Annual 2012 Employment Situation
Georgia payrolls grew by 51,400 jobs in 2012, an overthe-year growth rate of 1.3 percent, as total nonfarm employment in the state is now 3,952,800. The annual average job gains in 2012 come after the state added 40,200 jobs in 2011 and lost employment for each of the prior three years. In 2008, 2009, and 2010 combined, Georgia lost 306,000 jobs and when combining 2011 and 2012 that state has added 91,600 positions. Sectors with job gains from 2011 to 2012 include Professional and Business Services, Leisure and Hospitality, Trade, Transportation, and Utilities, Educational and Health Services, Information, Financial Activities, and Manufacturing. Job losses were taken in Government, Construction, Other Services, and Mining and Logging.
Georgia's economy appears to be gaining traction as it has now added jobs for two years in a row. The most recent job history in Georgia reveals that the state lost 108,700 jobs from 2001-2003; added 296,900 jobs from 2004-2007; as mentioned earlier lost 306,000 jobs from 2008-2010; and has now added 91,600 new positions over the last two years.
Total Private Average Hourly Earnings in Georgia were down $0.08 over the year as hourly wages decreased from $21.83 in 2011 to $21.75 in 2012. Total Private Average Weekly Hours grew from 2011 to 2012 with Georgians working 34.7 hours per week in 2011 and 35.0 hours per week in 2012. Total Private Average Weekly Earnings were up by $3.75 as wages moved from $757.50 in 2011 to $761.25 in 2012.

Employment in Mining and Logging across Georgia was down 400 over the year. The state had 8,600 such jobs in 2012, down from 9,000 in 2011. The industry has lost jobs for six consecutive years and seven of the last 13 years.
In 2012, the Construction sector saw 4,900 jobs cut. Construction positions in the state have now declined for five consecutive years. Job losses from 2008-2011 were, respectively, 17,100, -38,300, -16,100, and -3,800. With 141,000 average construction jobs in the state in 2012, sector employment is at its lowest total since 1993 when there were 129,000 construction jobs; the highest construction employment was in 2007 when there were 221,200 positions. In 2012, of the 4,900 construction jobs lost, 500 were in the Construction of Buildings industry, Heavy and Civil Engineering Construction positions were down 1,400, and Specialty Trade Contractors saw a loss of 2,900 jobs.
Georgia's Manufacturing sector added 4,000 workers to payrolls in 2012 after adding 5,600 workers in 2011. These most recent two years of employment growth in the sector come after five years of job losses. Including 2012, Manufacturing payrolls in the state have grown in only 3 of the last 15 years (2005, 2011, and 2012). All of the 4,000 jobs added in 2012 were in Durable Goods Manufacturing (+5,000 jobs) while Non-Durable Goods Manufacturing (-1,000 jobs) saw payrolls contract.
All Employee Average Hourly Earnings in the Manufacturing sector was up $0.34 over the year as earnings grew from $21.28 in 2011 to $21.62 in 2012. Average Weekly Hours grew as the workweek expanded from 39.7 hours in 2011 to 40.2 hours in 2012 and Average Weekly Earnings grew from $844.82 in 2011 to $869.12 in 2012.
Production Worker Average Hourly Earnings increased $0.20 in the Manufacturing sector; from $17.69 in 2011 to $17.89 in 2012. Average Weekly Hours were also up; from 38.5 hours in 2011 to 40.2 hours in 2012 while Average Weekly Earnings moved from $681.07 in 2011 to $719.18 in 2012.

