressed the committee's appreciation to the legislators for sponsoring this bill. Jim Maynard with the Georgia Firefighters Pension Fund gave a brief history of the fund, which began in 1955.

State and Local Governmental Operations
On Wednesday, January 11, Chairman John Wiles of the 37th called the meeting to order by asking for introductions from the Committee and audience members. Prior to the introduction of Senate Bill 399, Sen. David Shafer of the 48th made a small change to the bill's text. Under current law, when a municipal corporation is created within a county which has a special district that provides local governmental services for the unincorporated area, the special district is divided into two or more noncontiguous areas. Any special district taxes, fees, and assessments collected in the noncontiguous area must be spent to provide services in the noncontiguous area. Sen. Shafer introduced SB 399, which permits a noncontiguous area located within 10 miles of another noncontiguous area to be treated as the same noncontiguous area, thus, alleviating the administrative burden of counties, like Fulton County. Sen. Horacena Tate of the 38th offered an amendment to the bill, which would make the bill effective on January 1, 2006. The amendment was approved 5-0. Without further objections from the audience and members, the Committee voted 5-0 in favor of the amended bill.
