July 2011 Employment Situation
In July, Georgia saw an over the month decrease of 30,200 nonfarm jobs, a decrease of 0.8 percent since June. This resulted from the combined losses of 400 jobs in GoodsProducing industries and 29,800 jobs from the Service-Providing industries. Since July 2010, total employment levels have decreased by 28,400 nonfarm jobs, an overall change of -0.7 percent. The seasonally adjusted unemployment rate increased to 10.1 percent in July, which is equal to the level in July 2010.
Manufacturing led the way in private sector employment gains, posting 1,400 additional positions in July. Other sectors with positive growth included Information (+200 jobs, 0.2 percent), Financial Activities (+100 jobs, 0.1 percent), and Education and Health Services (+100 jobs, 0.0 percent). Professional and Business Services (-2,200 jobs, -0.4 percent) lost the most positions in July, followed by Construction (-1,800 jobs, -1.3 percent), Leisure and Hospitality (-1,400 jobs, -0.4 percent), Trade, Transportation, and Utilities (-1,400 jobs, -0.2 percent), and Other Services (-700 jobs, -0.4 percent).
The public sector saw a decrease of 24,500 total positions in July. This was the result of a gain of 500 positions in the Federal Government, with losses of 3,900 jobs in State Government and 21,100 jobs in Local Government.
The Athens-Clarke MSA (+600 jobs) posted the largest employment growth of the metro areas in July 2011. It also posted the largest over the year job gain of the metro areas with 2,100 jobs (+2.7 percent) added since July 2010. The Gainesville and Hinesville-Ft. Stewart MSA's are the only other two metro areas to post an over the month gain, adding 200 and 100 jobs, respectively. The Atlanta MSA had the largest net loss over the month dropping 12,300 workers from payrolls, while the Rome MSA had the largest percent decrease over the month dropping 1,200 positions, or -3.1 percent.
Of the 28,800 positions lost in Georgia over the past year 26,700 are from the public sector. Federal Government has shed 5,400 positions, State Government has lost 10,500 positions, and Local Governments have lost 10,800 positions since last July.

New Developments
Osceola Steel Company is expected to break ground for its new micro-steel mill in the latter part of August or early September in Cook County. The new location will be in the South Cook Industrial Park on U. S. Highway 41 south of Adel. The production capacity of the facility will be 430,000 tons of steel per year. The company will use green technologies to recycle scrap steel into products used in road and building construction. The new location will create 105 new jobs for equipment and machine operators, mechanics and electricians, as well as supervisory, administrative and engineering positions.
A new dining establishment will open in November in Fayette County. Longhorn Steakhouse will begin taking job applications in October to prepare for their opening. This will be the 42nd such restaurant in the Atlanta metropolitan area and the first in Fayetteville. The 6,200 square foot location will employ up to 85 team members and seat more than 240 guests.
A new industrial painting facility will open in Heard County and will be the company's third location nationwide. Plasti-Paint, Inc., based in St. Louis, MI will invest $3.7 million and expects to create 60 new jobs. The company specializes in the advanced painting of plastic parts and components. The Franklin plant will serve a wide range of clients in industries including automotive, agricultural, and recreational vehicles. They have a reputation for having state-of-the-art facilities that can accommodate parts for a variety of interior and exterior applications including complex shapes, metallics and a full range of sizes.
Toyo Tire North America is planning a significant expansion at their tire production facility in Bartow County. The project as detailed by company officials will add another 470 employees to its workforce at the facility in White over the next three years. This will allow the company to triple their production from two million to six million tires per year by the end of 2012. The entire project, which began last fall, is an investment of $910 million.
An expansion in Coweta County will result in 125 new jobs over the next year. Chromalloy is located in Shenandoah Industrial Park and repairs components of aircraft engines and industrial gas turbines. The expansion will increase the types of components the Newnan company maintains. The new positions the company will fill are for welders
and machinists, along with openings in the shipping and receiving departments. This investment in the company's future will help them better serve their airline and power company clients, as well as other industrial customers.
A Fulton County school for higher education plans to invest $165 million in a campus expansion in an effort to boost the Georgia physician supply while bolstering the downtown institution's reputation for research. The decade long expansion will include an addition of 200,000 square feet of new construction to Atlanta's Morehouse School of Medicine and is expected to double annual student enrollment to 200 by 2020. The plans call for the construction of two 100,000 square foot multi-story academic centers in addition to the expansion and renovation of existing buildings.
A new contract awarded to a Fulton County firm will create around 100 new jobs. Siemens will add these new positions to its facility in Alpharetta. They will produce locomotives for Amtrak after having obtained a contract from the federal government. The company will manufacture new energy efficient electric locomotives that will be used to replace older engines on Amtrak's northeastern routes.
I-TECH Staffing Services has expanded in Gwinnett County and created 53 new jobs. They have opened a 45,000 square foot office in Norcross at 4020 Steve Reynolds Blvd. The company serves a diverse demographic customer base including Vietnamese, Hispanic, Korean, South American, African, Eastern European and Chinese descent. These clients are placed in positions in the electronics and repair industry with experience in electronics assembly and production soldering.
Tift County will receive an economic boost from a company based in Galicia, Spain. Exlabesa Group, a privately owned family business with more than 35 years experience in the industry, has purchased the Tifton Aluminum plant on Southwell Boulevard in Tifton and is changing the name to Tifton Aluminum Extrusions. The revitalization of this industry will create 200 new jobs for the community. The company will manufacture a number of aluminum products including profiles for lifts, heat sinks, transportation and naval construction applications.
