Annual 2011 Employment Situation
With 3,880,000 total jobs in 2011, Georgia payrolls grew by 37,300 over the year, a growth rate of 1.0 percent. The annual average job gains in 2011 come after three straight years of job losses for the state. In 2008, 2009, and 2010 combined, Georgia endured 302,800 positions cut from its economy. Sectors with job losses from 2010 to 2011 include Government, Construction, Information, Other Services, and Mining and Logging. Employment sectors adding workers in 2011 were Professional and Business Services, Educational and Health Services, Trade, Transportation, and Utilities, Leisure and Hospitality, Manufacturing, and Financial Activities.
In the years from 2003-2007, Georgia added 300,600 jobs to its economy. After those years of employment gains were the aforementioned 302,800 job losses when combining 2008, 2009, and 2010; and now job growth again in 2011. Georgia has lost jobs for three years in a row on two occasions (2001-2003 and 2008-2010) and has lost jobs two years in a row once (1944-1945).
The unemployment rate (not seasonally adjusted) in Georgia dipped to 9.8 percent in 2011 from 10.2 percent in 2010. After jumping to 6.3 percent in 2008, the rate ballooned to 9.8 percent in 2009, and rose to 10.2 percent in 2010. Prior to the 2009, 2010, and 2011 levels, the highest recorded unemployment rate in the state was in 1976 when it was 8.1 percent.
Total Private Average Hourly Earnings grew by $0.26 over the year as wages increased from $21.57 in 2010 to $21.83 in 2011. Total Private Average Weekly Hours remained flat from 2010 to 2011 with Georgians working 34.7 hours per week in both years. Total Private Average Weekly Earnings were up by $9.02 with wages growing from $748.48 in 2010 to $757.50 in 2011.

2011 Nonfarm Payroll Employment by Industry Sector
Construction jobs have now declined for four consecutive years in the state. The job losses from 2008-2011 were, respectively, -17,100, -38,300, -16,100, and -4,200. The 145,500 average construction jobs in 2011 in Georgia are the lowest total since 1994 when there were 141,300; the most construction jobs in the state was in 2007 when there were 221,200. In 2011, out of the 4,200 construction jobs lost, 400 were in the Construction of Buildings industry, Heavy and Civil Engineering Construction positions were down 1,500, and Specialty Trade Contractors saw a loss of 2,300 jobs.
The Manufacturing sector added 5,200 workers to payrolls in 2011. Before this year, the last time the sector added jobs was in 2005 when 1,500 jobs were created. In the five year period from 2006-2010 in which employment declined, the sector slashed a sum of 104,800 jobs. Manufacturing payrolls have been cut 12 out of the last 14 years. All of the 5,200 jobs added in 2011 were in Durable Goods Manufacturing (+6,200 jobs) while Non-Durable Goods Manufacturing (-1,000 jobs) saw payrolls decline.
Average Hourly Earnings increased by $1.06 in the Manufacturing sector as earnings grew from $16.63 in 2010 to $17.69 in 2011. Average Weekly Hours in this sector were down as the workweek in Manufacturing declined from 39.4 hours in 2010 to 38.5 hours in 2011. Average Weekly Earnings in Manufacturing moved from $655.22 in 2010 to $681.07 in 2011.
Trade, Transportation and Utilities employment grew by 10,300 in 2011 after enduring losses in the previous three years. The sector saw employment go down down 8,300 in 2010 after dropping by 54,900 in 2009 and 13,000 in 2008. The Wholesale Trade portion of this sector added 700 jobs in 2011 after it lost 3,900 jobs in 2010 and dropped 17,500 positions in 2009. Retail Trade positions were up 6,700 in 2011 after being down 3,500 in 2010 and 27,800 in 2009. The Transportation, Warehousing, and Utilities portion added 2,900 workers in 2011 after shedding 900 jobs in 2010 and cutting 9,600 jobs in 2009.

