Annual 2010 Employment Situation
Georgia lost 53,400 jobs in 2010 and has now lost jobs for three consecutive years. Over this span the state has endured a total of 319,200 jobs cut from its economy. In 2009, 222, 500 jobs were lost and in 2008, 43,300 positions were cut. The state now has an average of 3,826,300 nonfarm jobs; in 2009 there were 3,879,700 and in 2008 there were 4,102,200. Job losses in 2010 were most evident in Construction, Manufacturing, Government, and Trade, Transportation, and Utilities. Employment sectors adding positions from 2009 to 2010 were Educational and Health Care Services along with Professional and Business Services.
Prior to the current three year employment decline, the state enjoyed four years of employment growth. During the expanding years of 2004-2007, the state added 300,600 positions to payrolls. Georgia has suffered with a loss of 319,200 jobs in the contracting years of 2008-2010. The state has now lost jobs for three straight years on two occasions (20012003 and 2008-2010) and has lost jobs two years in a row once (1944-1945).
After holding steady at 4.7 percent in 2006 and 2007, Georgia's unemployment rate (not seasonally adjusted) increased in 2008, 2009, and 2010. After jumping to 6.3 percent in 2008, the rate ballooned to 9.7 percent in 2009, and rose to 10.2 percent in 2010. Prior to the 2009 and 2010 levels, the highest recorded unemployment rate in the state was in 1976 when it was 8.1 percent.
Total Private Average Hourly Earnings grew by $0.49 in 2010 as Georgians saw their wages increase from $21.08 in 2009 to $21.57. Total Private Average Weekly Hours grew from 34.6 hours per week in 2009 to 34.7 hours in 2010. Total Private Average Weekly Earnings were up by $19.11 as wages grew from $729.37 in 2009 to $748.48 in 2010.

Construction jobs are down 72,600 over the past three years as Georgia saw 17,200 jobs shed in 2010; 38,300 positions cut in 2009; and 17,100 jobs lost in 2008. The 72,600 positions lost over the three years in this sector are significant when compared to only 26,200 jobs being added over the four years from 20042007. The 148,600 average construction jobs that Georgia had in 2010 is a level the state has not seen since 1994 when there were 141,300 construction jobs. In 2010, 11,100 jobs were lost in the Specialty Trade Contractors industry, Construction of Buildings positions were down 3,600, and Heavy and Civil Engineering Construction saw a loss of 2,400 jobs.

The Manufacturing sector lost 13,600 jobs in 2010. This sector has contracted for five straight years taking with it 105,400 jobs and has now lost payroll employment for 12 of the last 13 years (1,500 jobs were added in 2005) totaling 201,200 jobs lost. Of the 13,600 jobs lost in 2010, 5,400 were in Durable Goods Manufacturing and 8,300 were lost in Non-Durable Goods Manufacturing.

Average Hourly Earnings increased by $1.21 in the Manufacturing sector as they grew from $15.43 in 2009 to $16.64 in 2010. Average Weekly Hours in this sector were up as the workweek in Manufacturing increased from 38.8 hours in 2009 to 39.4 hours in 2010. Average Weekly Earnings in Manufacturing moved from $598.68 in 2009 to $655.62 in 2010.

Trade, Transportation and Utilities employment was down 10,600 in 2010 after dropping by 55,000 in 2009 and 13,000 in 2008. The Wholesale Trade portion of this sector lost 3,200 jobs in 2010 after it lost 17,500 in 2009 and dropped 1,700 positions in 2008. Retail Trade positions were down 5,400 in 2010 after being down 27,800 in 2009 and down 12,600 in 2008. The Transportation, Warehousing, and Utilities portion lost 2,000 jobs in 2010, it lost 9,700 jobs in 2009, and gained 1,400 jobs in 2008.