losses in the previous three years. The sector saw employment go down 8,800 in 2010 after dropping by 54,900 in 2009 and 13,000 in 2008. The Wholesale Trade portion of this sector added 3,900 jobs in 2012 after it added 2,100 jobs in 2011. Retail Trade positions grew 3,800 in 2012 after growing by 5,800 in 2011. The Transportation, Warehousing, and Utilities portion added 3,600 workers in 2012 after adding 3,900 in 2011.
The Information sector added 1,900 jobs to Georgia payrolls in 2012. The employment growth in 2012 is the first in the sector since 100 jobs were added in 2007. The Information sector includes the publishing, motion picture, sound recording, telecommunications, and data processing industries.
The Financial Activities sector added 4,000 jobs in 2012 after growing by 4,900 payroll positions in 2011. The sector lost an average of 8,200 jobs per year in 2008, 2009, and 2010. In 2012, the Finance and Insurance industry added 2,900 workers, while the Real Estate, Rental and Leasing industry added 1,100.
Professional and Business Services grew by 17,900 workers in 2012 after adding 18,100 jobs in 2011 and 15,000 jobs in 2010. The sector is broken into three industries: Professional and Technical Services where 8,000 jobs were added in 2012; Management of Companies which gained 2,200 new positions in 2012; and Administrative and Support Services where employment grew by 7,800 over the year.
In 2012, the Education and Health Services sector added 11,100 new payroll positions as both the education segment and the health services portion of the sector experienced gains. The Educational Services industry grew by 1,000 while the Health Care and Social Services industry grew by 10,100 over the year. In the twenty-year span from 1993-2012, Educational and Health Services has grown by an average of 11,400 jobs per year.
Payrolls in the Leisure and Hospitality sector were up 12,900 in 2012 after growing by 7,700 in 2011. This comes after the sector lost 5,400 jobs in 2010, shed 14,300 positions in 2009, and cut 2,200 positions in 2008. Prior to 2008 the sector had grown for 16 consecutive years without contraction. The Arts and Entertainment portion of the sector added 1,300 jobs in 2012 after growing by 900 in 2011. The Accommodation and Food Services portion of the sector added 11,600 payroll employees in 2012 and 6,800 in 2011.
Employment in Other Services decreased by 500 in 2012 and was flat in 2011. In 2010, the sector lost 3,000 jobs and in 2009 payrolls were down 4,300. The 500 jobs lost in 2012 are a result of Repair and Maintenance shedding 300 workers; Personal and Laundry Services adding 100 positions; and Religious, Civic, and Similar Organizations shrinking payrolls by 300.
The number of Government jobs in Georgia dropped by 5,600 in 2012 after being down 11,900 in 2011; the sector has now contracted for four consecutive years. The Federal Government saw payrolls decline by 2,000 in 2012 after being cut by 3,200 in 2011. State Government payrolls were down 1,000 in 2012 and have now fallen four years in a row. Local Government payrolls dropped 2,600 jobs in 2012 and have also been down four straight years.

With an additional 200 jobs added in 2012, the Albany MSA saw its first over-the-year employment gain since 2007. With the 2012 growth, total employment remains 3,900 positions shy of the 2007 high when the area had 65,000 jobs. Albany saw 2012 job growth in Private Service-Providing industries, where 500 jobs were added over the year. Meanwhile, Government employment declined, led by job losses in the Federal Government sector.
In 2012, the Athens MSA continued its jobs recovery, adding 1,000 positions over the year; though employment is still below its 2008 peak. The over-the-year growth was driven by Private Service-Providing industries, including a second year of gains for Leisure and Hospitality. Losses in Federal Government employment were offset by gains in the State Government sector, leading to an overall lack of change in Government employment.

While the Atlanta MSA remains 104,100 jobs below its 2007 peak, the MSA saw a second straight year of job growth in 2012 as it added 43,900 jobs over the year. All Private ServiceProviding industries saw employment growth in 2012 as Professional and Business Services, Education and Health Services, Leisure and Hospitality, and Trade, Transportation and Utilities led the increases with a combined total of 42,700 new jobs. Contrasting these gains were losses in Government, Construction, and Mining and Logging.
After adding jobs in 2010 and 2011, the Augusta MSA lost 400 jobs in 2012 the second highest decline among MSAs in the state. Total employment is now at 213,900 and remains below a 2007 peak of 218,400 jobs. Education and Health Services, Leisure and Hospitality, and Mining, Logging, and Construction added jobs in 2012. The majority of job losses were in Government, Professional and Business Services, and Trade, Transportation, and Utilities.

