January 2010 Employment Situation
In January, nonfarm payrolls were down 53,900 in Georgia. The -1.4 percent drop in over the month employment was widespread as most major sectors lost jobs. Over the year, the state has now lost 151,600 payroll jobs, a decrease in employment of -3.9 percent. The jobs lost over the month were most severe in Professional and Business Services, Retail Trade, Manufacturing, and Construction. Over the year, employment losses were felt most in Manufacturing, Construction, and Professional and Business Services. Educational and Health Services has added jobs from December to January while Leisure and Hospitality and Educational and Health Services have both added workers over the year.
The sector with the most positions shed over the month was Professional and Business Services which lost 14,400 jobs. Over the last two months the industry has lost 15, 600 workers. In Retail Trade, employment was down 10,800 in January. During the 3 month holiday season (Oct-Dec) there was a combined 14,800 retail jobs created. Construction and Manufacturing each lost 7,600 workers. The Constructions jobs lost included 800 fewer Construction of Buildings positions, 600 fewer jobs in Heavy and Civil Engineering, and 6,200 workers dropped from Specialty Trade Contractors payrolls. The 7,600 Manufacturing positions cut in January represents a -2.2 percent employment loss over the month but more broadly is the 26 consecutive month that the state has shown a loss of manufacturing jobs.
Over the month employment growth occurred in the Educational and Health Services sector where 2,700 jobs were added. The Educational Services portion of this sector added 1,300 workers while the Health Care and Social Assistance segment added 1,400 payroll employees. Over the year job gains were experienced in Leisure and Hospitality (+800 jobs) and Educational and Health Services (+6,900 jobs).
Manufacturing, Construction, and Professional and Business Services have lost the most jobs over the year. Respectively, they have seen 47,900, 29,300, and 25,500 jobs fall from their payrolls.

Changes, Revisions, and Refinement of Nonfarm Payroll Employment, Hours, and Earnings
With the release of the January 2010 estimates, nonfarm payroll employment, hours, and earnings data for States and areas were revised to reflect the incorporation of March 2009 benchmarks and the re-computation of seasonal adjustment factors for State estimates. Additionally, this year BLS implemented a common start year of 1990 for all seasonally adjusted series where possible. The Current Employment Statistics (CES) program also published the first official all employee hours and earnings series on a not seasonally adjusted basis. Since 2006, BLS and its State partners have been developing and testing alternative approaches to eliminating the potential for discrepancy between the National and sum of States estimates. Changes that BLS implemented to the State estimates review process were put into place so they more closely align with the National estimate review process, and strengthen the consistency and transparency of the CES State estimation process. New Developments

3 The North Georgia Network Cooperative is building a 260 mile high speed internet network in North Georgia. The officials of the company said that the network would tie into existing networks in Atlanta and North Carolina to provide high speed internet access to a number of Northeast Georgia counties. Currently the network is planned to reach 42,000 households and 9,209 businesses along with public schools, universities, hospitals and government facilities. Money from the Economic Stimulus Package in the amount of $33.5 million will be provided for the new network. The project will be directly responsible for 835 jobs during the construction process, but will result in a number of indirect jobs as well.
3 In Gwinnett County a new supermarket has opened in Lawrenceville. Food Lion has opened a new location on Lawrenceville-Suwanee Road which is the companys only location in the county. The full line grocery employs 85 people at the new store.
3 In Upson County, a joint venture between an Atlanta bioengineering firm and a Texas energy company will result in another biofuel plant for Georgia, this time in Thomaston. Diamond Alternative Energy and American Process Inc. (a subsidiary of Valero Energy Corporation of San Antonio) will open a plant that will manufacture ethanol from wood chips rather than corn or soy. The facility is expected to employ 25 to 30 people when it opens during the first quarter of 2010.
3 In Bibb County, Geico is in the process of hiring 150 new associates for their Macon operations center. The company is the areas largest private employer and is looking for people for their sales, customer service, claims and centralized services departments.
3 Kraft Foods has recently signed a lease in Fulton County for 960,000 square feet in a new build-to-suit, state-ofthe-art distribution center located in Majestic Airport Center III in Union City. The new center will create around 200 new jobs for the area.
3 Also in Fulton County, a new manufacturing plant is coming this summer. Inline Plastics Corporation is a producer of plastic containers for the food service and commercial food industries. They will be leasing 158,000 square feet in a former Ford Motor Company parts distribution center. When the plant opens this summer they expect to employ 120 people.
3 Gwinnett Medical Center is investing almost $90 million to keep up with the medical demands of the second most populous county in Georgia. The cornerstone of the expansion will be the new open-heart program that is expected to launch in two years. This will include two new cardiovascular operating rooms and house the hospitals existing cardiac cath labs. By the end of the third year of operation they expect to be performing 300 open-heart

surgeries per year. The entire project will create about 175 jobs.
3 In Richmond County, two new production lines have been added at Proctor & Gamble over the last six months. The companys facility in Augusta is the only place where the new Bounce dryer bars are manufactured. The new lines have created 150 new jobs.
3 Callaway Farms Manufacturing, LLC has received a $100,000 grant to create more jobs in Wilkinson County. The company is investing $4.5 million in a building in Rayle that will net 50 new jobs. The business will shave timber waste into bedding for horses and other animals.
3 Firth Rixon Limited, based in the United Kingdom, is building a manufacturing facility in Tradeport East Business Center in Liberty County. The plant in Midway will total 200,000 square feet and will serve as a closed die forging operation providing components to the aerospace industry. The hiring will begin right away for the necessary 200 employees.
3 In Ware County, a new plant will employ 75 people and help fulfill the growing need for cleaner burning fuels in Europe. RWE Innogy, a large German utility concern, will spend $150 million on a facility in Waycross that will make wood pellets from forest industry by-products. The plant, which will be known as Georgia BioMass LLC, will produce some 750,000 tons of pellets on an annual basis. When fully operational the facility will be receiving 330 truckloads of wood per day to be converted into pellets. Every three or four days the production will be taken by train to a warehouse at the Savannah port. From there every other week the fuel pellets will be transported to Rotterdam by ship.
3 A long term construction project is expected to have 3,000 workers onsite at its peak in 2014. Plant Vogle, Georgia Powers nuclear power plant in Burke County, is already in the early process of adding two new generating units. Many different contractors will be used in many different capacities at the Waynesboro site. The project is currently scheduled for completion in 2017.
3 Cornell Companies has received a contract from the Federal Bureau of Prisons to house up to 2,507 low-security inmates at D. Ray James Prison in Charlton County beginning in October of 2010. The company will hire 145 new employees by September 1st to be able to fulfill their contract at the correctional facility in Folkston.
3 In Tift County an agricultural chemical manufacturer is expanding. Bold Formulators plans to provide 100 new jobs over the next two to three years. The company has purchased the old Shaw building in Magnolia Industrial Park in Tifton and will initially use it for warehousing. However, in the future they will use it for the formulation of crop protection chemicals.
