Annual 2009 Employment Situation
In 2009, Georgia's economy saw its most dramatic loss of jobs, from an annual average perspective, in recorded history. From 2008 to 2009 statewide payrolls were down 225,600. In 2008 there were 4,102,200 employees on nonfarm payrolls in Georgia and in 2009 the total number of jobs dropped to 3,876,600. With major job losses experienced nationally and in most other states across the nation, 2009 was in many regards a record setting year. All major employment sectors experienced job losses in 2009 with the exception of Educational and Health Services.
The establishment survey has been measuring employment since 1939. In this span of 70 years, Georgia has now lost jobs in 13 of the 70 iterations. The 225,600 jobs lost in 2009 exceed the sum of 199,700 jobs lost in the next three years of highest job declines. 2002, 1975, and 1991, respectively, endured job losses of 73,700, 71,800, and 54,200. Providing more prospective on the current state of job decline in Georgia, the year with the fifth highest number of jobs lost in the state was 2008 when statewide

payrolls were down 43,300. The years Georgia added the most jobs were in 1984 and 1994 when 169,200 and 156,800 jobs were, respectively, created.
Total Private Average Hourly Earnings by Georgian's increased by $0.31 over the year as it grew from $20.77 in 2008 to $21.08 in 2009. The industry with the highest gain in hourly pay was Construction as it saw workers hourly earnings increase $1.73, moving from $19.47 in 2008 to $21.20 in 2009. Total Private Average Weekly Hours worked dropped in 2009. In 2008, Georgian's worked 35.3 hours on average and in 2009 average hours worked per week dipped to 34.6 hours. Two industries had the largest drop in hours worked as both Manufacturing and Educational and Health Services each saw Total Private Average Weekly Hours decrease by 1.4 hours. Total Private Average Weekly Earnings were down $3.48 in 2009 as Georgia workers took home $733.08 in 2008 and $729.60 in 2009. Trade, Transportation, and Utilities workers saw their weekly paychecks shrink the most, suffering a decline of $12.37 to their salaries with them earning $688.96 a week in 2009.

2009 Nonfarm Payroll Employment by Industry Sector
The Construction sector in Georgia endured one of its worst years in 2009. After losing 17,100 workers in 2008, it shed 37,600 jobs in 2009. Prior to those two years, the sector experienced four years of employment growth where it saw an average of 6,600 jobs created per year. Of the jobs lost in 2009, most were in the Specialty Trade Contractors industry where 23,400 jobs were shed. Construction of Buildings lost 9,500 jobs in 2009 and Heavy and Civil Engineering Construction positions were down by 4,700.
Manufacturing payrolls declined by 52,100 in 2009. The sector has now lost jobs for four consecutive years. The last time jobs were created on an annual average basis was in 2005 when 1,500 positions were added. Since 2005, the number of manufacturing jobs lost each year has steadily gotten worse with 2,300 jobs being lost in 2006, 16,100 jobs lost in 2007, 22,300 jobs lost in 2008, and 52,100 positions shed in 2009. Of those positions lost in 2009, 30,000 were in Durable Goods Manufacturing and 22,100 were in Non-durable Goods Manufacturing.
Average Hourly Earnings in the Manufacturing sector were up as earnings rose from $14.83 in 2008 to $15.43 in 2009. Average Weekly Hours in this sector were down as the workweek in Manufacturing dropped from 39.4 hours in 2008 to 38.8 hours in 2009. Average Weekly Earnings in Manufacturing increased to $598.69 in 2009 from $583.72 in 2008.
Trade, Transportation and Utilities lost 55,700 jobs in 2009. The sector has now lost 68,700 jobs over the last two years. The Wholesale Trade portion of this sector saw employment drop by 18,500 in 2009. After gaining jobs from 2004 2007, Retail Trade lost 27,700 jobs in 2009 after losing a revised 12,600 jobs in 2008. The Transportation, Warehousing, and Utilities industry lost 9,500 jobs in 2009 after five years of employment gains that saw the industry add 16,000 jobs to Georgia's economy.
Georgia's Information sector cannot seem to gain traction. It lost 4,200 jobs in 2009 and 2,500 positions were cut in 2008. Prior to these two years, the last time this sector added jobs was in 2007 when a modest 100 positions were added. 2002 2006 saw five straight years of job losses totaling 30,400 positions being cut. The sector added jobs in 2001; however, it was of the modest sort as 100 positions were added that year.