Employment in the Information sector was down 2,500 in 2011. Information jobs in Georgia have declined for nine of the last ten years (100 jobs were added in 2007) with an average loss of 4,500 jobs per year. The Information sector includes the publishing, motion picture, sound recording, telecommunications, and data processing industries.
The Financial Activities sector added 2,400 jobs in 2011 after losing an average of 8,300 jobs per year in 2008, 2009, and 2010. Prior to 2008, the Financial Activities sector added jobs each year for 16 straight years. All the 2011 gains were in Finance and Insurance, which added 3,600 workers, while the Real Estate, Rental and Leasing industry cut 1,200 jobs.
There were 20,700 jobs added in Professional and Business Services in 2011. The jobs added in 2011 come after the sector added 15,100 jobs in 2010 and lost 45,400 jobs in 2009. This sector is broken into three industries: Professional and Technical Services where 7,400 jobs were gained in 2011 after 1,100 jobs were added in 2010; Management of Companies which added 1,800 positions in 2011 after picking up 900 in 2009; and Administrative and Support Services where employment grew by 11,500 in 2011 after increasing by 13,000 in 2010.
In 2011, the Educational and Health Services sector added 10,500 new payroll positions. The Educational Services industry grew by 4,400 while Health Care and Social Services added 6,000 jobs. Since 1991, Educational and Health Services has added an average of 12,100 jobs per year.
Nonfarm payrolls in the Leisure and Hospitality sector were up 5,400 in 2011. This comes after the sector lost 5,400 jobs in 2010, shed 14,300 jobs in 2009, and cut 2,200 positions in 2008. Prior to 2008 the sector had grown for 16 consecutive years without contraction. The Arts and Entertainment portion of the sector added 1,200 jobs in 2011 after losing 1,400 in 2010. The Accommodation and Food Services part of the sector added 4,200 payroll employees in 2011 after reducing payrolls by 4,000 jobs in 2010.
Employment in Other Services decreased by 200 in 2011 and has now declined in three straight years. In 2010, the sector lost 3,000 jobs and in 2009 payrolls were down 4,300. The 200 jobs lost in 2011 are a result of Repair and Maintenance jobs growing by 100, the Personal and Laundry Services industry adding 200 positions, and Religious, Civic, and Similar Organizations shrinking payrolls by 500.
The number of Government jobs in Georgia dropped by 9,900 in 2011 after being down 9,300 in 2010 and down 2,300 in 2009. After growing for six years, the Federal Government saw payrolls decline by 3,000 in 2011. After dropping 5,700 jobs in 2010, State Government payrolls were down 800 jobs in 2011. Local Government payrolls were cut by 6,100 in 2011 after dropping by 9,800 in 2010. Local Government has endured negative job growth for three consecutive years now, totaling 20,300 fewer jobs in the industry.

In 2011, the Albany MSA saw its fourth year of employment losses. In total, Albany has lost 4,900 jobs since a 2007 peak in employment. With 1,100 jobs lost in 2011, Albany saw the greatest negative job growth in the state. The 1,100 jobs lost were primarily in Service-Providing industries, which lost 900 jobs. One sector that saw growth over the year was Wholesale Trade, gaining 300 jobs. Government employment decreased by 300, including the loss of the 200 jobs that were gained in Federal employment in 2010.
The Athens MSA lost jobs for the third year in a row in 2011. Around 5,600 jobs have been lost since a high in 2008, and employment is nearly back to 2005 levels. However, the losses in 2011 were not as large as those in 2009 and 2010, with only 200 positions lost over the year. Overall, the losses were seen in Goods-Producing industries, as Service-Providing industries' gains and losses evened each other out. For instance, a decrease in Federal Government employment was balanced by an increase in State Government.

With 28,900 jobs added in 2011, the Atlanta MSA had its first over-the-year job growth since 2007. Despite this growth, Atlanta is still 152,500 jobs below its 2007 job peak. The gains in employment over the year were driven by Professional and Business Services, Trade, Transportation, and Utilities, and Education and Health Services job growth. Together, these industries added over 33,000 employees in 2011. Losses in of almost 10,000 positions in Federal, State, and Local Government employment served to offset some of this growth.
The Augusta MSA had a second year of job growth, continuing a recovery in employment from losses in 2008 and 2009, though remaining 5,200 jobs below a 2007 high. The 600 jobs gained over the year were in Service-Providing industries; the only Service sectors with over the year losses were Financial Activities and Government. Meanwhile, losses in Mining, Logging, and Construction countered equal gains in Manufacturing, leading to no over-the-year change for Goods-Producing industries.

