August 2012 Employment Situation
Georgia payroll employment increased in August, with statewide gains of 25,100 jobs over the month. The overthe-month growth in employment occurred as sectors including Government, Education and Health Services, Professional and Business Services, Manufacturing, Trade, Transportation, and Utilities, and Construction added jobs. Employment decreased in August for Other Services, Leisure and Hospitality, and FinancialActivities.
Government employment grew by 13,800 in August as job gains in State and Local Government Educational Services outweighed Federal Government losses. Education and Health Services added 8,100 jobs over the month as both Health Care and Social Assistance (+4,400 jobs) and Educational Services (+3,700 jobs) added workers. Led by job growth in Professional, Scientific, and Technical Services, employment in Professional and Business Services grew by 2,400 from July to August. Manufacturing employment increased by 1,600 in August, driven by gains in Durable Goods. Trade, Transportation, and Utilities saw employment growth of 1,500 jobs over the month, with increases largely in Transportation and Warehousing. Construction jobs were up 1,000 in August, driven by Heavy and Civil Engineering Construction growth.
The Other Services employment sector saw jobs declined by 2,600 in August and has endured job losses in two straight months. Driven by losses in the Arts, Entertainment, and Recreation industry, the Leisure and Hospitality sector has shed 500 positions over the month. The Financial Activities sector lost 200 jobs in August, led by declines in Real Estate and Rental and Leasing, after it had gained 1,500 jobs over the previous two months.
Over the year, Professional and Business Services, Trade, Transportation, and Utilities, Education and Health Services, and Manufacturing combined to add almost 65,000 jobs to the state economy. Leisure and Hospitality and Information also saw employment growth. Employment in Construction, Government, Other Services, Mining and Logging, and Financial Activities has declined since August 2011.
Georgia's August 2012 unemployment rate (seasonally adjusted) maintained July's revised rate of 9.2 percent. Over the year, the unemployment rate dropped 0.7 percentage points from 9.9 percent in August 2011.

New Developments
A previously shuttered manufacturing plant has started up again in Bacon County. Topline Building, Inc. first opened its doors in Valene Bennett Industrial Park in Alma in 1999 but had to close in 2010 after falling prey to the recession. The company that produces commercial modular buildings has reopened with a small force of ten but is prepared to add to that number as the economic improvement continues.
An Austrian-based automotive industry supplier plans to build a manufacturing plant in Bartow County. The facility will be located in Highland 75 Industrial Park and manufacture pressed auto parts in the body-in-white segment as well as innovative structural components. Cartersville was the choice of voestalpine Metal Forming because of the proximity the area provided between the company's clients, Mercedes and BMW in Alabama and South Carolina and the new Volkswagen plant in Chattanooga. The $62 million investment is expected to create 220 jobs and be operational by July of 2013.
A new department store will be opening in Chatham County in September of this year . Kohl's will open an 80,000 square foot store in Oglethorpe Plaza in Savannah. There will be 125 new full and part time positions at this location.
A chiropractic chain plans to open 30 clinics in the Atlanta metro area over the next 24 to 36 months. The Joint, a Scottsdale, Arizona-based firm, markets itself as a wellness program that focuses on preventative care rather than symptom-based treatment. The clinics will be 800 to 1,200 square feet and will see about 2,000 patients per month. There are locations planned for Coweta, Cobb, DeKalb, Fayette, Forsyth, Fulton, and Gwinnett counties and 150 jobs are expected to be created.
An electronics retailer will open a new location in DeKalb County at 3637 Peachtree Road. The new H. H. Gregg Buckhead location will be the company's first venture inside I-285 and their twelfth in the Atlanta metro area. The store which will offer electronics and other appliances will create 70 new jobs and open in the fall of this year .
The job count will initially be 12 at a new manufacturing plant in April of next year when it opens for business in Hall County. Lupold, LP, based in southern Germany, comes to Gainesville and joins some 40 other international firms operating
in Hall County. The family-owned company manufactures hydraulic systems and valves. Company representatives stated that $9 million would be invested in the new plant over the next five years and that the workforce would increase to 60 during that time.
A background screening company in Clarke County is planning to hire 50 additional employees before the end of this year . SecurTest is adding these new people due to tougher federal regulations cracking down on companies using illegal blanket no-hiring policies against ex-offenders. The client base for the Athens company includes the U. S. Military , Department of Defense and Department of Homeland Security.
In Cobb County a company that makes gelato is filling the void left by an ice cream manufacturer. Talenti Gelato is taking up residence in Marietta in an 83,000 square foot plant formerly used to produce Kroger ice cream. The new operation will be ready to begin production in January of next year and the company will hire 75 to 80 new people. Then, within a short period of time the company that is based in Minneapolis, Minnesota will expand to 100 employees.
Related poultry industry concerns in Hall County are planning to expand as the economy continues to improve. Prime Pak Foods, Inc. and Victory Processing, LLC will both expand but in different ways. The former will be opening a new $7 million, 30,000 square foot, fully cooked food production line addition and the latter will be adding 300 new employees. Both plants are located in Gainesville but have different functions. Prime Pack Foods, Inc. is a beef, poultry and pork manufacturer that was established in 1972 while Victory Processing is a poultry sizing and deboning facility . The two plants currently employ 900 people.
The largest supplier for the Kia Motors Manufacturing Georgia plant in Troup County is expanding to keep up with their client. To accomplish this Sewon America will invest $10 million and add 150 new positions. The West Point facility's expansion will begin right away and will be completed by the end of 2012. The company produces stamped chassis, body components and decorative trim pieces in their only U.S. plant.