There was an employment loss if 13,900 in the Financial Activities sector in 2009. Finance and Insurance saw a job loss of 8,900 and Real Estate and Rental and Leasing employment figures were down 5,000. The Financial Activities sector lost 6,900 jobs in 2008. Prior to the job declines in 2008 and 2009, the sector experienced several years of employment gains and in most recent history added its most jobs in 2005 when 6,600 jobs were added to Georgia payrolls.
Professional and Business Services employment changed from 556,700 in 2008 to 506,700 in 2009, resulting in an over the year job loss of 50,000. Two-thirds of the jobs lost in this sector occurred in the Administrative and Support industry (-33,300 jobs). The other one-third was lost in Professional and Technical Services (-13,000 jobs) and Management of Companies (-3,800 jobs) combined. The 50,000 jobs lost in the sector in 2009 came after it had lost 6,900 payroll positions in 2008. Before that, Professional and Business Services displayed strong growth from 2004 2007 as 69,200 jobs were added.
In 2009, employment was up 6,300 in Educational and Health Services. This sector has added jobs for more than 10 consecutive years. Over the last 10 years, Educational and Health Services has grown by 123,000 jobs. The Educational Services industry added 4,300 jobs in 2009 while the Health Care and Social Services industry grew by 2,000. Hospitals, nursing centers, doctor's offices, and other care centers account for the 2,000 jobs added in Health Care and Social Services while the social assistance portion of the sector lost jobs.
After many years of employment growth, the Leisure and Hospitality sector lost jobs in both 2008 and 2009. In 2009, 13,000 jobs were cut. In 2008, 2,200 positions were shed from payrolls. From 2004 2007 an average of 12,000 jobs per year were added in the sector. The Arts and Entertainment portion of this sector lost 100 jobs in 2008 and 500 jobs in 2009 after adding an average of 1,200 per year from 2004 2007. The Accommodation and Food Services part of the sector lost 12,500 payroll employees in 2009 and 2,000 jobs in 2008. From 2004 2007 this industry averaged a gain of 10,800 new jobs each year.
Other Services lost 3,100 positions in 2009. The last year this sector lost workers was in 2002 when 3,300 positions were cut. The jobs lost in 2009 are a result of Repair and Maintenance positions dropping by 2,200, Personal and Laundry Services losing 1,400 workers, and Religious, Civic, and Similar Organizations adding 600 jobs.
The number of Government jobs in Georgia dropped for the first time in recent history over the year. The sector downsized by 1,200 jobs in 2009 after adding 18,200 positions in 2008, 12,900 jobs in both 2007 and 2006, and 12,000 jobs in 2005.The Federal Government added 2,400 jobs in 2009 and has now added workers to Georgia payrolls every year since 2005. State Government payrolls were up 500 in 2009 and have also grown each year since 2005. Local Government employment was down 4,100 positions in 2009 after adding jobs for over 10 straight years.

The Albany MSA lost 2,100 jobs in 2009 after losing 500 positions in 2008. The area experienced positive employment gains in 2005, 2006, and 2007 when, respectively, 600, 300, and 100 jobs were added. In 2009, the Manufacturing industry suffered an employment loss of 900 jobs. The Federal Government saw an addition of 200 positions to its payrolls over the year. As of 2009 the Albany MSA has 62,100 nonfarm jobs.

The Athens MSA has seen steady gains in employment over the last decade until the most recent year. In 2009, the Athens MSA lost 4,200 payroll positions. The Leisure and Hospitality industry lost 600 jobs while Professional and Business Services and Retail Trade employment each dropped by 400. Both State and Local Government employment grew by 100 in 2009. From 2005 2008 the Athens area experienced an average employment gain of 2,000 jobs per year.

The Atlanta MSA experienced sustained growth from 2004 2007 when 30,300, 69,700, 67,000, and 49,700 jobs were added to payrolls. Then in 2008 26,000 positions were cut from payrolls followed by another 136,100 jobs being cut in 2009. The employment loss in 2009 is the largest ever recorded in the MSA. Professional and Business Services lost 34,600 jobs in 2009 while Educational and Health Services jobs were up by 3,500.