Employment in the Information sector was down 3,300 in 2010. Information jobs in Georgia have declined for eight of the last nine years (100 jobs were added in 2007) with an average loss of 4,500 jobs per year. The Telecommunications industry accounted for 800 of the 3,300 jobs shed in 2010.
There were 8,000 positions cut from payrolls in the Financial Activities sector in 2010. Finance and Insurance positions were down 6,200 while 1,800 jobs were lost in the Real Estate, Rental and Leasing industry. The Financial Activities sector has now shown job losses in 2008, 2009, and 2010 after adding jobs for 16 straight years.
There were 9,000 jobs added in Professional and Business Services in 2010. The jobs added in 2010 come after the sector lost 53,200 jobs over the previous two years combined. This sector is broken into three industries: Professional and Technical Services where 3,000 jobs were shed in 2010 after 12,200 jobs were lost in 2009; Management of Companies which added 400 jobs in 2010 after losing 1,500 in 2009; and Administrative and Support where employment was up 11,500 in 2010 after being down 32,700 in 2009.
In 2010, the Educational and Health Services sector grew by 9,600. Educational Services grew by 2,300 positions while the remaining 7,200 jobs were in Health Care and Social Services. Since 1991, Educational and Health Services has grown by an average of 12,100 jobs per year.
Nonfarm payrolls in the Leisure and Hospitality sector were down 5,700 in 2010. This comes after the sector lost 14,300 jobs in 2009 and 2,200 jobs in 2008. Prior to 2008 the sector had grown for 16 consecutive years. The Arts and Entertainment portion of this sector lost 1,500 jobs in 2010 and 900 jobs in 2009. The Accommodation and Food Services sub-sector lost 4,300 payroll employees in 2010 and reduced payrolls by 13,400 jobs in 2009.
Jobs in Other Services were down in 2010 as the sector endured 3,200 jobs being cut. The sector lost 4,300 positions in 2009. The 3,200 positions cut in 2010 were a result of all three industries within the sector shedding positions with Religious, Civic, and Similar Organizations losing the most employees; shrinking by 2,000 jobs.
Government jobs in Georgia decreased by 10,300 in 2010 after being down 2,300 in 2009. The Federal Government expanded for the sixth straight year as payrolls grew by 5,300 in 2010. After being down 1,000 in 2009, State Government payrolls were down 5,600 jobs in 2010. Local Government payrolls dropped 9,900 jobs in 2010 after cutting 4,400 jobs in 2009. Before these two years of job losses, Local Government had expanded every year since 1993.

For the third straight year, the Albany MSA posted a loss in total employment. This represents 4,000 fewer positions since 2007 when employment levels were at their peak. The loss of 1,200 jobs over the past year was caused mostly by the shed of 1,100 positions in Manufacturing. Service-Providing industries grew slightly from their levels in 2009, as they added 200 positions this year. Total Government remained flat as the gain of 200 Federal positions were offset by the loss of 200 Local Government jobs.

The combined losses of the previous two years have brought employment levels in the Athens MSA to a level not seen since 2005. The gains seen during the middle of the decade have been nearly wiped out. Declines in Goods-Producing industries again hurt the region with a net loss of 700 positions. Service-Providing industries were up 100 positions over the year while Government employment remained flat.

The Atlanta MSA suffered its third consecutive over the year employment loss in 2010. Even though the losses in 2010 (-31,500 jobs) were nowhere near as bad as in 2009 (-136,600 jobs), these losses have completely depleted the gains seen during the previous four years. Construction losses continued to mount as another 10,200 positions were shed over the year. The two major sectors that showed positive job growth in 2010 were Education and Health Services (+5,900 positions) and Professional and Business Services (+3,600 jobs).

The Augusta MSA was one of only four MSAs statewide to show positive employment growth in 2010. The addition of 900 positions over the year were due to large gains in Professional and Business Services (+1,500 jobs) and Education and Health Services (+700 jobs) which helped to offset the loss of 700 positions in the Manufacturing sector. Five hundred Federal positions along with the losses of 200 State and 300 Local Government positions kept the overall level of government in the area the same from 2009 to 2010.