For the first year of positive employment growth since 2007, the Brunswick MSA added jobs in 2012. However, the overthe-year gain of 500 jobs were not enough to offset the past four years of losses. Both Private Service-Providing and Goods-Producing industries saw increases in employment in 2012. Government employment had no change as the Local Government sector added jobs while the Federal Government lost jobs.

The Columbus MSA saw a second year of job growth in 2012, adding 600 jobs over the year. Despite these increases in employment, Columbus has lost 2,700 jobs since a high in 2006. Overall, Private Service-Providing sectors including Trade, Transportation, and Utilities and Financial Activities added jobs, contrasting over-the-year losses in Professional and Business Services. Federal and State Government employment also saw positive growth.

The Dalton MSA saw its sixth straight year of employment losses in 2012, having lost 16,000 jobs since 2006. Both GoodsProducing and Private Service-Providing industries had declining employment in 2012, but the Manufacturing sector led the over-the-year losses, with a contraction of 1,400 positions. Modest gains in Local Government employment were not enough to counter the job losses in other industries. With a total of 2,100 jobs lost over the year, Dalton had the highest losses of all MSAs in the state.

Gainesville MSA employment increased over the year in 2012, for a second year of growth following two years of job losses. The over-the-year gains of 1,700 jobs ranked Gainesville the third highest MSA employment growth in the state. Jobs were primarily added in Private Service-Providing sectors, including Trade, Transportation, and Utilities, but substantial growth was also seen in Goods-Producing industries, which accounted for around 800 jobs.

Following fourteen years without any over-the-year employment losses, the Hinesville-Fort Stewart MSA saw negative job growth in 2012. The 300 jobs lost came from both Private Service-Providing and Government sectors, seeing declines of 200 and 100 positions, respectively. Prior to 2012, Federal Government employment had increased for 8 years. The Hinesville-Fort Stewart MSA was one of four MSAs statewide (there are 14 MSAs in Georgia) that lost jobs in 2012.

Following two years of job losses, the Macon MSA had a second year of job growth in 2012. The over-the-year gains of 1,500 worked to replace some of the 6,100 jobs lost in 2009 and 2010, though employment remains 3,500 positions short of a 2008 peak. While Goods-Producing sectors lost 800 jobs over the year, the notable gains in Service-Providing industries countered this effect. The largest growth was in Education and Health Services and Financial Activities, which together added 1,300 jobs. Government employment also increased, following three years without growth.

After six years of job losses, the Rome MSA added jobs in 2012. However, with over-the-year growth of 500 jobs, employment in Rome remains 4,500 positions below its 2005 peak. The increase in employment over the year was driven by Private Service-Providing industries, including Education and Health Services and Trade, Transportation, and Utilities. For a second year of losses in a row, Government employment dropped by 200 in 2012.
Employment in the Savannah MSA increased for the third straight year in 2012. The addition of 3,700 jobs ranks Savannah second statewide among MSAs in employment growth. Job gains were widely scattered as sectors including Leisure and Hospitality (+1,000 jobs), Manufacturing (+900 jobs), Trade, Transportation and Utilities (+900 jobs), and Professional and Business Services (+800 jobs) added workers. Major employment sectors with job losses in 2012 were Mining, Logging, and Construction, (-300 jobs) and Other Services (-100 jobs).

The Valdosta MSA added 1,100 jobs in 2012 after three straight years of job losses. The new positions in brings total employment in the MSA to 53,800, which is 3,300 jobs short of its 2008 high. The over-the-year gains were largely in Private Service-Providing industries, where 700 jobs were added. Government employment grew by 400 in 2012 and growth in Local Government jobs over the year made up for losses in 2011.
Following seven years of growth, decreases in Federal Government employment largely led to the first overall loss of jobs in the Warner Robins MSA in 20 years. Warner Robins employment declined by 100 in 2012, with gains in Private Service-Providing industries including Trade, Transportation and Utilities unable to offset the decline in Government employment. Goods-Producing sectors also lost jobs in 2012, for a fifth straight year of negative growth.