In 2011, the Brunswick MSA lost jobs for the fourth consecutive year. Nearly 6,000 jobs have been lost in those four years, since a peak in employment in 2007. Over the year, job losses were not as great as the previous two years, with 900 jobs lost in 2011, though this was the second highest loss of all MSAs. Overall, employment decreased by 700 in Private ServiceProviding industries, which drove the negative growth over the year. The Federal Government sector also saw a decline in employment.

The Columbus MSA had its first over-the-year growth in jobs since 2006. Although 2011 saw an increase in employment, Columbus has lost 3,400 jobs since its high in 2006. While Government added 400 jobs, the over the year job gains were primarily in the Private Sector. Industries such as Trade, Transportation, and Utilities, Leisure and Hospitality, and Financial Activities saw an increase in employment over the year. The 1,300 positions added over the year gave Columbus the third highest MSA growth in the state.

Dalton MSA employment declined for the fifth year in a row; over 14,000 jobs have been lost since 2006. Goods-Producing producing industries accounted for 500 of the jobs lost over the year and Service-Providing industries an additional 300. Employment in Textile Product Mills decreased by 800 over the year. Trade, Transportation, and Utilities employment increased by 300. With 800 positions lost over the year, Dalton saw the third highest losses in the state.
The Gainesville MSA experienced its first over-the-year growth in employment since 2008. Despite the over-the-year gains of 2,800 jobs in 2011, Gainesville remains 3,500 positions below a peak in employment in 2008. Nearly all of the gains (+2,500) were in Private Service-Providing industries, though Goods-Producing sectors also added 300 jobs over the year. The Trade, Transportation, and Utilities and Government sectors each saw negative jobs growth in 2011, with each losing 100 employees. The large employment growth made Gainesville second only to Atlanta for gains in 2011.

For the second year in a row, the Hinesville-Fort Stewart MSA added jobs, now fourteen years without any over-the-year employment losses. Of the 200 jobs added in 2011, 100 were in the Private sector and the other 100 in Government. The Federal Government saw its eighth year in a row of growth. Federal employment accounts for over 20 percent of all Hinesville-Fort Stewart jobs.

In 2011, the Macon MSA saw its first jobs growth since 2008. Over the year, employment increased by 300, though, at 95,800 in 2011, employment remains 5,800 lower than its 2008 high of 101,600. The over-the-year job growth was driven by the Private sector. The gains in Trade, Transportation, and Utilities occurred as Retail Trade increases offset losses in Transportation and Utilities. Similarly, the additions to State Government employment were balanced by equal losses in Federal and Local government employment.

The Rome MSA saw its sixth consecutive year of job losses in 2011. With this continuous decline since 2005, Rome has lost 5,600 jobs. Of the 1,000 positions shed in 2011, 400 were in Goods-Producing industries and 600 were in Service-Providing industries. State Government employment dropped by 400 over the year. Despite losses in Government and Manufacturing, sectors such as Education and Health Services saw over-theyear gains in employment.
The Savannah MSA added 200 jobs in 2011. This was Savannah's first over-the-year job gain since 2007 when 5,500 jobs were added and the MSA has now lost 10,100 jobs since 2007. Industries such as Manufacturing, Educational and Health Services, and Leisure and Hospitality added jobs over the year. These gains were offset by losses in Financial Activities and Government employment.

For the third year in a row, the Valdosta MSA saw a decrease in employment. Including the 500 jobs lost in 2011, Valdosta is 4,800 positions below an employment high in 2008. In 2011, employment in Goods-Producing industries declined by 300, while Service-Providing industries employment decreased by 200. Losses of 200 positions in Local Government employment were offset by the addition of 100 jobs in State Government.
A fourth year of losses in Private Sector employment managed to overshadow Government employment growth in the Warner Robins MSA. For the past several years, gains of Federal Government jobs have largely led employment growth. In 2011, the over-the-year addition of 800 Government positions was not enough to counter losses in Goods-Producing and Private Service-Providing industries, leading to the first over-the-year loss in total employment since 1991.