Since its high of 45,400 jobs in 2007, the Brunswick MSA has lost 4,800 positions. In 2010, the Brunswick MSA saw a decrease in its total nonfarm employment of 1,900 positions. The loss the largest employment percent decrease of any MSA for the year (-4.5 percent). The area lost 1,500 Service-Providing and 400 Goods-Producing positions during the year. Trade, Transportation, and Utilities lost 300 jobs and Retail Trade lost 200 jobs.

The Columbus MSA suffered its fourth consecutive year of losing positions dropping 200 total nonfarm jobs during 2010. Private-Service providing industries lost 300 jobs, Goods-Producing industries remained unchanged, and Government positions increased by 100 in the area. Trade, Transportation, and Utilities was the only private service providing sector to post a gain during 2010, adding a total of 200 positions. The Federal Government also added 200 positions in the area which helped to offset the loss of 100 Local Government positions. The largest decline occurred in the Financial Activities sector which lost a total of 300 jobs.

The Dalton MSA has lost a total of 13,400 positions since 2006, including 500 in 2010. Goods-Producing led the decline, dropping 1,200 jobs during 2010. The losses suffered in Textile Product Mills (-300 jobs) contributed to the loss of 1,100 jobs in the Manufacturing sector. The Service-Providing sector was able to lend some relief by adding 1,000 jobs with gains in the Trade, Transportation, and Utilities sector (+300 jobs). The Federal Government added 100 jobs while the State and Local Government combined to lose 300 positions during the past year.

The Gainesville MSA (+600 jobs) was one of only four MSAs statewide to post a gain during 2010. The 600 positions were the result of 1,700 additional jobs in Service-Providing Industries and the loss of 1,100 jobs in Goods-Producing Industries. The annual job gain was a nice comeback for the area after losing 6,200 jobs during 2009. Retail Trade, along with the Federal Government added 100 positions during the year. Local Government posted a loss of 100 positions in 2010.

The Hinesville-Fort Stewart MSA added 300 jobs in 2010 marking the thirteenth year in a row that the area did not lose jobs. This was the result of gaining 500 Goods-Producing jobs and the loss of 200 Service Providing jobs. Federal Government added 200 positions during the past year and comprises more than 20 percent of all positions in the area. This proportion has enabled the area to continue positive growth even during the major recession during the past three years.

The Macon MSA has lost a total of 6,600 positions since 2008 including 1,400 during the past year. Goods-Producing industries lost 800 positions along with 600 positions lost in ServiceProviding industries. The Transportation, Warehousing, and Utilities sector lost 800 positions in 2010, the most of any individual sector in this MSA. Some sectors did show positive growth in 2010, including Professional and Business Services (+200 jobs), Education and Health Services (+200 jobs), Retail Trade (+200 jobs), and the Federal Government (+100 jobs).

The Rome MSA continued its downward trend by losing 700 positions in 2010. This marked the fifth straight year the area has lost jobs. The 4,800 jobs cut from payrolls during that five year period represent the loss of one out of every ten jobs in the area. Goods-Producing industries were the main driving force once again losing 600 positions during 2010, 500 of which were in the Manufacturing sector. Education and Health Services was the only sector to show positive growth adding 200 jobs during the year.

The Savannah MSA dropped 1,600 positions from its payrolls in 2010. The employment level is now lower by 12,000 jobs since it reached its high in 2007. There were a few bright spots over the year in Savannah as the Education and Health Services sector gained 700 positions, and the Professional and Business Services sector added 500 jobs. The Mining, Logging, and Construction sector did not fare as well, losing a total of 1,100 positions during 2010. Manufacturing (-400 jobs) and Transportation, Trade, and Utilities (-300 jobs) also posted losses.

This marked the second consecutive year the Valdosta MSA posted a job loss after posting employment gains each year for well over a decade. The loss of 1,200 jobs in 2010 resulted from 900 Goods-Producing jobs being cut and the loss of 300 ServiceProviding positions. Trade, Transportation, and Utilities payrolls were down 600 and State Government also shed over 10 percent of its jobs, losing 500 positions during 2010. The Federal Government was the only sector that posted an increase of positions during 2010, adding 200 jobs total.