Georgia Mass Layoff Statistics (MLS)
Mass layoffs can be used as a leading indicator in determining the health of an economy. The Mass Layoff Statistics (MLS) program is a cooperative agreement between the federal and state governments designed to collect reports on mass layoff actions resulting in workers being separated from their jobs. Monthly mass layoff numbers are from establishments that have at least 50 initial claims for unemployment insurance (UI) filed against them during a 5-week period. Extended mass layoff numbers (issued quarterly) are from a subset of such establishments--where private sector nonfarm employers indicate that 50 or more workers were separated from their jobs for at least 31 days. The Georgia Department of Labor works with the U.S. Department of Labor's Bureau of Labor Statistics (BLS) to produce MLS data for Georgia.
There were 87 total confirmed MLS events in the state in 2012, down 39 over the year. In 2011, there were 126 confirmed events and the year included a transition to a new methodology in second quarter that expanded the employment size class used and thus captured a greater number of potential and confirmed events. There were 76 confirmed MLS events in 2010. In all three years, the second quarter had the most or tied for the most events.
The number of initial claims for unemployment insurance benefits from mass layoff events dropped from 2011 to 2012. They decreased to 13,500 in 2012 from about 28,700 in 2011. There were roughly 14,000 initial claims filed in 2010 from mass layoff events. Over half of the initial claims filed in 2012 were in the second quarter, 7,000 (52 percent). In 2011, out of the 28,700 initial claims filed, most were in the second (9,700 or 34 percent) and fourth (9,100 or 32 percent) quarters. In 2010, most initial claims were filed in the second quarter, 4,700 (34 percent).

Mass layoff events were scattered across all industries in Georgia in 2010, 2011, and 2012. In terms of percentage of confirmed events, manufacturing topped the list. Manufacturing accounted for 47 percent of all mass layoff events in 2012, down from 37 percent in 2011 and 39 percent in 2010. Specific industries including transportation and warehousing, administrative and support services, and accommodation and food services followed manufacturing in percentage of MLS confirmed events in 2012. In 2011, wholesale trade and administrative and support services followed manufacturing; and in 2010, administrative and support services, accommodation and food services, and wholesale trade followed manufacturing in percent of confirmed events.

The gender characteristic of individuals filing claims due to confirmed layoff events in Georgia has swayed slightly over recent years. In 2012, men (51 percent) were more likely to be affected by a mass layoff event than women (48 percent). In 2011, the number of women filing claims due to a confirmed event decreased two percentage points as a proportion of overall claims (from 49 percent in 2010 to 47 percent in 2011), while the number of men filing claims due to layoff events rose three percentage points (from 49 percent in 2010 to 52 percent in 2011). We see that in 2010 both sexes were equally likely to be affected by a layoff as 49 percent of initial claims from a confirmed mass layoff event were male and 49 percent were female (two percent did not provide gender information).
A shift in claim filings due to a confirmed mass layoff event in Georgia was also seen in claimant's race/ ethnicity. In 2012, Whites filed 40 percent of all claims due to a confirmed mass layoff event while AfricanAmericans accounted for 56 percent of the filings and individuals of Hispanic origin two percent. In 2011, 48 percent of claims filed due to a confirmed event were by Whites, African-Americans comprised 42 percent of all claims filed, and Hispanics accounted for six percent of claims due to confirmed mass layoff events. In 2010, Whites filed 40 percent of all claims while AfricanAmericans filed 52 percent of them and individuals of Hispanic origin constituted four percent of claims due to mass layoff events. Those in the Other category held steady at two percent in all three years.
In terms of age, the percent distribution of claims filed due to confirmed mass layoffs have been rising over the last three years in the "Less than 30" and "55 and Older" categories. The percents have been dropping in the "30-44" and "45-54" age groups. The category "3044" has held the higher percentage of claimants due to mass layoff events over the three-year study. In 2010, 2011, and 2012 those age 30-44 accounted for 36, 35, and 33 percent, respectively, of claims filed. Georgians less than 30 years old filed the fewest, or tied for the fewest, percentage of claims due to mass layoffs in 2010, 2011 and 2012.
