April 2009 Employment Situation
In April, nonfarm payroll employment in Georgia decreased by 3,500 jobs (-0.1 percent). Three out of the four months in 2009 have now logged job losses. Over the year, from April 2008 to April 2009, the state has lost 197,100 jobs, which is a 4.8 percent decrease in total employment.
Georgia's seasonally adjusted unemployment rate inched up from 9.2 percent in March to 9.3 percent in April. Over this same span, Georgia's civilian labor force increased by 8,107 (531 employed and 7,576 unemployed persons) as it rose from 4,783,304 to 4,791,411. The unemployment rate in April 2008 was 5.8 percent and there were 4,838,992 persons in the labor force.
Though there was a net loss of jobs this month, several employment sectors experienced employment growth from March to April. Leisure and Hospitality, Education and Health Services, and Other Services added workers in April. The Leisure and Hospitality sector grew by 9,800 jobs (+2.6 percent) over the month. The Accommodation and Food Services industry accounted for 6,600 of these jobs and the other 3,200 were realized in the Arts, Entertainment, and Recreation industry where amusement and recreation centers have begun to add workers for the summer months. Educational and Health positions were up 3,100 (+0.7 percent) in April as employment in the Educational Services industry held steady over the month and thus the additional 3,100 jobs gained in the Health Care and Social Assistance industry explained the growth in the overall sector. Other Services grew by 400 (+0.3 percent) in April with Repair and Maintenance jobs increasing by 700 while Personal and Laundry Services lost 100 workers and Religious, Grantmaking, and Civic Organizations lost 200 jobs.
Large job losses in April were endured in the Manufacturing, Retail, and Professional and Business Services sectors across Georgia. Manufacturing jobs declined by 1.5 percent, a loss of 5,400 workers in April. Durable Goods manufacturing payrolls dropped by 2,800 and Non-durable Goods manufacturing lost 2,600 payroll employees. Retail Trade jobs dropped by 0.7 percent, a loss of 3,000 workers, over the month as general merchandising stores cut back on workers. In April, Professional and Business Services employment declined by 0.6 percent, a loss of 2,900 workers after losing a revised 100 workers in March.

Roper Pump Company, a division of Roper Industries, will be opening a manufacturing and distribution facility in Jackson County. The new operation will require 30,000 square feet of space to house the plant that will make refrigeration control valves and accessories for industrial and commercial cold storage units that use ammonia. The new Commerce business is expected to employ 50 to 60 people.
UPS Freight has decided to move one of its distribution centers to Catoosa County from Chattanooga. The move was prompted by the availability of a 46-door facility that already existed in Ringgold. This location has much less truck traffic than their older building in Chattanooga. The location on Gateway Drive will be the company's second largest distribution center in Georgia and is estimated to employ some 67 people.
Georgia Aquaculture, Inc. has signed the papers for the property and existing building and will soon be moving into their new Johnson County facility. The company will process catfish in the new Wrightsville plant and is expected to employ around 125 people. The company predicts a local economic impact of $9 million in its first year of operation after their initial investment of $5 million.
Gold Creek Foods is purchasing a former carpet yarn plant in Lumpkin County and will set up a poultry furtherprocessing operation. The company produces specialty food products for restaurant, retail, institutional and grocery customers. Some production is expected to be underway before the end of the year in Dahlonega beginning with around 100 jobs, but the size of the facility would make it capable of employing over 1,000 people once it is up to full production capacity.
The nation's largest used car dealer, Car Max, plans to hire 50 people at its financial call center in Cobb County. The Kennesaw call center provides customer service and account management for customers who finance their purchases. The company stated that the reason for the additional employees was a combination of creating new positions and filing vacancies.
In Douglas County the world's largest sheet music distributor, J. W. Pepper, is opening a new distribution center on Riverside Parkway in Lithia Springs next month. The company is investing $7.4 million
in the new facility that will create some 29 new jobs for the area.
Verizon Wireless will be opening a new customer service center in Fulton County resulting in 600 new jobs for the area. The $27 million investment will result in a 141,805 square foot building on Sanctuary Parkway in Alpharetta. The current schedule has the facility opening for business early in 2010.
In Dougherty County the economy will benefit from Georgia Power's effort to convert one of their facilities, Plant Mitchell, from a 164-megawatt coal fired power plant to a 96-megawatt 100 percent wood-fired biomass plant. The next step in the conversion process is to obtain an air permit from the state Environmental Protection Division that could take between 15 and 18 months. The company plans to begin the transition in 2011 and then bring the plant online in the summer of 2012, which will then create 50 to 75 new jobs related to waste wood recovery.
Habasit America is expanding is manufacturing facility and North American headquarters in Gwinnett County. The company is a world-wide leader in the production of belts used in power transmission and conveyor systems. The multi-million dollar investment will add 150,000 square feet to the company's production facility as well as 75 new jobs in combination with the headquarters expansion in Suwanee.
A Newton County company has made history and plans to add 20 high tech employees to their staff soon. Thomas Brothers Hydro, Inc. recently designed, manufactured and tested a turbine runner, or a rotating member of a hydraulic turbine, for a hydroelectric plant in Maine. The 16,500 pound, 24,500 horse power runner is 12 feet in diameter making it the largest one the company has ever made. The addition of the new employees, however, will come from an effort by the company to become a producer of hydrogen for fuel. Through a process called "electrolysis", the Covington plant will use hydroelectricity to separate hydrogen from water which will provide a less expensive and cleaner burning fuel.
The expansion at American Tire Distributors will produce a new 81,000 square foot distribution center in Richmond County. The new $4 million building will be completed in the fall and will add 30 new employees to the Augusta area workforce.