Government employment makes up slightly more than 40 percent of the total jobs in the Warner Robins MSA. Strong employment gains in the Federal Government (+1,300 jobs) helped the area post the largest net change in employment of any MSA in the state, adding 1,000 payroll positions during 2010. This marked the twentieth straight year of employment growth for the area. In 2008 and 2009, respectively, 200 and 100 jobs were added.

Georgia Mass Layoff Statistics (MLS)

Mass layoffs can be used as a leading indicator in determining the health of an economy. More specifically, the Mass Layoff Statistics (MLS) program is a cooperative agreement between the federal and state governments designed to collect reports on mass layoff actions resulting in workers being separated from their jobs. Monthly mass layoff numbers are from establishments that have at least 50 initial claims for unemployment insurance (UI) filed against them during a 5-week period. Extended mass layoff numbers (issued quarterly) are from a subset of such establishments--where private sector nonfarm employers indicate that 50 or more workers were separated from their jobs for at least 31 days. The U.S. Department of Labor's Bureau of Labor Statistics works with the Georgia Department of Labor to produce Georgia related MLS data.

In 2010, Georgia's Mass Layoff Statistics program saw its largest year-over-year decrease in confirmed events since 1996. Mass layoffs fell from a high of 133 in 2009 to 76 in 2010. In both years, the first and second quarters endured the most confirmed events.

Total initial claims for unemployment insurance from mass layoff events dropped from 2009 to 2010. They decreased from a high of 38,147 in 2009 to 14,063 in 2010. In 2009, about 24,600 (64 percent) of the 38,147 claims were filed in quarters one and two of that year. In 2010, about 8,900 (63 percent) of the 14,063 claims filed were in the first half of the year.

Claims and events were not limited to a specific industry. Manufacturing accounted for 39 percent of all mass layoff events in 2010 (most of any industry), which were down from the record 50 percent of all events reached in 2009. Looking deeper into the numbers, it is revealed that initial claims due to mass layoff events in Manufacturing accounted for 48 percent of all mass layoff claims in 2010, down considerably from 67 percent in 2009. More specifically, confirmed event claims in Manufacturing's Textile Mill industry comprised 45 percent of all confirmed manufacturing claims, up one percent from 2009, but down a total of 7,100 claims for the year. Administrative and Support Services accounted for nine percent of the events in

2010 and eight percent in 2009 while confirmed mass layoff events in Wholesale Trade comprised eight percent of the total in 2010 and 13 percent in 2009.
As confirmed layoff events and the claims from these events showed proportionality (in terms of percent) in industry breakouts from 2009 to 2010, the characteristics of these individuals filing claims shifted significantly in some areas. Males in 2009 were more likely to be affected by a layoff as they filed 55 percent of the initial claims from a confirmed event (44 percent female). In 2010, the number of women filing claims due to a confirmed event grew five percentage points as a proportion of overall claims, while the number of men filing fell six percentage points. As a result, women and men were equally likely to be affected by a confirmed event as 49 percent of claims filed were by women and men (while two percent did not provide gender information).

A shift in claim filings due to a confirmed mass layoff event was also seen in claimant's race or ethnicity. In 2009, Whites or Caucasians filed 47 percent of all claims due to a confirmed event while AfricanAmericans accounted for 43 percent of filings. Individuals of Hispanic origin constituted five percent of claimants from confirmed events and those in the Other category comprised three percent. The year 2010 saw a shift as the number of claims Caucasians filed due to a confirmed event fell seven percentage points to 40 percent. African-Americans comprised 52 percent of all claims filed in 2010 due to confirmed mass layoff events which was up nine percentage points from 2009. Individuals of Hispanic origin were consistent, making up about four percent of all claims while the Other category made up about two percent.
In terms of age, there was not much change in the percentage of people filing claims. In 2009 and 2010 those ages 30-44 filed more claims (a little less than 40 percent in both years) than the other age caveats. Georgians less than 30 and those ages 44-54 had no change in the percentage of filings from 2009 to 2010.
