February 2013 Employment Situation
Georgia payroll employment increased in February as the state added 19,300 jobs over the month. With the exception of losses in Trade, Transportation, and Utilities, all major sectors added jobs in February.
Employment in Professional and Business Services increased by 7,500 in February; the sector has added jobs for eight out of the past twelve months. Education and Health Services added 4,300 jobs over the month, with employment in Educational Services increasing by 2,300 and Health Care and Social Assistance increasing by 2,000. Information employment was up in February, after losing 1,700 jobs in January. After two months of losses, employment in Government increased by 4,200 over the month, with Federal, State, and Local Government sectors adding jobs. Other Services added 2,000 jobs in February after three months of negative job growth, with repair, personal services, and religious/civic organizations all seeing employment gains. Leisure and Hospitality employment increased by 1,000 over the month, with Arts, Entertainment, and Recreation and Accommodation and Food Services adding 500 jobs each. Losses in Specialty Trade Contractors were offset by gains in other Construction sectors, with 300 net jobs added in February. Manufacturing employment was up 300 over the month as Durable Goods job gains were countered by NonDurable Goods job losses. Financial Activities added 300 jobs in February and has seen positive growth for ten out of the past twelve months.
Over the year, Professional and Business Services, Leisure and Hospitality, Education and Health Services, Trade, Transportation, and Utilities, and Information combined added 79,000 jobs. Manufacturing and Financial Activities also saw employment growth. Employment in Government, Construction, Natural Resources and Mining, and Other Services declined from February 2012.
Georgia's unemployment rate (seasonally adjusted) declined to 8.6 percent in February from its revised January rate of 8.7 percent. Over the year, the unemployment rate dropped from 9.2 percent in February 2012.

New Developments

A group of metro Atlanta investors have submitted plans to build what is believed to be the largest film studio complex in Georgia. The studio will open next year in the north-central part of Fayette County on 288 acres. The investment group, Rivers Rock LLC, is in talks with Pinewood Studios Group in London to run the complex once it opens. The initial investment is expected to be about $20 million. Five sound studios, mills shops, special effects facilities and production and administrative offices will all be included. At full capacity the complex will employ some 1,500 people.
Big Four accounting firm Ernst & Young will open an $8.5 million global IT center in Fulton County and will add 400 jobs over the next five years. The employees at the new center in Alpharetta will be partly new hires and partly transfers from other company locations. The positions include project managers, business analysts and software engineers.
The abundance of loblolly pine trees in Georgia has attracted another wood pellet processing plant, this time in Warren County. ENOVA Energy Group will be constructing a new plant with a $115 million investment that will result in 65 new jobs for the area. There will also be an indirect creation of jobs in the trucking field to supply the plant near Warrenton. The construction project is scheduled to begin in March or April this year with the first production deliveries expected in January 2014.
A Chatham County company is expanding with a 27,000 square foot addition that will house their state of the art Science and Technology Center. Jacksonville-based Arizona Chemical, a leading bio-refiner of pine chemicals, has maintained their current Science and Technology Center in Savannah for over 50 years. However, the company plans to have a brand new center by the end of this year. The ground breaking will take place in March of 2013 and the company will add 10 to 20 new jobs with a median income of $80,000 as result of the expansion.
An expansion in Dougherty County will result in 25 new jobs. Home Depot has announced that it

will hire a large number of seasonal jobs nationally, but in Albany some new positions will be permanent. These hirings do coordinate with the business increase that takes place with the spring, but the local area has been trending upward in job growth over the last three years.
A Fulton County employer's increased demand will result in it doubling its workforce. Paymetric enables large companies to accept, process and integrate secure payments via websites, retail stores and call centers. The company's software integrates with enterprise resource planning (ERP) software that corporations use to manage payroll, human resources and supply-chain management and other functions. The company also secures customer payment data, such as credit card numbers, by replacing it with surrogate numbers. This expansion at the Alpharetta facility will result in 75 new jobs.
A container manufacturer in Jasper County will be investing $12 million in a state-of-the-art facility. Norton Packaging, Inc. will build a 76,000 square foot plant in Monticello that will produce plastic shipping containers through an injection mold process. The company is headquartered in Hayward, CA and was founded in 1901. They have customers throughout the United States, Southeast Asia, Europe and Australia in the paint, janitorial, petrochemical, adhesive, agricultural chemicals and food packaging industries. The new plant will create 90 new jobs for the area.
An $11 million investment in a Ware County production facility will boost production by 40 percent and add 55 new jobs. Rich Products will also be replacing some aging equipment with modern technology that will enable them to add new products to its food production line. The company began operating in Waycross 11 years ago in a refitted facility. Their main products are "dough-enrobed" appetizers and snacks such as mozzarella sticks and mini stuffed pizza slices that they market through their food service division and their Farm Rich supermarket brand. The company currently has 36 manufacturing plant locations on six continents including 19 in the U. S.