6,900 jobs were cut from Augusta MSA payrolls in 2009. Job losses were most severe in Professional and Business Services (-1,800 jobs) and Retail Trade (-900 jobs). Federal jobs were up 800 over the year. Over the last five years, the Augusta MSA has shown sporadic employment changes. In 2005, there was a gain of 1,100 jobs in the area. In 2006, employment dropped by 500 and in 2007 2,200 jobs were added. In 2008, Augusta MSA payrolls were down 400.

There were 2,900 jobs lost in the Brunswick MSA in 2009 and 100 jobs lost in 2008. In the five year span prior to 2008, the area's annual employment level grew on average by 800 each year. In 2009, of the 2,900 jobs cut, 400 were positions in the Retail Trade industry. Local Government employment was up 200 over the year.

In the Columbus MSA, 4,000 jobs were lost in 2009. The MSA has now endured three consecutive years of employment declines. In 2008 there were 100 jobs lost and in 2007 payrolls were decreased by 800. The loss of jobs in 2009 occurred as Professional and Business Services employment dropped by 1,100 and Retail Trade jobs went down by 800. Government jobs increased by 500 in 2009 as both the federal and state governments added positions.

In 2009, the Dalton MSA lost 7,300 jobs. Over the year, Manufacturing employment dropped by 2,800 as it moved from 27,400 positions in 2008 to 24,600 positions in 2009. Professional and Business Services positions were down 1,900 in 2009. Over the last three years the Dalton MSA has seen 13,000 jobs vanish from its payrolls; 1,200 jobs lost in 2007, 4,500 jobs lost in 2008, and 7,300 jobs lost in 2009.

In 2009, the Gainesville MSA shed 6,000 jobs from area payrolls. The loss of jobs in the MSA marks the first time since 2002, when 400 jobs were cut, that employment decreased in the area. In the six year stretch from 2003 2008 there were a total of 12,600 jobs added to nonfarm payrolls. Just under half of the jobs that were added in the aforementioned six years were lost in 2009. Jobs in the Trade, Transportation, and Utilities sector were down 1,200 over the year.

The Hinesville-Fort Stewart MSA added 100 jobs in 2009 after experiencing one of its most lucrative job creation years in history in 2008 when 1,100 payroll positions were added to the area economy. In 2008 there were 19,300 jobs in the MSA and in 2009 that number rose to 19,400. The employment addition over the year is strongly tied to the Federal Government as they added 300 workers to the area in 2009.

There were 4,900 positions cut from payrolls in the Macon MSA in 2009. The last time this MSA endured an annual average employment loss was in 2006 when 500 positions were dropped from area payrolls. In 2007, 100 jobs were added to the area economy and in 2008 employment grew by 700. 1,300 of the jobs lost in 2009 were in Professional and Business Services. Dropping below 100,000 jobs for the first time since 2002, the Macon MSA has 96,700 jobs as of 2009.

The Rome MSA lost 2,000 jobs in 2009 as total employment in the area dipped from 41,400 in 2008 to 39,400 in 2009. The MSA has now lost jobs in four consecutive years resulting in 3,900 positions being cut out of the area. In 2006, 2007, and 2008, there were 1,200, 100, and 600 jobs, respectively, dropped from payrolls. 700 jobs that were downsized in 2009 were in Manufacturing while another 300 were in Retail Trade.

There were 7,900 nonfarm payroll positions lost in the Savannah MSA in 2009. The Professional and Business Services sector lost 2,200 jobs in 2009 while Educational and Health Services saw employment grow by 900 positions over the year. In 2008, the area lost 2,100 jobs. From 2004 2007 the Savannah MSA grew by 24,500 jobs as it added an average of 6,100 jobs each year for that four year period.

After gaining 100 jobs in 2008, total employment in the Valdosta MSA was down 2,600 in 2009 as the number of jobs in the area dropped from 56,500 in 2008 to 53,900 in 2009. From 2002 - 2007 the area grew by an average of 1,300 jobs per year with one of the area's best years of employment growth occurring in 2002 when 2,000 jobs were created.

Employment in the Warner Robins MSA held steady in 2009 at 58,800. Retail Trade employment in the area was down 200 in 2009 but the Federal Governments addition of 300 jobs and State Government employment growing by 200 offset other industry losses. The MSA has seen admirable job growth over the last several years capped in 2006 when it added 3,400 jobs to its payrolls. In 2007, 1,900 jobs were added and in 2008 the area created 200 additional jobs.
